The City of Newark is currently accepting applications for Police Officer Trainees - Entry Level and Academy Attendees. 

THE POSITION:

The Police Officer Trainee position is an entry level position, requiring no prior law enforcement experience. Applicants are required to possess a valid California Driver’s License, be legally authorized to work in the U.S and be at least 21 years old at time of swear-in. All applicants must possess a strong moral character, as well as good work ethic and maturity. All candidates will be required to undergo comprehensive testing processes to determine their physical and mental suitability for a career in Law Enforcement.

The Police Officer Trainee is a temporary employee.  The trainee attends a P.O.S.T. certified academy.  Upon successful completion of the academy, the trainee will be eligible for appointment to the position of Police Officer.  New Police Officers will receive benefits available to regular employees and will serve an 18-month probationary period.

VTA’s Real Estate & Transit-Oriented Communities (RETOD/C) team is seeking a dynamic and motivated individual to join our team as Associate Transit-Oriented Development Project Manager (Associate Real Estate Agent – TOD). The Associate TOD Project Manager will play a crucial role in creating vibrant, equitable, transit-oriented communities throughout Santa Clara County.

Definition
Under direction, the Associate Real Estate Agent, Transit-Oriented Development (TOD) performs a variety of pre-development, planning, transactional, project management, and program support work for Transit-Oriented Development on VTA-owned sites and Transit-Oriented Communities (TOC) and in surrounding station areas.

Distinguishing Characteristics
This is the journey level classification in the Real Estate Agent, TOD class series. Incumbents at this level work independently on complex real estate functional areas including planning, development negotiations and agreements, and general administration. The primary duties and responsibilities of this class include day to day project management of TOD projects; support of management and coordination of planning, community and stakeholder engagement, and predevelopment activities for TOD and TOC projects; agreements related to TOD projects and TOC, including transaction-related documents, ground leases, grant agreements, cooperative agreements, memoranda of understanding, and assistance with administrative functions of the Real Estate & TOD Department; and program management duties related to real estate acquisition for capital projects, asset management, and revenue generation for VTA.  
 
This classification is distinguished from Associate Real Estate Agent in that the former focuses on TOD and TOC project management, whereas the latter focuses on real estate acquisition, appraisal, relocation and related dues in support of VTA capital projects.

About the Division 
VTA Real Estate is responsible for acquisition of property interests and management of VTA property rights and related agreements. VTA Operations' Facilities Maintenance is responsible for physical maintenance and ongoing repairs and improvements to properties that VTA owns and uses, including the River Oaks Headquarters, Bus and Light Rail Yards, Transit Centers (including Milpitas and Berryessa), and transit right-of-way. BART is responsible for operations and maintenance of the VTA BART Silicon Valley Extension tracks and wayside facilities and BART Stations pursuant to the VTA-BART Operations & Maintenance Agreement.

Essential Job Functions

Typical Tasks

• Oversees and performs work related to major TOD and TOC projects that encompass residential, commercial, and other types of real estate development, including review, evaluation, and approval of architectural, planning, engineering, environmental, financial, and real estate appraisal work product produced for VTA as well as by other parties;
• Plans, organizes, and implements aspects of planning, predevelopment, competitive offerings, negotiations, development, construction, and management of TOD and TOC projects;
• Supports complex real estate negotiations for development agreements, ground leases, purchase and sale agreements, and related implementing agreements, including related acquisitions, excess property sales or disposition functions; 
• Participates in collaborative efforts with local jurisdictions to obtain appropriate and feasible development entitlements for TOD; and development of cooperative and other agreements with public agencies, non-profits, community-based organizations, and other entities; 
• Assists with analytical research and the preparation of reports on TOD program development, implementation, and related matters; 
• Supports the development and monitoring of project performance including schedules, work plans and budgets; departmental budgets; and TOD and TOC business and strategic plans, including financial projections;
• Prepares and presents information to the public, boards, committees, community groups, members of the public, and others involved in TOD and TOC;
• Plans, directs, negotiates, administers, and/or participates in the development, negotiation, and administration of consultant contracts;
• Ensures compliance with VTA policies and procedures regarding equity, equal opportunity and discrimination and harassment prevention;
• Provides support to other functions in the Real Estate & TOD department as directed; and
• Performs other related duties as assigned.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge and abilities.  
Development of the required knowledge and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in public or business administration, finance, real estate, planning, or a related field, and two years of increasingly responsible experience in real estate project management, acquisition and planning, development, property management, or interagency agreement and financial transaction development, with at least one years in a project lead or supervisory capacity.  Project management experience for real estate projects is preferred. A graduate-level degree in a related field may be substituted for one year of experience 
Experience in public-private development on public property is desirable.  Possession of a valid California driver’s license at the time of appointment is required.

DEFINITION

Under general direction, to supervise and review the work of the professional and technical staff of a section of the Engineering Division engaged in preparing and/or reviewing plans, specifications, designs, estimates, and inspections relating to capital improvement, construction, development, and maintenance projects; to coordinate the work of the section with that of the Engineering Division and the Public Works Department; and to perform complex engineering design, construction inspection, contract administration, and related work as assigned.

EXAMPLES OF DUTIES

About The Position

The Coastside Coordinator will be responsible for evaluating the County's existing coastside emergency preparedness and response programs for effectiveness, identifying service gaps, and recommending and implementing enhancements. This role includes developing emergency response standards, protocols, and processes specific to the coastside; managing vendor services and contracts; coordinating system access and training for authorized users; and integrating the County's coastside emergency response program with other government agencies' emergency functions.

Additionally, the Coastside Coordinator will identify areas at risk for coastside hazards, provide community education, and determine how to integrate coastside emergency response systems with other technologies. The selected candidate will handle diverse tasks to ensure the County is prepared to respond to any event, including participating in a weekly on-call rotation, maintaining 24-hour readiness, and responding to the field or Emergency Operations Center (EOC) during emergencies or disasters.

This vital position will also involve engaging the public and stakeholder organizations, participating in advisory committees and work groups, and representing the County before all levels of governing bodies to create a comprehensive coastside emergency preparedness and response program for San Mateo County.

The ideal candidate will possess:

• The ability to engage with the public and stakeholder organizations to identify and develop effective outreach strategies and community resources to disseminate program information.
• The ability to understand the current use of technology in emergency response and implement these technologies at DEM.
• Excellent written communication skills, including experience in proposal, report, and grant writing.
• Proficiency in computer skills and operating standard computer applications, including but not limited to Word processing, spreadsheet software, PowerPoint, and email communication.
• The ability to work effectively in a wide variety of situations (field, office, EOC) and disciplines (law enforcement, fire services, and emergency medical personnel).
• A valid California Driver's License (depending upon the assignment).
• Completion of Incident Command System (ICS) Courses 100, 200, 700, and 800.
• A Master’s Degree in public administration, emergency management, crisis communication, security studies, or a related field is preferred but not required.

Additionally, the ideal candidate will possess the following knowledge, skills, and abilities:

• Knowledge of Coastside infrastructure and related risks.
• Knowledge of Coastside emergency preparedness and response programs and systems.
• Understanding of Principles of staff training and development.

• Provide operational oversight to contractor or vendor.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education : Bachelor’s degree from an accredited college or university in business, public administration, emergency management or related discipline.

Experience : One year of experience having responsibility for assisting in program planning, development and budgeting in the public, military, or private organization, preferably related to emergency/disaster planning and management.

DEFINITION

Ability to: Effectively direct the work of others; perform a variety of professional library work; develop and convey mastery of the automated systems related to the circulation function; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience: Three years of increasingly responsible professional experience in public library service.

Education: Graduation from college or equivalent, supplemented by successful completion of a graduate course of study in a professional library school.

License: Possession of a valid Class C California Driver's License.
