Parks Planning and Design Manager Class Specification

Under administrative direction, plans, organizes, manages, and directs the activities of the Landscape Architecture Division; serves as a key staff member in the administration, development, and implementation of policies, systems, and procedures to facilitate the implementation of the City’s Park Master Plan; oversees and directs the supervision and activities of citywide tree preservation and landscape development policies; and gives professional advice on landscape matters.

Class Characteristics 
This is a single position management classification reporting to the Community Services Director.  The incumbent has considerable latitude in the application of department policy as it relates to division activities and follows general guidelines or professional and administrative standards in accomplishing assignments; the incumbent is expected to identify policy issues and work with other staff to develop options and recommend solutions.  This classification is distinguished from the Senior Landscape Architect by the latter’s responsibility to manage the staff and activities of one or more sections of the Landscape Architecture Division.

• Plans, organizes, and oversees the landscape, site design and layout of parks, recreational areas, city facilities, roadway medians, and pedestrian ways.
• Acts as the City(s) Landscape Architect in the review, revision, implementation and interpretation of City tree and landscape ordinances, regulations, and policies.
• Directs and participates in analysis of park planning efforts and park site acquisition for compliance with the Park and Recreation master Plan and the Park and Recreation Chapter of the General Plan.
• Plans, supervises, reviews and evaluates the work of professional City and contract staff.
• Trains staff in work procedures.
• Provides policy guidance and interpretation to staff.
• Recommends design direction on high-profile urban design of public and private projects that impact landscape design and urban projects within the City.
• Manages the Park Planning and Development Plan for the City.
• Provides staff support and recommendation alternatives to the Recreation Commission and City Council in park planning policy and implementation of facility development.
• Recommends modifications to ordinances, policies and procedures and implements after approval.
• Performs professional landscape architectural work including preparing landscape plans, coordinating master plan development, and performing park planning and preparing related specifications, contracts, and cost estimates.
• Reviews and approves landscape proposals for private development, ensuring compliance with codes, policies, regulations and procedures.
• Prepares reports.
• Recommends approval or denial of various projects for submission to the Planning Commission and/or the City Council.
• Directs the inspection of and/or inspects public and private landscaping work for conformance with plans, specifications and ordinances.
• Administers and implements the Tree Preservation Ordinance, including recommending approval or denial of permits for tree removal.
• Administers the tree planting program, including maintenance of the street tree master plan, botanical designation, inspection of plantings, issuance of permits for planting, removal, and pruning.
• Serves as technical adviser to other City departments and officials on park, street tree and landscape matters.
• Reviews and analyzes federal, state and local landscape and water legislation and its implementation in the City of Fremont.
• Participates as a team member in the work of the department’s management team, understanding and then implementing assigned duties and responsibilities to support team goals and objectives.  
• Works cooperatively with other team members, receiving and sharing information, soliciting input, identifying operational and interpersonal issues, participating in the development of problem solving solutions.
• Acts as the City's representative in dealing with public and private agencies, groups and individuals concerned with parks and open space, trees, and landscape.
• Conducts park location studies to evaluate park site feasibility and proposed land acquisition and/or development.
• Responds to public requests and complaints regarding landscape development and tree preservation.
• Coordinates the work of the division with that of other departments and divisions.
• Maintains accurate records and files.
• Supervises the preparation of clear and effective reports, correspondence, policies, procedures, ordinances and other written materials.

Knowledge of:  Principles and practices of landscape and site design for parks, medians and developments; botanical identification characteristics, valuation and selection criteria; native and exotic plants and trees best adapted to the Fremont area; and City, State, and Federal laws, ordinances, and regulations governing landscape architecture work and tree preservation; principles and practices of supervision, including work planning, organization, oversight, review and evaluation; principles and practices of public administration; organizational management as applied to the analysis and evaluation of programs and policies; team building and staff development principles;  principles and practices of budget preparation in a public setting; public speaking and presentation skills; contract development and administration in a public agency setting; landscape architectural issues and solutions encountered in municipal landscape architectural work; practices of project development, including cost estimation, as well as implementation, including techniques for bringing projects to conclusion and within budget; and civil engineering as applied to landscape architecture.
 
Skill in:  Planning, supervising, reviewing and evaluating the work of City and contract staff; designing aesthetically pleasing and cost effective landscape plans with minimum maintenance requirements; and dealing effectively with City staff and officials, consultants, contractors, property owners and the public.
 
Ability to:  Use sound independent judgment within general policy and procedural guidelines; make effective oral presentations; maintain accurate records and files; and prepare clear and effective reports, correspondence, policies, procedures, ordinances and other written materials.
 
Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.
 
Education/Experience
 Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying.  A typical way to obtain the required knowledge and skills would be:  Education and/or experience equivalent to graduation from an accredited college or university with a Bachelor's degree in Landscape Architecture, Park Planning, Horticulture, or closely related field and five years of experience in professional landscape architecture, park planning or park management.  A Master’s degree is desirable.

 Possession of a valid Landscape Architect license issued by the State of California and a valid California class C driver's license are required.  Must have a satisfactory driving record.  This classification requires the ability to travel independently within and outside of City limits.

The salary range for this classification is $47,982.48 - $58,422.00 annually.

Empower and support residents, schools, and local organizations to make the City more livable, safe, and clean.

Project Hope is a neighborhood engagement and empowerment initiative focused on nine neighborhoods in San Jose. Organized into operational teams, Project Hope staff are assigned to specific neighborhoods, where they assist residents to address the conditions and circumstances that exist due to systemic racism such as crime/violence, blight, lack of trust, marginalization, and inadequate services. Project Hope supports residents to create new neighborhood associations or reinvigorate existing ones, develop the organizational and capacity building skills to better utilize and reach key City, and other public/private resources to address ongoing quality-of-life issues.

Community Activity Workers in Project Hope build strong relationships with residents, partners and community; assist neighborhood associations/board members with planning for meetings and events; inform residents of City services; assist neighborhood associations in building strong relationships with City of San José departments and other local government agencies, and; provide in-service trainings and workshops for community leaders to ensure self-sustainability of the neighborhood associations. ?Applicants should enjoy spending time in the community directly engaging with residents (e.g. canvassing, door-to-door outreach & surveying), planning and attending community events, bringing people together for positive results, and teaching residents how to engage with City and other public/private partners to address neighborhood/community issues.

THE POSITION

The Parks and Recreation Department is looking for staff to assist with events at the Rocklin Events Center and other locations in the City. The Events Venue Specialist (Program Assistant) is a temporary position and incumbents work on an as-needed basis, not to exceed 28 hours per week and up to 999 hours per fiscal year. Temporary employment does not provide any guarantee of continued employment and the City of Rocklin may end the assignment at any time. Temporary employees are not eligible for any other benefits except where required by law and there is no guarantee of future permanent employment.

Duties may include, but are not limited to the following:

• Performs light janitorial duties (e.g., empty trash, clean restrooms, and restock supplies) before, during, and after events.
• Sets up audio visual equipment at venue site.
• Checks clients in and out of City venues.
• Takes prospective renters on tours of facilities and answers questions about pricing and equipment at each rental location.
• Ensures client needs are met.

THE  SCHEDULE

Community Outreach: Summer Youth Volunteers Project Plan 

The Community Outreach team is seeking a summer intern for a 10–12-week assignment.  The goal of the internship is to gain valuable experience managing high school aged volunteers that will support a variety of summer camps and programs throughout the district.  

Key duties 

• Be primary point of contact for Summer Youth Volunteers. 

• Assist with volunteer orientation and ongoing training sessions throughout the summer. 

• Oversee volunteer schedule. 

• Track volunteer hours logging. 

• Create program completion documents. 

• Assist with planning end of summer recognition event. 

Key deliverables will be: 

• Maintain volunteer hour tracking and create end of summer recap report. 

• Complete summer training and check-in reports. 

• Create and distribute volunteer completion certification with hours totals for all summer volunteers. 

• Report any concerns from staff and volunteers or development opportunities for volunteers through regular check-ins. 

What learning will occur for the intern?

Timing 

June-August 9th.  Interns may start and end later but need to be present for the core Sessions slated for the entire month of June, July and through August 9th.  

Work hours will be Monday – Friday 9:00 am – 5:00 pm, 40 hours per week during the 12 weeks of employment.  The pay rate will be $20 per hour.  All interns will be required to successfully complete a Department of Justice fingerprint clearance and undergo a TB test as a condition of employment.

The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The Construction Secretary will assist the Chief of Construction, Construction Services Manager and the Construction Project Analyst with administrative tasks within the division.   

This position requires a highly motivated, responsible, organized, problem-solver and self-starter individual who can handle an array of tasks, has excellent written and verbal communication skills, has good judgement, and works independently or as part of a team. The work performed will support MRCA’s new construction operations, emergency projects, general improvements to parks, and other efforts related to public access, open space conservation, habitat restoration, and urban park development.

Supervision

This position reports to the Chief of Construction. Assorted tasks may be supervised by the Construction Services Manager and the Construction Project Analyst.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Coordinate material orders, delivery and invoices.
• Maintain division files, including documentation of and authorization for expenses, project progress, contracts, project budgets, contacts, and correspondence.
• Order materials, equipment, and tools.  Coordinate delivery/pick up of items.
• Prepare and maintain vendor and agency phone and mailing lists.
• Assist in planning and coordination of construction projects.
• Handle all Construction Division correspondence in a timely manner.
• Prepare written materials (reports, graphs, memos, etc.) for the Construction Division.
• Assist with MRCA’s Safety Program committee and write reports on safety issues for agency wide distribution.
• Assist with MRCA’s Labor Compliance Program.
• Conduct tailgate safety meetings biweekly with construction team.
• Assist with MRCA’s pesticide use program and reporting
• Maintain records of agency utilities.
• Maintain good habits of answering and responding to incoming telephone calls, correspondence, and when communicating and providing customer service to citizens who seek assistance.
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large.
• Perform related duties as required.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, and operate a computer and other office productivity machinery. The employee must occasionally move items weighing up to 20 pounds inside the office.

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work on evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. 

MINIMUM QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the essential functions. • High school diploma or GED certificate. A.A. degree preferred.
• Two (2) years performing administrative duties.
• Experience in construction field preferred.   

• Must have a valid California driver’s license in good standing with a satisfactory driving record at the time of hire.
• Basic First Aid and CPR certification (or ability to complete within 6 months).

• Proficiency in Windows-based programs including word processing, spreadsheets, and databases.
• Proficiency in grammar, spelling and basic mathematics. 
• Knowledge of operating standard office equipment. 
• Office practices and procedures.
• Bilingual skills in English and another locally common language, such as Spanish, is desired.

• Prioritize varying tasks and projects and manage multiple projects at once.
• Work independently to handle multiple tasks under deadlines.

The Urban Forestry Division of the City of Fremont has two paid internships available for immediate hiring.  Through a variety of tasks and duties, interns will gain well-rounded, first-hand work experience and observational knowledge in the fields of urban forestry management and municipal administration.

The Role

The role consists of assisting city staff in the preservation, maintenance, and sustainable growth of Fremont’s urban forest. Examples of division responsibilities include program administration, tree assessment, community outreach and education, grant management, data collection and analysis, contracts and vendor management, project management, as well as other related responsibilities.

Examples of duties that may be assigned to interns include processing data through the city’s GIS- based tree data management system, reviewing and processing permit applications, developing and supervising tree planting initiatives, conducting public outreach and education, providing technical expertise, completing field work and assessments, Urban Forestry Management Plan implementation, and other duties as assigned.

With assistance from city staff and resources, this role will be expected to achieve International Society of Arboriculture (ISA) arborist certification before the term ends.
