Position:

The role of the Resilience Coordinator position will be to support the Mission of the Office of Emergency Management, which is “To provide leadership of the City of San José’s emergency management responsibilities through planning and coordination of programs, functions, and supporting activities to prepare for, respond to, and recover from all emergencies and disasters.” The position will assist in coordinating multi-hazard planning efforts in the City of San José, including reviewing documents with an intentional lens of Access and Functional Needs (AFN) and racial equity considerations in emergency.  This position requires high levels of analysis, document development, understanding of the State of California’s Standardized Emergency Management System principles and integration with response plans. This is the fully experienced level in the unclassified Executive Analyst series and requires an individual to work under the general direction of an assigned executive in the Office of Emergency Management with full professional independence.

·        Assist in the coordination of programs to integrate existing emergency preparedness and comprehensive operational plans and procedures with internal city offices and departments, other government agencies, community-based organizations, volunteers, public service agencies, private and nonprofit sector resource agencies to ensure that established programs and plans comply with state and federal guidelines.

·        Plan and coordinate emergency management operational activities, drills, and events with all levels of government, school districts, public utilities, community-based organizations, volunteers, public service agencies, private and nonprofit sector resource agencies with disaster response administration.

·        Research, evaluate, and assist in the development and maintenance of comprehensive emergency plans in accordance with federal and state emergency management guides.

·        During major disasters and emergencies, performs emergency management tasks requiring action from all levels of government, school districts, public utilities, community-based organizations, volunteers, public service agencies, private and nonprofit sector resources agencies.

·        Administers, coordinates, and presents Disaster Service Worker training for employees and emergency management training for Emergency Operations Center (EOC) Staff.

·        Monitors state and federal disaster preparedness information and requirement updates, and may advise management of issues

·        Assists with preparing correspondence, procedures, transmittals, project and grant applications and program reports associated with emergency management activities

·        Performs other emergency management duties as assigned

·        This position responds to activations of the EOC.

•         Responds to activations of the Emergency Operations Center

•         Act as the Office of Emergency Management Duty Officer on a periodic basis

The Housing Department
The City of San Jose Housing Department mission is to strengthen and to revitalize the community through housing and neighborhood investments. The Housing Department has funded over 20,000 affordable apartments, oversees the Rent Stabilization Program that provides protection to both renters and mobile homeowners, and is implementing innovative programs to preserve restricted affordable apartments. The City of San José’s Information Technology Department is seeking a Lead SharePoint Administrator responsible for design and implementation of Microsoft's collaboration platform within the organization. The San José Fire Department is recruiting to fill (3) three Hazardous Materials Inspector II positions in the Bureau of Fire Prevention Division. The Hazardous Materials Inspector II’s may be assigned to Hazardous Materials Development Services group to perform plan reviews and inspections, or to Hazardous Materials Code Enforcement group to conduct detailed field inspections at facilities storing, handling, or using hazardous materials including highly hazardous materials unique to Silicon Valley. Both group activities do cross over, as required for back up and special demands and for cross training, as needed.

 

The Hazardous Materials II inspector inspects, reviews, and enforces commercial and industrial facilities for compliance with the San Jose Fire Code, California State Fire Marshal (CSFM) regulations, CSFM adopted sections of the California Building Code Series, San Jose Hazardous Materials Storage Permit Ordinance, S and applicable National Fire Protection Association (NFPA) nationally recognized standards.

 

Duties for this position include, but may not be limited to:

 

• Providing technical assistance to facilities, consultants, architects, engineers, contractors, department officers/staff and the Fire Marshal on the application and/or interpretation of fire safety codes/regulations and on resolution of fire safety and hazardous materials issues identified in the design, construction or operations of buildings and integrated systems;

• Reviewing and analyze hazardous materials inventory statements for chemical classification;

• Reviewing and analyze hazardous materials business plans, construction documents, monitoring and treatment system plans for compliance with codes and regulations;

• Inspect commercial and industrial facilities and construction sites including reviewing facility maintenance records and document finding in inspections reports.

• Conducting enforcement as necessary including preparing citations and other administrative orders, conducting compliance meetings,

• Preparing enforcement cases for the City Attorney and District Attorney including the preparation of analytical data, reports, assisting in interpreting laws and regulations and providing court testimony, as required;

• Responding to complaint investigations for alleged violations of the aforementioned codes and standards.

• Assisting outside agencies and other City Departments including, Code Enforcement, Building Department, Planning Department, Public Works, and Environmental Services-Wastewater Pretreatment.

• Conduct public record request record searches

• Participate in the review of plans submitted for development projects for verification of code compliance with municipal codes.   

• Provide written plan review comments to development project applicants identifying discrepancies identified after compliance reviews.

• Conduct Hazardous Materials system installation and closure inspections for code compliance verification.

The Library Department is currently recruiting to fill two (2) Warehouse Worker positions in the Logistics Unit.
The key responsibilities of the Warehouse Worker may include but are not limited to:

• Operating a box truck, completing a daily predetermined scheduled delivery route that includes transport and retrieval, physically loading and unloading assigned delivery truck of library material.

   

• Delivery route includes stops at 8-12 library branches within an established timeframe. Warehouse Workers also maintain transportation logs and vehicle inspection reports daily.

   

• Warehouse Workers are assigned a delivery route of several branches and are responsible for loading, driving, and unloading a delivery box truck at a loading dock and at multiple locations using a powered lift gate.

   

• Duties include receiving of various materials, distribution of mail, interdepartmental deliveries, unpacking and sorting items, lifting and carrying moderately heavy or bulky items; maintaining records and preparing reports; operating and maintaining trucks, forklifts, pallet jacks including electric pallet jacks, carts, hand trucks, and specialized materials handling equipment, reporting any malfunctions with the vehicle and any service issues as required to the supervisor.

   

• Warehouse Workers must be able to follow directions to make planned deliveries on time, have knowledge of basic truck maintenance requirements and know when to report any vehicle issues, and must be able to perform duties unsupervised while on the route and be able to make decisions regarding traffic situations, emergencies on the road, and possibly, alternate routes as needed.

   

• Occasional assignments include transporting, assembling, maintaining, and making minor repairs to furniture.

• The Maker-Space-Ship is an innovative 38' foot, mobile recreational vehicle (RV) STEM lab and workshop, with a capacity of 20 library users, and provides a variety of tools, including technology, media, video, craft and hardware supplies.

•Design control systems and Lon/Bacnet/Modbus networks.
•Monitors system performance for availability, speed, capacity, storage issues and security problems. Change the performance of systems and prevent the items shown above from becoming problems. •Develops and recommends design plan for LON/Bacnet/Modbus/LAN/WAN networks, including research and developments of a capacity plan (number of users, applications needed, logistics, switch connectivity, routers, etc.).

•Adjusts control algorithms, settings and/or replacing failed controllers as needed in response to customer complaints.

For additional information visit .The San José Fire Department is recruiting for two (2) Hazardous Materials Inspectors positions in the Bureau of Fire Prevention Division. Hazardous Materials Inspectors perform annual inspections to verify compliance with the California Fire Code, San José Municipal Code, and applicable standards at facilities that use, store, and handle hazardous materials within San Jose. Inspectors evaluate Hazardous Materials Management Plans, closure plans, and hazardous materials system installation plans during the facility inspection process. Facility chemical inventory submittals are evaluated for chemical classification and quantity range calculations. Experienced inspectors may be assigned to participate in installation plan reviews and inspections for the Hazardous Materials Development Services group. Hazardous Materials inspectors routinely provide crossover services as required for backup and customer service needs. Inspectors are cross-trained for customer service enhancement, as needed.

Duties for this position include, but may not be limited to:

• Knowledge of principles and practices of chemistry, biology, physics, industrial hygiene, or geology as applied to the management of hazardous materials, hazardous wastes, and industrial wastes.
• Knowledge of quality assurance programs and procedures, sampling techniques, statistical analysis, laboratory equipment, and its uses.
• Knowledge of methods of inspection.
• Ability to prepare routine reports.
• Evaluation of applicable codes and standards for compliance determination
• Customer education and code enforcement regarding applicable codes and standards.
• Providing technical assistance to facilities, consultants, architects, engineers, contractors, department officers/staff, and Fire Operations staff on the application and/or interpretation of fire safety codes/regulations and on resolution of fire safety and hazardous materials issues identified in the design, construction or operations of buildings and integrated systems;
• Review and analyze hazardous materials inventory statements for chemical classification;
• Review and analyze hazardous materials management plans, construction documents, monitoring, and treatment system plans for compliance with codes and regulations;
• Assisting outside agencies and other City Departments including, Code Enforcement, Building Department, Planning Department, Public Works, and Environmental Services-Wastewater Pretreatment.

Salary range for this classification is:
Hazardous Materials Inspector I: $106,950.48 - $129,926.16 annually
Hazardous Materials Inspector II: $117,914.16 - $143,248.56 annually

This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates' qualifications and experience.
