The Office of Retirement Services (ORS) oversees the investment of assets and administers the benefits of the two Defined Benefit Retirement Plans for the City of San Jose Employees. One plan is for the sworn police and fire employees called the Police and Fire Department Retirement Plan. The other plan is for all other eligible City employees called Federated City Employees' Retirement System. The assets of the two plans total over $8.0 billion. As of June 30, 2023, there were close to 7,200 retirees and beneficiaries, and close to 5,750 active employees in the two retirement plans. Each of the retirement plans has a Board of Administration that has fiduciary responsibility over their respective retirement plan. The ORS staff has accountability to them as well as City Administration. ORS has a total of about 45 positions spread among five different work groups within the department: Investments, Benefits, Accounting, Information Technology, and Administration. ORS utilizes the City's Financial Management System for all general ledger activities. In addition, ORS has its own pension administration system called Pension Gold that holds all pension/contribution information for active members and retirees and is used in almost all of the functions for the Benefits Group staff.

Retirement Services is seeking energetic, customer-focused candidates for t wo (2) Analyst I/II positions in the Benefits Divisi on to carry out multiple areas of responsibility relating to the administration of retirement and health benefits for over 15 ,000 retirees and plan members . O ne position is part of the Pension Benefits Team and the other is part of the Health Benefits Team.   On a day-to-day basis the Analyst s will assist retirement applicants and retirees in the retirement process, perform pension benefit calculations, process enrollments in retiree healthcare, and resolv e pension and health enrollment issues.

In this role, you will provide lead direction and conduct complex projects in the area of Transportation, Land Use, or Rent Stabilization. The current vacancy is in the Transportation Division of the Public Works Department.

As a Senior Planner in Transportation, you will lead the Vision Zero Program, aiming to eliminate severe injury and fatality traffic crashes by 2028. With the support of an Associate Planner (Vision Zero Program Coordinator), you will be responsible for managing program elements outlined in the Berkeley Vision Zero Action Plan, including administration, interdepartmental and interagency coordination, capital projects, and public awareness initiatives. You'll serve as project manager for major corridor and "quick build" capital projects on the Vision Zero High Injury Streets, and will lead the conceptual design, public engagement, environmental clearance and Berkeley City Council approval of these projects.

In the Land Use Division of the Planning and Development Department, the Senior Planner is responsible for managing complex and large projects, including General Plan updates, plans focused on Berkeley’s Priority Development Areas, Zoning Ordinance amendments, grant-funded projects, and State-mandated reports and projects.

When assigned to the Rent Stabilization Board, the Senior Planner leads projects and programs associated with Berkeley’s Rent Ordinance, which regulates most residential rents in Berkeley, protects tenants against unwarranted evictions, and is intended to maintain affordable housing and preserve community diversity.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four year college or university with major coursework in city or regional planning, urban planning, or a field related to the work, and four (4) years of professional planning experience, including two (2) years at a level equivalent to that of the Associate Planner.

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

Must be able to attend evening meetings as required. A valid California driver's license is desirable.

The Engineering Group Manager – Facility position reports to the Deputy Director for Transit and Facility Engineering, and manages a diverse, talented team of seasoned staff. This team is well-versed in the delivery of capital projects in the Santa Clara Valley Transportation Authority operation and maintenance responsibility. The City of Newark is looking to hire an Engineering Technician in the Public Works Department. We are seeking an eager, enthusiastic individual to join our team with a keen interest in public works projects, and an eye for drafting and design in the engineering space. 

The Engineering Technician I performs a variety of functions related to the maintenance and smooth operation of the City's traffic signal and street light system; undertakes traffic studies on parking, speed, and  signal warrants;  assists in the preparation of public works projects' plans, charts, graphs, agreements and exhibits; inspects public works and private development projects; and performs related duties as assigned.

Senior Transportation Planner (New Position)

About the Department
The Parks and Public Works Department (PPW) is responsible for the maintenance and improvements of the Town's public parks, facilities, streets, and other infrastructure.  Our goal is to efficiently provide residents, businesses, and visitors with the highest quality service possible, with dedication and professionalism.  The Department has five service areas: Engineering, Capital Improvement, Streets and Signals, Parks, and Environmental Services. The Department also collaborates with all Town departments, and external partners and stakeholders.
 

• Engineering Services: The Engineering team provides services in the areas of encroachment permits and permitting and inspection of other work in the public right of way, including situations where new developments need to provide improvements in the right of way.  
   
• Capital Improvement: The Capital Improvement team develops and constructs capital projects across all Town assets, including improvements to roads, streetlights, parks, and Town buildings. See the annual capital budget for a list of current capital projects.
   
• Streets and Signals: The Streets and Signals team maintains the Town’s roadways, signs, and traffic signals. Traffic plays a big part in this team’s daily work as they seek to meet the needs of the community.  This includes traffic on major streets as well as on neighborhood streets where traffic calming can be a solution.
   
• Park Services: The Park Services team maintains the Town’s parks, trails, open spaces, facility grounds, median islands, parking lot landscaping, downtown planters, and the urban forest as well as administering park use fees and reservations.
   
• Environment Services: The Environmental Services team ensures that the Town is at the forefront of environmental stewardship. This team also manages the Town’s utilities, including the contract with West Valley Collection and Recycling for garbage service Town wide.

Minimum Qualifications

Any combination of training and experience equivalent to a Bachelor's Degree from an accredited college or university in transportation planning, city and regional planning, urban studies, civil engineering, or closely related field, and five (5) years of increasingly responsible experience in transportation development programs including two (2) years of project management.  A Master’s Degree from an accredited college or university is desirable.
 
License and Certification:

• A California Driver's License and a satisfactory driving record are conditions of initial and continued employment.
• Possession of a Certificate of Registration as Professional Transportation Planner or Professional Engineer in the State of California, or certification from the American Institute of Certified Planners is highly desirable.

THE POSITION

Under the direction of the Public Works Director, or designee, the Senior Civil Engineer will perform complex professional municipal engineering duties and will lead and control the activities of the Land Development Section and may be responsible for other areas of engineering (secondary duties) as assigned.  The incumbent will exercise a full range of supervisory authority and responsibilities over assigned professional engineering and technical personnel, who may, in turn, direct the work of others.  The Senior Civil Engineer will participate in departmental projects and tasks with the Planning, Building, and Maintenance staff and perform other work as assigned.  The Senior Civil Engineer may occasionally serve as the Acting City Engineer and will also be assigned to serve as the Engineering representative for several commissions.  

EXAMPLES OF DUTIES

The Senior Civil Engineer receives general direction from the Public Works Director, or designee, and exercises direct supervision over professional and technical staff.  Duties may include, but are not limited to, the following: 

• Coordinate, supervise and perform responsible engineering work in connection with municipal public work projects; prepare and supervise the design of engineering plans and specifications for the construction of streets, storm drains, parks, signals and buildings and other improvements; gather data, make calculations, and recommend alternatives.
• As project engineer, perform design work including preparation of preliminary drawings, finished plans, specifications, and estimates.
• Inspect and supervise the checking of structure and/or subdivision plans for conformance to City standards; participate in the final inspection of capital improvement projects for compliance with City specifications; and prepare conditions for land use and development permits.
• Interpret the application of design criteria; check plans and specifications for accuracy of design and completeness; supervise right-of-way engineering work; review subdivision maps, improvement plans, and other engineering designs for compliance with City standards.
• Determine the need for materials, supplies and equipment, and prepare requisitions and requests. Prepare cost estimates for labor, equipment, and material to accomplish various maintenance projects.
• Administer the encroachment permit process, including issuance of permits and inspection of the work for compliance with City standards.
• Make presentations to the City Council, City Commissions, and various public agencies and community groups.
• Assist in budget preparation and administration. Supervise, train and evaluate professional and technical subordinates.
• Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

• Principles and practices of engineering.
• Modern methods and techniques used in; the design and construction of a wide variety of public works engineering projects.
• Modern developments, current literature and sources of information regarding the assigned area of engineering.
• Applicable laws and regulatory codes relevant to design and construction in the area of assignment.

Ability to:

THE POSITION

The City is seeking an Assistant Engineer to perform and assist varied civil engineering work in the design, review, construction, and inspection of a variety of municipal and development projects, and to act as a general assistant to senior level departmental staff.  The ideal candidate is committed to public service and excels in and fosters a team environment.

EXAMPLES OF DUTIES

Under direction of the Public Works Director or designee, duties may include, but are not limited to, the following:

• Coordinate the development of plans, specifications, and estimates (PS&E) for construction and major repair of public works systems.
• Confer with supervisors and staff regarding project priorities and major repair of public works systems.
• Check subdivision plans for conformance to City standards.
• Administer construction contracts by coordinating with consulting engineers'; inspect project sites to assist in solution of difficult problems; and interpret specifications.

• Coordinate public works systems activities with other City departments, divisions, and sections and with outside agencies.
• Assist in the preparation of the division's budget.

COMPENSATION AND BENEFITS

The City of Pleasant Hill offers a competitive compensation and benefits program. For detailed benefit information, please review the Memorandum of Understanding between the City and Professional & Confidential Employees Association.

• Sign-on Bonus:  One-time $5,000 bonus.  $2,500 on hire and $2,500 after successful completion of 1 year probation. The bonus is subject to taxes and is not reportable to CalPERS.
• Monthly salary: $7,718 to $9,974 and appointment will be based on the qualifications and experience of the selected applicant.  Effective 11/1/2024: 3.25% COLA and Step G added to pay schedule ($7,969 to $10,555/month).  Effective 11/1/2025: 3.5% COLA ($8,248 to $10,924/month).
• Health/Medical Benefit: Choice of coverage with Kaiser or Blue Shield. The City pays 75% of the Kaiser monthly premium at each coverage level. In lieu of medical coverage, the employee may elect to receive $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) in cash or a pre-tax contribution into a MissionSquare Retirement 457 deferred compensation plan.
• Dental & Vision Coverage: City-paid for employee and eligible dependents.
• CalPERS Retirement: Enrollment in either 2%@60 (Classic Member) or 2%@62 (PEPRA New Member).
• MissionSquare Retirement 457 Deferred Compensation & Roth IRA Plans: Voluntary plans available to all employees.
• Retirement Health Savings Program: City contributes $75/month.
• Life Insurance: City provided life insurance coverage ($50,000).
• Long Term Disability: City-paid long-term disability coverage.
