Scenario: You are a Management Analyst in the City Manager’s Office tasked with researching and analyzing policies relevant to homeless services and mitigation practices.

In March 2024, California passed Proposition 1. Proposition 1 authorizes $6.4 billion in bonds to pay for major projects such as housing for veterans and mental health, drug, and/or alcohol facilities.  Proposition 1 will also shift how revenue from the 1% tax on income above $1 million is spent under the law. Proposition 1 renames the Mental Health Services Act (2004) to the Behavioral Health Services Act and expands its purpose to include substance use disorders, including for persons without a mental illness.

The City of Fremont’s Homelessness Response Team is drafting a Homelessness Response Plan for Fremont. The Team will be presenting the plan to City Council in May 2024 for study and potential adoption.

Candidate Task: Draft a memorandum addressing Proposition 1 and its potential impact on the City’s Fremont Homelessness Response Planning strategies. Please include:

The Finance Department is recruiting for the position of Accounting Technician (Electronic Payments Technician)

The Position:
This is a journey level accounting technical class and has the ability to perform the full range of duties assigned, with only occasional instruction or assistance as unique situations arise. Employees at this level are fully aware of the operating procedures and policies within the work unit and receive general supervision from an assigned supervisor or manager. Positions in this class may exercise technical and functional supervision over assigned staff.

Job Responsibilities: 

• Performs specialized technical and highly detailed work in the preparation, reviewing and processing of financial bank statements and other related documents.
• Assists in providing instruction to other department employees regarding specialized procedures and requirements.
• Administer the Citywide electronic payments program and assist with processing web payments.
• Preparing staff reports and other communication related adoption and implementation of new payment methods.
• Reviews various documents and reports related to area of assignment for accuracy, completeness and compliance with departmental policies, laws and other regulations.
• Prepare monthly spreadsheet of credit card/merchant services transactions and request journals to charge respective departments.
• Calculates and reconciles special assessments.
• Provides information to City employees and others that requires the use of judgment and the interpretation of policies, laws, rules and procedures related to area of assignment.
• Monitors, review and reconcile electronic banking systems (Bank of America, CashPro, Check 21) and internet payment processors/gateways across the City’s enterprise system platforms.
• Reviews and reconciles electronic payment activity with bank statements, the City’s financial management system and credit card transactions related to payments and disputes.
• Coordinates billing processes with other departments and acts as the department contact for credit card machine.
• Resolving technical challenges among the various system components (payment platform, gateway, bank, enterprise system vendors, City IT systems).
• Sets up and monitors accounting ledgers related to area of assignment.
• Reviews and corrects project accounting time sheets and error reports.
• Adjusts journal entries to properly record financial transactions.
• Ensures data integrity of ledger related reports.
• Maintains City investment and debt service portfolios including receipts and statements, broker confirmations, account analysis statements and interest payments.
• Builds and maintains positive working relationships with co-workers, other City employees and the public, using good principles of customer service.

THE POSITION

The Water Resources Instrument Control Technician installs, operates, maintains, calibrates, and repairs computer hardware, process instrumentation, and telemetry equipment; de-bugs, modifies, and customizes software; modifies, maintains, and repairs all components of a programmable logic controller (PLC) based supervisory control and data acquisition (SCADA) systems/distributed control systems; and performs other duties as assigned.

Examples of duties and responsibilities may include:

• Installs, calibrates, programs, maintains, and repairs instruments, PLC based system/distributed control system components, meters, analyzers, recorders, control and feed systems, computers, monitors, printers, transducers, microprocessors, and data transmission systems
• Maintains and repairs electronics, electrical, pneumatic, mechanical, and hydraulic systems, laboratory and safety equipment including gas detection, alarm systems, pH and DO meters;
• Analyzes and modifies computer programs to optimize plant operations and operator convenience
• Assists system users in solving data and systems problems and suggests alternative methods of operation

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

Under general supervision, the Neighborhood Preservation Inspector. ensures compliance with applicable sections of the State, Federal, and Municipal Codes, ordinances, and in relevant areas, such as property maintenance, abandoned vehicles, planning, zoning, signs, community nuisance, and related areas.  This is a classification in the Economic and Community Development Department.

CLASS CHARACTERISITICS:

The Neighborhood Preservation Inspector is the full journey-level classification.  This position requires experience in both Municipal and Zoning Codes and Regulations. Employees at this level are expected to work with property owners independently and to coordinate City resources to solve neighborhood issues.

• Work closely with homeowners and businesses to achieve compliance.
• Interpret ordinances, policies and procedures, and code enforcement concepts.
• Prepare reports and recommendations on code enforcement matters, and gain voluntary compliance.

The City of Berkeley invites you to apply for the position of Assistant Public Works Engineer in the Public Works Department! In this role, you will have the opportunity to apply your engineering knowledge to problems involved in design, specification and inspection of construction projects for sewers, streets, structures, parks and related public works projects. You will perform a variety of difficult engineering work and exercise a considerable amount of independent judgment in designing plans and making general engineering and plan checking calculations.

This position acts as a resident Civil Engineer in checking for contract compliance with engineering standards and specifications. With California Registration, incumbent may sign off on engineering specifications and plans.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college or university with major coursework in civil engineering and two (2) years of professional civil engineering experience in design and construction work at a level equivalent to the Junior Public Works Engineer class.

Other requirements include possession of a valid California driver's license with a satisfactory driving record. Possession of a valid California certificate as an Engineer in Training is desirable, but is not required.

This is the lead-level class in the Administrative Assistant series. This position is distinguished from the Administrative Assistant II class by the high degree of independence, level of responsibility, the greater complexity of assignments received, and its possible supervisory nature.
