This position at the Veterans Services Office performs a wide variety of specialized technical duties and provides information and assistance to the public regarding departmental policies, procedures and laws. The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is currently seeking qualified candidates for the position of GIS Analyst II/III to work in the Appraisal Services division of the Office.

The GIS Analyst II/III will be responsible for:

• Creating and maintaining Assessor's maps and GIS parcel layers.
• Locating deeds.
• Maintaining and updating legal descriptions, situs addresses, parcel sizes, and Tax Rate Areas.
• Supporting departmental and countywide GIS related projects.

GIS Analyst II is the journey level class in this series and incumbents at this level are expected to perform skilled GIS and research work in the preparation, maintenance, and amendment of a variety of maps and/or engineering drawings. The GIS Analyst II applies fundamental concepts, practices, and procedures to complete assignments. Assignments at this level are subject to technical review and are of varying difficulty but incumbents are expected to demonstrate some level of independence in completing assignments and in interpreting moderately complex issues. The annual salary range is: $98,675.20 - $123,427.20.

GIS Analyst III is the advanced level in the series performing more complex GIS assignments requiring more analysis and problem solving or the lead level in the series, providing lead direction over a team of technical, professional, and/or clerical staff while performing specialized, highly skilled GIS work. Incumbents have the highest level of expertise in geospatial analysis, application development, designing and administering spatial databases, and can resolve the most complex GIS problems. The GIS Analyst III position will also work closely with the Information Services Department. The GIS Analyst III is further distinguished from the GIS Manager for the latter's ongoing first line manager responsibilities. The annual salary range is: $115,107.20 - $143,915.20.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Prepare Assessor's parcel maps that accurately delineate feature locations and boundaries utilizing Esri parcel fabric.
• Process standard parcel updates and deed locates; calculate distances, ties, angles, areas, station traverses, closures, acreage, and square footage of buildings; and draft a wide variety of maps, or engineering drawings.
• Compute acreage, plot land descriptions to accurate scale, and interpret and write legal descriptions of properties.
• Assist public with inquiries regarding assessment maps, newly created or divided parcels, or site addresses, and road names; generate custom maps to meet specific customer requirements, research and respond to customer requests for information.
• Update property descriptions for assessment rolls.
• Research standard source documents such as parcel maps, legal descriptions, and other records to verify the accuracy and completeness of data prior to input into the GIS system and the Assessor system.
• Design, develop, test, implement, and maintain web applications and geo-enabled workflows utilizing the Esri GIS platform and its configurable solutions.
• Analyze and evaluate geo-spatial data and ensure data is accurate and reliable.
• Performs standard spatial analyses including buffering, spatial overlay, and distance calculations using established methods and tools.
• Digitize drawings and enter them to the GIS database.
• Prepare detailed technical specifications from which programs will be written for and create complex scripts and queries between various systems in the department.
• Compile, integrate, and analyze data from a variety of sources, including aerial photography, terrain, topographic, hydrologic, and time-sequenced event data to provide a concise visual representation of a complex idea.
• Review existing and incoming data from outside agencies to confirm recentness, accuracy, quality, documentation, and consistency with department’s GIS database standards.
• Create geodatabases, instances, tables, layers, and feature classes.
• Work with department SMEs to understand reporting requirements and develop business process solutions.
• Create new layers and maintain existing layers for the GIS database, perform quality control on the layers and maintain metadata for the layers in the GIS database.
• Produce cartographic products for reports, meetings, and presentations.
• Works with ISD and other county departments on the design and implementation of the Countywide enterprise GIS system and GIS Parcel Fabric and to ensure the department’s needs are met.
• Provide GIS guidance and training to staff on GIS integrated business solutions and GIS applications and tools.
• Troubleshoot and resolve GIS software and application issues.
• Coordinate delivery of services and sharing of data with other departments and outside entities.
• Develop and implement quality assurance (QA) and quality control (QC) processes to ensure GIS data accuracy and integrity.
• Act as the subject matter expert during design, development, testing and implementation of GIS applications and portals.
• Perform related duties as assigned.

Qualifications

Knowledge of:

• Principles and concepts of computerized mapping systems and spatial analysis techniques and concepts.
• GIS and CAD software.
• Basic principles and methods of cartography, geography and/or engineering drafting, including map projections and scales.
• Database structure and design.
• Application and tools for the development, installation, and troubleshooting of GIS-related software, including databases and applications.
• Communicate with department personnel to identify and translate information needs into system requirements.
• Provide technical and analytical support to users of systems and applications.
• Programming and scripting languages such as python, JavaScript, and SQL.
• Basic research and report writing techniques.

Education and Experience:

Any combination of theoretical and hands-on experience that would likely provide the required knowledge, skills and abilities is qualifying such as:

• A background in planning, land surveying, engineering, computer science, geography or a closely related field; and
• Demonstrated experience working with GIS software, GIS automated mapping and drafting, cartography tools including project design, coordination and operation.

At least two years of relevant experience is required at the II level, and three or more years of relevant experience is needed to qualify for the III level.

About This Position

The Associate Management Analyst (AMA) will assist in the oversight of DEM program budgets, ensuring financial efficiency and policy compliance, with responsibilities including revenue projections, cash flow analyses, cost containment, grant disbursement, and managing annual and mid-cycle budgets. This role includes preparing budget estimates, evaluating revenue and expenditure budgets, resolving cross-departmental fiscal issues, reviewing budget submittals for accuracy, and assisting with funding challenges.

Initially under close supervision, incumbents with basic professional administrative education and/or experience perform analytical and technical work within an assigned division/department. At this level, the impact of the decisions is moderate, and the work is typically one of interpreting, explaining, or gathering information.

Additionally, the AMA will plan and administer DEM programs, conduct analytical studies, prepare reports, and ensure compliance with regulatory requirements. The selected candidate will track and monitor the adopted budget and prepare periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC).

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is looking for a skilled Accountant II to perform a range of complex and varied technical and professional accounting tasks. Key duties include auditing, analyzing, and verifying financial records and reports, preparing financial and statistical reports, assisting with budget preparation, and reconciling general ledger accounts. This role also involves preparing year-end audit reports and schedules, managing full-cycle Accounts Payable (A/P) functions, and coordinating Housing Assistance Payment (HAP) disbursements. The Accountant II acts as a liaison for disbursement-related activities with agency staff, vendors, contractors, and external partners while also providing backup support for payroll operations. Additionally, the role includes conducting financial analysis, developing internal controls, and interpreting Generally Accepted Accounting Principles (GAAP) and Department of Housing and Urban Development (HUD) guidelines.

About The Position

The Alert and Warning Coordinator will be responsible for assessing the County's existing community alert and warning programs and systems in multiple languages for effectiveness, identifying service gaps, and recommending and implementing enhancements. This includes developing emergency notification and communication standards, protocols, and processes; managing vendor services and contracts; coordinating system access and training for authorized users; and initiating plans to integrate the County's program and system with the emergency functions of other government agencies, including Integrated Public Alert and Warning System and reversed 9-1-1.

Additionally, the Alert and Warning Coordinator will assist the County in identifying areas at risk for hazards and threats to the communication system, provide community education, and determine how to integrate community alert and warning systems with other technologies. The selected candidate will handle a variety of tasks to ensure the County's preparedness for any event, including participating in a weekly on-call rotation, maintaining 24-hour readiness, and responding to the field or Emergency Operations Center (EOC) during emergencies or disasters.

This crucial role will also require engaging with the public and stakeholder organizations, participating in advisory committees and work groups, and representing the County at all levels of government to develop a comprehensive emergency alert and warning program for the County of San Mateo.

The ideal candidate will possess:

• Strong knowledge of IPAWS protocols.
• Familiarity with local state and federal regulations.
• The ability to understand the current use of technology in emergency response and implement these technologies at DEM.
• Excellent written communication skills, including experience in proposal, report, and grant writing.
• The ability to engage with the public and stakeholder organizations to identify and develop effective outreach strategies and create a holistic Alert and Warning program for the County.
• Proficiency in computer skills and operating standard computer applications, including but not limited to word processing, spreadsheet software, PowerPoint, and email communication.
• The ability to work with a wide variety of situations (field, office, EOC) and disciplines (law enforcement, fire services, and emergency medical personnel).
• The ability to work with information systems and can code in Python, Java, or C++.
• A valid California Driver's License (depending upon the assignment).
• Completion of Incident Command System (ICS) Courses 100, 200, 700, and 800.
• Completion of IS-247.C: Integrated Public Alert and Warning System (IPAWS) for Alert Originators and IS-248: Integrated Public Alert and Warning System (IPAWS) for the American Public.
• A Master’s Degree in public administration, emergency management, crisis communication, security studies, or a related field is preferred but not required.
• An understanding of Laws, rules, and regulation governing public communication and warnings.
• Knowledge of Information technology, including but not limited to radio communication systems, software, and hardware related to emergency management and communication.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education : Bachelor’s degree from an accredited college or university in business, public administration, emergency management or related discipline.

Experience : One year of experience having responsibility for assisting in program planning, development and budgeting in the public, military, or private organization, preferably related to emergency/disaster planning and management.
