The City of Berkeley invites applications for the position of Community Health Worker Specialist! In this role, you will have the opportunity to perform paraprofessional duties related to preventive and supportive health care services. The current vacant position is in disease investigation, where you will assist in the control of disease outbreaks by conducting interviews with persons diagnosed with reportable diseases, their contacts, and healthcare providers.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities outlined above is:
Equivalent to graduation from high school and two (2) years of paraprofessional experience in a public health or related setting, supplemented by formal or approved in-service training, which has provided additional expertise and demonstrated proficiency in an area of specialization such as training, examination, screening, counseling, or outreach.

Additional health science and community health coursework may be substituted for the experience on a year by year basis, to a maximum of one (1) year.

Other requirements: Some positions require a valid California driver's license and a satisfactory driving record. Must be willing to work evenings or weekends. Some positions require bilingual or bicultural skills. Possession of a Phlebotomy Certificate is required for those positions that perform venipuncture, and the certification must be maintained as a condition of continued employment in those positions.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

The City of Berkeley is seeking a Senior Public Health Nurse who is passionate about working with community members and partners! In this role, you will take an equity-focused approach to supporting good health for families and individuals across the lifespan.

The Senior Public Health Nurse will provide health consultations and case management in a multidisciplinary team for families facing complex health challenges. In addition to providing consultations and trainings for community based organizations and providers, this position will also lead initiatives to enhance professional development for a team of nurses and support program planning for Public Health Nursing services.

Equivalent to graduation from a four year college or university accredited by the National League for Nursing, with major course work in nursing, and two (2) years of public health nursing experience.

Under general supervision, the Neighborhood Preservation Inspector. ensures compliance with applicable sections of the State, Federal, and Municipal Codes, ordinances, and in relevant areas, such as property maintenance, abandoned vehicles, planning, zoning, signs, community nuisance, and related areas.  This is a classification in the Economic and Community Development Department.

CLASS CHARACTERISITICS:

The Neighborhood Preservation Inspector is the full journey-level classification.  This position requires experience in both Municipal and Zoning Codes and Regulations. Employees at this level are expected to work with property owners independently and to coordinate City resources to solve neighborhood issues.

The City of Berkeley invites you to apply for the position of Registered Environmental Health Specialist! You will be responsible for conducting inspections of private and public properties, interpreting sanitary regulations, and investigating complaints for possible health regulation violations.

This recruitment is for our Economic & Community Development department.

Under direction, provides clerical and administrative support to a department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments. On occasion, work may involve confidential issues and thus needs to be handled accordingly. May also perform related work as assigned.  Incumbents in this classification perform administrative, technical and analytical duties within assigned program or functional area(s) of a City department.

CLASS CHARACTERISITICS:

This is the lead-level class in the Administrative Assistant series. Under general supervision, may provide lead direction and training to a small group of Administrative Assistants and Office Specialists; provides difficult and/or specialized office support to a designated department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments; and performs related work as assigned. This position is distinguished from the Administrative Assistant II class by the high degree of independence, level of responsibility, the greater complexity of assignments received, and its possible supervisory nature. Incumbents exercise a high degree of responsibility for administrative research and analysis and provide recommendations to department heads, section supervisors and/or supervisory and professional staff within a variety of City departments.

• May provide lead direction, training and review of work of those in the Office Specialist and Administrative Assistant series.

We're looking for a Supervising Public Health Nurse to manage programs in our Public Health Division! Join us in our mission to achieve health equity and optimal health for all people in Berkeley through systems change, service provision, and collaboration with community members and partners.

As a Supervising Public Health Nurse, you will have the opportunity to direct the Family Support Services Unit or the Communicable Disease Prevention and Control Unit. You will supervise nursing and support staff, develop program goals and policies, and perform professional nursing work within your program. You may also coordinate and supervise the operation of health-related services like Targeted Case Management and programs involving education, prevention, and coordination of resources.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: Equivalent to graduation from a four-year college or university (accredited by the National League for Nursing) with major coursework in nursing and four (4) years of general public health nursing experience with involvement in project leadership or program planning, including one (1) year of lead-level experience. A master's degree in public health or public health nursing is desirable.

Under the supervision of the Building/Code Compliance Coordinator and the Chief Building Official/Senior Plans Examiner, the Building/Code Compliance Inspector performs work in the areas of building, electrical, mechanical, plumbing, energy, green, zoning, and residential fire protection inspections; various aspects of code enforcement; and other duties as assigned.

CLASS CHARACTERISTICS

This is the journey-level, professional class that is expected to read plans, make code interpretations, have comprehensive knowledge of construction materials and techniques, and be able to perform field inspections (both Building and Code Enforcement) on their own.

This position is distinguished from the next higher class of Senior Building/Code Compliance Inspector by the latter providing training, technical advice, and lead assistance to incumbent inspectors. The Building/Code Compliance Inspector is further distinguished from the lower level of Building/Code Compliance Trainee in that the latter is the entry-level class, and is in training, learning the full scope of the assigned duties and responsibilities.

EXAMPLES OF DUTIES (illustrative only):

• Inspecting residential, commercial, and industrial occupancies for compliance with building, electrical, mechanical, plumbing, energy, green, zoning and fire protection codes and standards.
• Recommending solutions or corrective actions to problems and taking follow up actions to ensure discrepancies are corrected.

About the Position 

The City of Fremont's Finance Department is seeking a full-time Accounting Specialist I/II that will support the Revenue function. The incumbent will provide a variety of customer service, financial and accounting duties in the preparation, maintenance and processing of accounting records and financial transactions. This position is responsible for performing duties to support the central cashiering function for citywide services.

Examples of Job Duties

• Provide excellent customer service to residents and businesses in the City of Fremont.
