The salary range for Division Manager is $1 36,435.26 - $215,964.32

The Department of Public Works is currently seeking to fill a Division Manager position to lead its Engineering Services Division. Reporting to a Deputy Director, the Division Manager of Engineering Services leads its staff members, who are responsible for a variety of professional services provided by five Sections: Land Surveying, Materials Testing Laboratory, Construction Management Services - Capital Projects, Construction Management Services - Permits and U nderground S ervice A lert , and Structural Engineering/Code Inspection.

The Department of Public Works is currently seeking to fill one ( 1 ) full-time Security Officer vacanc y in the Facilities Management Division. This is a temporary (Overstrength) position that is anticipated to be funded through December 31, 202 4 , subject to further extension as appropriate . This position is responsible for performing work focused on security services at City Hall and providing a safe and orderly environment for staff and the public. Key responsibilities of this position include but are not limited to:

• Providing service to customers, monitoring closed circuit video and access control systems in Security Operation Center (SOC).
• Escorting contractors to perform maintenance on security equipment.
• Monitoring and/or inspecting vehicles at the garage entrance.

THE POSITION

The Fiscal Analyst I/II/III position at the Glenn County Health and Human Services Agency performs varied and complex professional accounting and financial analysis work relating to various grants and programs; fiscal and contract management; fiscal program analysis and compliance; prepares analytical, narrative, statistical, accounting and financial reports; develops and monitors budgets; prepares financial statements and reports, and related duties as assigned. Fiscal Analyst II is the journey-level classification in the series and is distinguished from the Fiscal Analyst I by the responsibility and working independently with minimal supervision. Fiscal Analyst III is the advanced level in the series, and is distinguished from Fiscal Analyst I/II by the performance of the most complex accounting and analytical work within the assigned department. This position is full-time and scheduled for forty (40) hours.

WHAT YOU’LL DO

• Provides information for and prepares periodic accounting, fiscal reports, and analysis to internal units, federal, state, and local agencies and/or to private auditing firms as required by governing agencies. 
• Prepares reports and analysis on accounting activities relating to funds, grants and programs. 
• Prepares various financial statements including worksheets, balance sheets, income statements, statements of cash flow, adjusting and closing balance sheets, depreciation schedules, allocation schedules, and cost reports.
• Monitors the status of various grants including analyzing the availability of funds, reviewing expenditures, and ensuring that activities comply with grant regulations.

MINIMUM QUALIFICATIONS

EXPERIENCE:

I - Some professional level accounting or fiscal analytical experience is desirable.

II - At least one (1) year of professional level accounting experience as Fiscal Analyst I in Glenn County, or Two (2) years of professional accounting or fiscal analytical experience in a private or public entity. Incumbents do not automatically promote to Fiscal Analyst II.

III - At least one (1) year of professional level accounting experience as Fiscal Analyst II in Glenn County, or Three (3) years of professional accounting or fiscal analytical experience in a private or public entity. Incumbents do not automatically promote to Fiscal Analyst III. 

EDUCATION:

I/II/III - Equivalent to a Bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration or a related field. The City of San Jose's Department of Parks, Recreation & Neighborhood Services (PRNS) is seeking qualified candidates for the position of Senior Analyst for BeautifySJ in the Community Services Division of PRNS.

The BeautifySJ is a blight reduction, neighborhood beautification, and encampment management program within the Community Services Division of the Parks, Recreation, and Neighborhood Services Department. BeautifySJ Programs include, the Graffiti Removal Program, Illegal Dumping Program, Neighborhood Dumpster Day Program, Neighborhood Litter Program, Recreational Vehicle Pollution Prevention Program, Encampment Trash Removal Program, Encampment Abatement Program, Clean Gateways, and Cash for Trash Program. These programs work to improve quality of life and neighborhood livability.

This analyst will lead administrative services and functions for the BeautifySJ Program to support our neighborhood blight reduction and encampment management programs. The Senior Analyst will be responsible for leading a team of analyst and administrative support staff, budget and expenditure management, grant writing and fiscal management, hiring and staff personnel functions, contract management, Council memo preparation, report writing, and managing the collection and analysis of program data. The person will report to and support the Division Manager. This person can also expect to work on intra-departmental teams and with interjurisdictional partners. The person selected for the position can expect to work in-person a minimum of four days per week after onboarding and training is completed.

The duties of this position will consist of:

• Supporting the Division Manager and Deputy Director to develop and implement the Annual Division Workplan

Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Typical Tasks

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

The County of San Mateo Parks Department is seeking an experienced Park Ranger II to provide a variety of public services to preserve, protect, and enhance the natural, historical, recreational and educational resources of the County. Under supervision, Park Ranger II are responsible for maintaining trails and picnic areas, camping and boating facilities; performing facility maintenance; assisting the public in taking full advantage of the facilities and grounds; and assisting with interpretive and recreational programs. Incumbents also supervise temporary employees and provide guidance and training to staff.

The ideal candidate will have:

• At least two years of experience in park management, forestry, natural resource conservation, law enforcement, construction, emergency response or a closely related field.
• Practical experience in trail building and maintenance; facility cleaning and maintenance; customer service; working with volunteers; handling complaints; performing First Aid, CPR, and other safety procedures; interpreting and enforcing laws, rules and regulations; and performing basic construction and carpentry work.

This position requires outdoor physical labor and may include exposure to hazards, sun, bees, ticks, poison oak, nettles, pollen, etc.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is two years of experience in park management, forestry, natural resources conservation or a closely related field.

Licensure/Certification:

Possession of a class C California driver license or equivalent at the time of hire. Acquire within the first six months of employment a Red Cross First Aid Certificate and a Cardiopulmonary Resuscitation Certificate. Acquire within the first year of employment a POST 832 Law Enforcement certificate.

With 24 parks and recreation areas, over 16,000 acres of park land, 190 miles of trail, ten playgrounds, nine campgrounds, and countless picnic sites the Parks Department provides healthy outdoor activities, educational opportunities, and lasting memories.

The Parks Department is seeking highly motivated professionals for the position of Contract Administrator II. The successful candidate will have experience negotiating and executing agreements and contracts for services and strategic sourcing for goods. The candidate will be a self-motivated, highly analytical, and strategic thinker with the ability to solve business problems and deliver insights that enable timely and effective operational decision-making.

Under general supervision, the position will assist management personnel in such activities as purchasing; contract administration; overseeing the regular Board of Supervisors and Parks Department agenda development process, including development, posting, and distribution of agenda items; performance reporting; reviewing and developing policies and procedures; and other related work as required. The position will work with cross-functional teams of the organization to coordinate the development, execution and management of all Parks Department agreements while utilizing County of San Mateo systems efficiently and effectively. The position is responsible for purchasing duties in difficult or complex commodity areas of a wide variety of materials, supplies and equipment, and perform a broad scope of purchasing transactions. The position will provide program support and lead the coordination and facilitation of planning, budgeting, forecasting, and reporting activities for departmental agreements and purchases as assigned.

The ideal candidate will possess:

• Solid experience in the development of contracts, negotiation of terms, and contract execution.
• Knowledge of the California Public Contract Code, California Department of Industrial Relations requirements, and other relevant laws, rules, and regulations related to the procurement of goods and services in California and public works projects.
• Knowledge of and experience in governmental policies and practices in relation to procurement.
• Ability to develop and analyze purchasing request and evaluate specifications, proposals, bids and contracts for products and complex commodity areas and purchases.
• Knowledge of sources of supply, marketing practices, and pricing methods and differentials.
• Have a high level of proficient writing and editing skills; experienced in doing research to build scopes of work, setting target levels, and develop performance measures.
• Excellent analytical, verbal and written communication skills.
• Excellent detail-oriented skills and organization skills.
• Skill to establish and maintain effective work relationships with customers and vendors.
• Knowledge of principles, practices, procedures, and applications of purchasing and governmental purchasing including but not limited to informal bidding.
• Knowledge of sources of supply, marketing practices, and pricing methods and differentials and other public agency purchasing.
• Knowledge of office administrative practices and procedures, including records management and the operation of standard office equipment.
• Strong interpersonal skills with proven ability to develop and maintain effective business partner relations at all levels of the organization. Incumbents at this level are typically assigned complex procurements and contracts.
• Ability to work well both independently and in a team environment.
• Ability to work effectively in a high volume and fast-paced environment.
• Ability to manage a large and varied workload with changing and conflicting deadlines.
• Strong skills gathering, analyzing, and presenting on information and data.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Contract Administrator I: Two years of professional level administrative or programmatic experience, primarily in the area of contract administration in a community services or related setting.
• Contract Administrator II: Four years of professional level administrative or programmatic experience, primarily in the area of contract administration in a community services or related setting.
