DEFINITION

Manages the Town's transportation program, including engineering, planning, budgeting, construction and maintenance of the Town's traffic network and transportation infrastructure system and a team of professional personnel.  Oversees multi-modal transportation projects, traffic safety and congestion reduction programs, traffic studies, and initiatives.  Provides supervision to assigned staff.  Maintains effective working relationships with Town employees, community members, state and county agencies, and appropriate others in support of assigned duties.

Receives direction from the Development Services Director.  General supervision is exercised over professional staff. 

 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Develops and directs the implementation of goals, objectives, policies, procedures and work standards for assigned division; interprets and complies with all applicable local, state and federal regulations (e.g. MUTCD, etc.).
• Develops and monitors the division’s budget; oversees financial well-being of the division by analyzing cost effectiveness and directing cost control activities.
• Oversees the budgeting, planning, engineering, and construction of Town’s transportation capital improvement projects.
• Oversees and directs workflow for multiple programs and functions (e.g. Neighborhood Traffic Management Program, etc.). 
• Evaluates, analyzes, prepares, reviews, and submits routine and specialized technical reports.
• Coordinate interdepartmental responses to transportation and traffic projects; work closely with engineering, maintenance, planning, and police staff on a wide-range of municipal transportation and traffic issues.
• Oversees transportation review of the traffic and transportation requirements for land development projects; prepare scope of work for traffic impact studies; reviews traffic impact studies, makes comments and recommendation for approval.  
• Oversees the operation and maintenance of the Town’s traffic, bicycle and pedestrian signals and related infrastructure, including inspections, troubleshooting, and contracting for major repairs.
• Review accident reports and prepare collision diagrams. 
• Review and comment on new traffic signal plans and assist with field inspection of new traffic signals; monitor traffic signal operations and make proactive field adjustments and enhancements. 
• Apply highway design standards, criteria, and policies; utilize accident and traffic volume records and traffic control device inventory to produce a complete and creative solution to traffic problems.
• Apply for and secure funds for targeted transportation grants.
• Makes presentations to Town Council, boards, commissions, and citizen groups.
• Staff liaison to a number of multi-agency Joint Powers Authorities and Regional Committees to ensure multi-agency collaboration on regional issues and programs are met and that multi-agency services are being provided efficiently and effectively; collaborates closely with Town Council liaison to the Committee(s), as well as other agencies’ elected officials.
• Coordinates, corresponds and interacts directly with citizens, customers, staff, etc., for transportation engineering services (e.g. safety, traffic calming, sight distance, speed management, active transportation, etc.).
• Respond to citizen inquiries, suggestions, and concerns for safety and/or solutions to unique traffic problems by creatively utilizing acceptable traffic engineering standards.
• Represents the Town before boards, commissions, and committees addressing transportation issues in southwest Contra Costa County
• Performs emergency or disaster-related duties as assigned; and
• Performs other duties as assigned.

 

QUALIFICATIONS

Knowledge of:

• Principles, practices, and techniques of transportation planning and traffic engineering.
• Fundamentals of traffic engineering, including human and vehicular characteristics, intersection and roadway capacity, transportation impact studies, traffic signal operations, intersection design, residential street design and traffic control, on and off‑street parking, traffic control devices; traffic signal operations at isolated intersections and coordinated signal systems, and site planning.
• Recent developments, current literature and sources of information regarding transportation planning and traffic engineering.

 

Ability to:

• Prepare clear and concise written reports and correspondence.
• Make presentations before the Town Council and other organizations.
• Apply transportation planning and traffic engineering knowledge to specific technical problems.
• Layout and design a wide variety of traffic implementation plans.
• Deal tactfully and effectively with the general public, civic and community groups, public officials and consultants.

 

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

 

Experience:

Five (5) years of progressive experience in civil engineering, traffic engineering, transportation planning, or closely related field including at least two (2) years of supervisory experience.

 

Education:

A bachelor’s degree in transportation planning, traffic engineering or closely related field.

 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. Registration as a Traffic Engineer is desired but not mandatory.

This position is a part-time, non-benefited position.  Work schedules average (20) hours per week.  Based on the needs of the Police Department, work hours may vary.  The ability to work all assigned shifts, including evenings, weekends, and holidays is required.  There is currently one position open in both the Records, Traffic, Detention Center, IT/Crime Analyst, and Animal Control Divisions.

 

ESSENTIAL FUNCTIONS:

Traffic Division: Under direct supervision, the selected individual is assigned to the Traffic Division in the Seal Beach Police Department. Duties include: enforcement of parking regulations; assists with traffic control; documents front counter and over the phone crime reports; provides assistance as directed; performs other related duties as assigned.

Records Division: Under direct supervision, the selected individual is assigned to the Records Division in the Seal Beach Police Department. Duties include: receives requests for information from other City departments, outside government agencies, private organizations, news media and the general public for release of statistical information; performs computer input for nationwide automated system (CLETS) including stolen vehicles, missing persons, stored vehicles and stolen property according to established guidelines; files various documents in the manner prescribed by policy; compiles and completes fingerprint cards for a variety of individuals including all city employees, and applicants for specialized permits; processes arrestee prints for reporting purposes; screens office and telephone callers; provides front counter assistance and information to the public; responds to and resolves complaints and requests for information on regulations, procedures, systems and precedents relating to assigned responsibilities; operates a variety of office equipment including copiers, facsimile machine and computer; inputs and retrieves data and text; organizes and maintains disk storage and filing; ensures and maintains adequate supply of necessary report forms and supplies and performs related duties and responsibilities as required.

Detention Center: Under direct supervision, the selected individual is assigned to the Detention Center in the Seal Beach Police Department. Duties include: booking, housing and transportation of arrestees to Seal Beach Jail, Orange County Jail and other detention facilities; preparation of booking paperwork; Livescan fingerprinting; provides assistance as directed; performs other related duties as assigned.

IT/Crime Analyst: Under direct supervision, the selected individual is assigned to the IT/Crime Analysis Unit in the Seal Beach Police Department. Duties include: designing, maintaining and updating reports associated with crime patterning and officer productivity; Maintaining and managing information technology systems. This includes managing access control system and surveillance systems, mobile computer systems, and mobile device management systems; assisting the detective’s division with analysis of intelligence from a multitude of sources. This includes surveillance system video extraction, cell phone analysis, and cell tower analysis; Calibrating, maintaining, and operating unmanned aerial vehicles (UAV). This includes managing UAV firmware updates, maintaining and testing UAV equipment, and piloting UAVs as needed.

Animal Control: Under direct supervision, the selected individual is assigned to the Animal Control Services Unit in the Seal Beach Police Department. Duties include: responding to calls for service; providing care or impounds healthy, injured, sick, dangerous and deceased animals; issuing citations or investigates violations pertaining to animal control codes and regulations; performs related duties and responsibilities as required.

About the Commission: The San Francisco Ethics Commission was created by the City’s voters with the passage of Proposition K in November 1993. Our mission is to practice and promote the highest standards of integrity in government. We achieve that by shaping and promoting compliance with the laws and by delivering impactful programs that promote fair, transparent, and accountable governmental decision making for the benefit of all San Franciscans. The Ethics Commission is responsible for the independent and impartial administration and enforcement of laws related to campaign finance, public financing of candidates, governmental ethics, conflicts of interest, and registration and reporting by lobbyists, campaign consultants, permit consultants, and major developers.

The successful candidate should expect to perform their duties in a hybrid work environment with at least three days onsite per week per current City policy. Additionally, any City employee may be called in for Disaster Service Work duty or to work onsite with 24-hours’ notice.

Role description

About the Audits Division

The Audits Division is responsible for conducting thorough and timely audits pursuant to the Commission’s Charter authority and mandate under City law. The purpose of the Commission’s audits is to determine whether auditees have materially complied with applicable requirements of State and local laws, including campaign finance, Form 700 disclosures, conflict of interest, government ethics, lobbying, and public disclosure laws. The Division’s audits are extensive and complex and are carried out within defined deadlines and in accordance with established auditing standards. The Audits Division also supports the work of the Commission’s Enforcement Division, which is responsible for pursuing penalties, where appropriate, for violations of law discovered through audits. The Audits Division collaborates with the Enforcement Division on cases that were developed based on audit findings and other cases in which financial or compliance audit work is warranted.

The Audits Division is also responsible for conducting performance audits of programs within the Ethics Commission. This work supports the Commission’s overall effectiveness by periodically reviewing operations to identify ways to improve internal controls, standardize and optimize processes, track key performance indicators, and improve program outcomes. Internal audits are performed in accordance with established auditing standards.

During election years, the Division also administers San Francisco’s public campaign financing program by reviewing requests and supporting documentation to determine candidate eligibility and public funds disbursements.

Role Description

Under general supervision, incumbents in this position plan, organize, and conduct various types of audits for the Ethics Commission. Auditors interact with City officials, candidates, political treasurers, campaign consultants, lobbyists, permit expediters, and others who are regulated by the Ethics Commission. Auditors also collaborate closely with staff in other Commission divisions to support and review their operations. In a fast-paced and team-oriented environment, our auditors engage in financial, forensic, compliance, investigative, and performance audits, program evaluations, and other analytical activities to ensure compliance with campaign finance and ethics laws and to promote efficient and effective operations within the Commission. Auditors also play a key role in reviewing claims for public financing to ensure that City funds are only distributed to qualified candidates and in accordance with program requirements. This position reports to the Audit Manager and is responsible for leading audits and other projects.

As with all positions at the Ethics Commission, Auditors must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).  

Essential duties for this job include, but are not limited to:

PERFORMING AUDITS

• Audits and investigates within all areas of the law administered by the Commission to evaluate compliance and identify violations of law.
• Conducts extensive testing, including collecting, analyzing, and documenting audit evidence as it relates to the audit objectives.
• Develops audit findings and recommendations that are fully supported by analysis.
• Conducts audit follow-up activities, including vetting audit findings through the Enforcement Division, providing auditees with notice and comment opportunities, and publishing final audit reports.
• Conducts performance audits of Commission programs and operations. Identifies and evaluates internal controls.
• Performs all assignments in accordance with office policies, division protocols, and Government Auditing Standards, as appropriate.

PLANNING AUDITS

• Scopes audits, including researching legal mandates and other background information, determining needs of key stakeholders, and identifying potential sources of evidence.
• Performs risk assessments to determine audit scope and objectives for different projects of all levels of complexity.
• Develops audit scope and objectives with limited or no prior audit information, and prepares detailed audit plans to conduct testing, detailed timelines, and milestones. Audit plans are prepared in alignment with Division protocols.  

COMMUNICATION, PRESENTATION, & WRITING

• Interviews management and staff of audited entities to obtain key information as it relates to the audit objectives.
• Plans, organizes, and conducts audit entrance and exit conferences and periodic meetings with auditees to inform them of audit progress and results.
• Prepares presentations and may present audit results to a variety of audiences including Department management and public hearings.
• Prepares written audit reports that effectively and concisely communicate audit results.
• Critically reads audit reports and provides feedback on persuasiveness, clarity, consistency, style, and grammar.  

PROJECT MANAGEMENT, TEAMWORK & LEADERSHIP

• Maintains close contact with the Audit Manager, Director of Enforcement, and/or Executive Director regarding project progress and problems.
• Reviews team members' work for completeness, technical accuracy, organization, content, tone, grammatical accuracy, and compliance with audit standards.
• Provides on-the-job training and evaluation feedback to team members.
• Actively contributes to team effort and takes a lead role in planning, conducting, and completing large, complex audits, or portions thereof.
• Prepares and maintains audit procedures, documents, and trackers in a centralized manner. Publishes and maintains audit guides, reports, web content, and other information on the Commission’s web site.
• Prepares data and performs analysis related to the division’s programs. Assists with preparing budget estimates for the division’s programs and operations.
• Assists with streamlining and automating the division’s business processes to maximize program performance and efficiency.
• Performs other duties as needed, including: providing input into the annual audit work plan to identify audit risks and priorities; maintaining the appropriate level of confidentiality and sensitivity; recommending and/or developing standard operating procedures for the Audits Division; maintaining professional proficiency through continuing professional education and participation in professional associations; may assist in investigating cases in collaboration with the Enforcement program; may construct records and data that may have been destroyed or falsified; may participate in the IT risk assessment and development of the IT audit plan program for the division and lead and execute IT audits, including testing internal IT controls; administration of the City’s public campaign financing program; and performs other related duties and responsibilities as assigned.

Minimum Qualifications

Possession of a baccalaureate degree from an accredited college or university in business or public administration, accounting, finance, statistics, the social sciences, English, or a related field.

Two (2) years of experience performing audits; functional understanding of local government operations; knowledge of government auditing standards and auditing principles and practices.

Substitution: A master's degree in business or public administration, accounting, finance, statistics, or a related field may be substituted for one (1) year of the required experience.

Desirable Qualifications

• Professional certification as a Certified Public Accountant, Certified Internal Auditor, or Certified Fraud Examiner.
• A Master's degree in public administration, business administration, accounting, public policy, or a related field of study.
• Demonstrated ability to plan and complete projects of high quality and on time, including effective use of organizational systems to regularly track and report on progress toward established goals and objectives.
• Experience working objectively, efficiently, and effectively under strict deadlines and in highly visible, highly sensitive or highly politicized settings.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration tools (SharePoint, MS Teams or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).
• Proficiency with data analysis skills including advanced Excel, PowerBI, Tableau, or other statistical/analytics tools. Comfortable working with complex datasets and databases.
• Exceptional written and verbal communication skills.
• Exceptional interpersonal skills and ability to establish and maintain effective working relationships that foster engagement and creative problem-solving as a member of a diverse staff team.

VTA’s Real Estate & Transit-Oriented Communities (RETOD/C) team is seeking a dynamic and motivated individual to join our team as Associate Transit-Oriented Development Project Manager (Associate Real Estate Agent – TOD). The Associate TOD Project Manager will play a crucial role in creating vibrant, equitable, transit-oriented communities throughout Santa Clara County.

Definition
Under direction, the Associate Real Estate Agent, Transit-Oriented Development (TOD) performs a variety of pre-development, planning, transactional, project management, and program support work for Transit-Oriented Development on VTA-owned sites and Transit-Oriented Communities (TOC) and in surrounding station areas.

Distinguishing Characteristics
This is the journey level classification in the Real Estate Agent, TOD class series. Incumbents at this level work independently on complex real estate functional areas including planning, development negotiations and agreements, and general administration. The primary duties and responsibilities of this class include day to day project management of TOD projects; support of management and coordination of planning, community and stakeholder engagement, and predevelopment activities for TOD and TOC projects; agreements related to TOD projects and TOC, including transaction-related documents, ground leases, grant agreements, cooperative agreements, memoranda of understanding, and assistance with administrative functions of the Real Estate & TOD Department; and program management duties related to real estate acquisition for capital projects, asset management, and revenue generation for VTA.  
 
This classification is distinguished from Associate Real Estate Agent in that the former focuses on TOD and TOC project management, whereas the latter focuses on real estate acquisition, appraisal, relocation and related dues in support of VTA capital projects.

VTA Real Estate is responsible for acquisition of property interests and management of VTA property rights and related agreements. VTA Operations' Facilities Maintenance is responsible for physical maintenance and ongoing repairs and improvements to properties that VTA owns and uses, including the River Oaks Headquarters, Bus and Light Rail Yards, Transit Centers (including Milpitas and Berryessa), and transit right-of-way. BART is responsible for operations and maintenance of the VTA BART Silicon Valley Extension tracks and wayside facilities and BART Stations pursuant to the VTA-BART Operations & Maintenance Agreement.

Essential Job Functions

Typical Tasks

• Oversees and performs work related to major TOD and TOC projects that encompass residential, commercial, and other types of real estate development, including review, evaluation, and approval of architectural, planning, engineering, environmental, financial, and real estate appraisal work product produced for VTA as well as by other parties;
• Plans, organizes, and implements aspects of planning, predevelopment, competitive offerings, negotiations, development, construction, and management of TOD and TOC projects;
• Supports complex real estate negotiations for development agreements, ground leases, purchase and sale agreements, and related implementing agreements, including related acquisitions, excess property sales or disposition functions;

• Assists with analytical research and the preparation of reports on TOD program development, implementation, and related matters;

• Prepares and presents information to the public, boards, committees, community groups, members of the public, and others involved in TOD and TOC;
• Plans, directs, negotiates, administers, and/or participates in the development, negotiation, and administration of consultant contracts;
• Ensures compliance with VTA policies and procedures regarding equity, equal opportunity and discrimination and harassment prevention;
• Provides support to other functions in the Real Estate & TOD department as directed; and
• Performs other related duties as assigned.

 

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge and abilities.  
Development of the required knowledge and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in public or business administration, finance, real estate, planning, or a related field, and two years of increasingly responsible experience in real estate project management, acquisition and planning, development, property management, or interagency agreement and financial transaction development, with at least one years in a project lead or supervisory capacity.  Project management experience for real estate projects is preferred. A graduate-level degree in a related field may be substituted for one year of experience 
Experience in public-private development on public property is desirable.  Possession of a valid California driver’s license at the time of appointment is required.

Program Overview:

The Child Welfare Mental Health (CWMH) team serves children ages 6-17 years old and their families who have a voluntary or court-ordered open case with Children and Family Services (CFS). For all CFS referred youth, we administer the CANS, among other assessment tools. We interview the children, caregivers, and any relevant parties as part of this assessment process. Based on these assessments, we provide various therapeutic services (e.g., individual therapy, family therapy, dyadic therapy, psychiatric evaluations, etc.). We work in conjunction with pediatric nurses, doctors, and psychiatrists. When appropriate or upon CFS case closure, CWMH therapist transfers mental health services to other BHRS programs or to our network of community-based agencies/providers.

 

Position Description:

We are hiring a Bilingual Spanish-speaking clinician to provide assessments, brief crisis/stabilization, therapy, case management services, and treatment summaries to the court for children aged 6-17 years old. The ideal candidate will provide trauma-informed child abuse treatment and work closely with the foster care system.

 

Our clinicians carry an outpatient caseload and services are community-based. We can conduct therapy at our BHRS therapy offices, but mostly conduct therapy off-site (e.g., at the child’s school, homes, etc) based on what is convenient for the child/family. So, having a car to travel within San Mateo County is necessary to the work. It is important to note that for work-related travel, the candidate can choose to use county cars or if they decide to drive their vehicle, they can also get mileage reimbursement.

 

We serve residents of San Mateo County who are often of racial/ethnic minorities and low-income status. Our team consists of master’s level clinicians (licensed and unlicensed). Therapists have weekly individual supervision and a weekly clinical staff meeting where cases are discussed. There are ongoing training opportunities to learn skills in a wide variety of modalities (e.g., Motivational Interviewing, Trauma-Focused CBT, DBT, NMT, etc.). The work that this team does is critical for the health and well-being of many children and youth in San Mateo County. Although the work often comes with the challenges connected to trauma, it also provides a rich and rewarding experience.

Way, Power & Signal Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of the light rail right-of-way, rail system power, tracks, signals, station facilities and related equipment. Components of the Way, Power & Signal unit are:

• Station & Wayside Maintenance: Station & Wayside Maintenance maintains and repairs (including graffiti removal) light rail stations, terminal buildings, restrooms, park & ride lots, landscaping, fences, guardrails, and other trackside areas.

• Track Maintenance: Track Maintenance maintains (including right-of-way weed eradication, vegetation control, and graffiti removal), performs preventive maintenance, inspects, services and repairs rail, switches, ties, roadbed, and track systems.
