The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The Department’s nationally and internationally recognized programs support thousands of residents throughout their life course, from infants to elders. The department offers a hybrid working environment which is friendly, supportive, collegial and, where staff of many disciplines come together to problem solve, compassionately assist those in need, learn together and share successes.

The Administration Division of HSD specifically supports a robust grants program that administers federal and local funding that addresses the needs of lower income Fremont residents. The Department receives approximately $2.2 million in annual federal funding from the Department of Housing and Urban Development (HUD) and an additional $800,000 in local funding to administer to non-profit and community agencies that provide vital services to Fremont’s most vulnerable residents.

The Position

The Senior Accounting Specialist is responsible for a variety of advanced level fiscal clerical assignments. This position provides administrative support of federal Community Development Block Grant (CDBG) and HOME Investment Partnership Programs (HOME) programs related to affordable housing and services to low income residents.

Examples of Job Duties

• Prepare and execute contracts for CDBG, ESG, HOME, and SSG Grant Programs.
• Provide contract administration/clerical support, which includes keeping and maintaining detailed records and information required by federal grant programs.
• Prepare and execute purchases orders, process invoices, and keep grant accounting records.
• Provide support of the CDBG Citizen Advisory Committee (CAC) meetings and provide assistance through the coordination of the meeting schedule, preparation of meeting agendas, summary notes of meetings, and other materials (requires evening attendance).
• Assist in the Request for Proposal (RFP) Process for all grant programs and provide assistance in operating Zoom Grants for the intake, review, and final scoring of grant proposal applications.
• Provide customer service assistance to subgrantee agencies for a variety of contract administration needs.
• Prepare, organize, and maintain records needed to help programs meet audit requirements.
• Process CDBG Rehabilitation loan payoff and subordination requests. Research and analyze loan agreement regulations on a case-by-case basis.

The Office of Mayor Matt Mahan is recruiting for a Council Policy & Legislative Director, seeking a highly qualified professional to serve as a member of the Mayor’s Policy Team. The position will work on several priority initiatives, making recommendations, and developing action plans for meeting the Mayor’s policy objectives. Policy areas of focus may include public safety, housing, homelessness, environment, neighborhood quality of life, land use, or economic development.

The total salary range for the Council Policy & Legislative Director is $68,619.98 - $109,791.76. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience.

Responsibilities for the position may include, but are not limited to the following:

• • Develop and maintain positive working relationships with City Council offices, City departments, community organizations, residents, business community, non-profit organizations, and government agencies as they are key partners on policy and as a representative of the Mayor’s Office.
  • Coordinate projects citywide with City administration.
  • Lead initiatives within an assigned policy portfolio. Drive policy priorities through government and legislative process. Research best practices on assigned policy portfolio.
  • Gather background information relative to issues pending before the City Council.
  • Draft routine to complex correspondence, memoranda, and reports which articulate the Mayor’s policy initiatives.
  • Prepare speeches and talking points for the Mayor.
  • Coordinate arrangements for meetings, programs, or other civic functions on behalf of the Mayor.
  • Attend meetings and community events with the Mayor, requires occasional availability on evenings and weekends.
  • Gather background information relative to issues pending before the City Council
  • Analyze a wide variety of materials on assigned projects, programs, and topics.
  • Respond to constituent inquiries and issues, resolving complaints, and interpreting operating policies for residents of the community and other interested parties.
  • Attend and represent the Mayor at City-related meetings and activities, meeting with governmental agencies, private industry, and related meetings.
  • Perform other duties of a similar nature or level as required.
  • Conduct public meetings and events on behalf of the Mayor and/or prepare summaries of public and private meetings, reports, memoranda, and other documents for review by the Mayor.
  • Provide support in community engagement efforts with neighborhood, district or citywide business or community groups or associations and other interested parties regarding community concerns, issues, and priorities.
  • Performs other duties as assigned.

Employees in this classification are not members of the classified civil service and appointment would be on a contract “at-will” basis and is for a specified period of time to be determined by the appointing Councilmember and does not extend past the end of the elected official's or appointing authority's term. Candidates must be willing to work evenings and weekends on occasion, and as exempt management employees, are not eligible for overtime compensation. This unclassified position requires a disclosure of outside investments, real property interest, income and business positions.

Pioneer Community Energy Seeks a 
Senior Manager, Quantitative Analysis and Modeling

The Senior Manager, Quantitative Analysis and Modeling is responsible for organizing, assigning, reviewing and participating in the work of personnel engaged in professional duties related to analysis and modeling, structured product development, portfolio risk management, and integrated resource planning. Duties include:

• Planning, prioritizing, reviewing and participating in the performance of professional analysis and modeling of risk and value around complex transactions and portfolio positions, including structured products, rate analysis and development, and hedging strategies.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Developing pricing and calibration models for a variety of products.
• Solving challenging quantitative problems related to setting rates and valuations for structured products.
• Developing Monte-Carlo simulations on a large scale across several variables with relevant coefficients. 
• Performing fast and accurate market risk measurements.
• Conducting complex market and portfolio modeling and analysis of Pioneer’s power supply position to effectively monitor exposure to adverse market changes.
• Coordinating and participating in Pioneer’s integrated resource planning process including providing analysis and input related to production cost modeling from the CPUC, CAISO, IOUs, and CalCCA.
• Creating and implementing measures to benchmark system implementations, enhancements, or modifications by providing documented system specifications, evaluating vendor proposals, and recommending appropriate course of action.
• Developing portfolio dashboard showing key metrics and risk positions.
• Using a variety of computer software programs to prepare reports, graphs and other materials related to energy resources, finance models and customer statistics. 
• Maintaining liaison with regional resource planning or supply agencies; serving on Pioneer committees as required; evaluating proposals in terms of resource costs, availability and consistency with long-term financial projections and resource needs.

Qualified candidates will possess a knowledge of California energy industry and electric power markets including CAISO, CPUC, CEC, and CARB, energy/financial markets and quantitative investment approaches, advanced computer modeling of power supply system operation and cost analysis and have the ability to perform complex professional analytical work in support of a variety of Pioneer’s product structuring and resource planning activities.

The total salary range for the Senior Wastewater Facility Engineer is $144,362.40 - $182,735.28 Annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. While final salary will be determined based on a selected candidate's qualifications, due to the specialized nature of these positions, salary offers will likely be in the top third of the Senior Wastewater Facility Engineer salary range.

ESD is seeking to fill multiple Senior Wastewater Facility Engineer positions in support of the RWF CIP division. The Senior Wastewater Facility Engineer position is a management classification, reporting to a Principal Wastewater Facility Engineer.

This position will work closely with the Program Management Consultant (PMC) and Operations and Maintenance (O&M) staff in an integrated Program Management Office (PMO) to deliver a wide variety of capital improvement projects at the RWF.

The Senior Wastewater Facility Engineer will serve as a Project Manager through all phases of capital project delivery from project initiation to feasibility development, design, bid and award, construction, testing, start-up and commissioning and post construction for his/her assigned project(s).

Responsibilities may include preparing consultant procurement documents (RFQs/RFPs); conducting contract negotiations and administration; directing the preparation and approval of project deliverables prepared by Consultants (i.e. condition assessment reports, alternative analysis reports, conceptual design reports, preliminary design reports, detail design drawings, specifications, permit documents, and construction estimates); preparing Council memos and presentations for contract award.

The Senior Wastewater Facility Engineer will also participate in resource planning, staff recruitment and development.  They will be responsible for hiring, training, developing, managing, and supervising professional engineering and technical support staff. 

Projects planned in the coming years include potentially  Primary Clarifier Rehabilitation, Secondary Clarifiers Rehabilitation, Aeration Basin Modifications, New Disinfection Facilities, Final Effluent Pump Station, Additional Anaerobic Digester Upgrades, and Yard Piping Improvements.

The Department

The Public Works Department plays a key role in shaping the community and its future as Fremont. Public Works is responsible for engineering, transportation, civic facilities, inspections, and maintenance for the City. The Engineering Division within Public Works helps deliver land development projects, executes the design and construction of public projects, and maintains and enhances the City’s transportation network.

The Position

The Facilities Design and Construction Project Supervisor I/II will be a member of the Public Works Department and reports to the Facilities and Real Property Manager. Public Works is responsible for the daily maintenance and upkeep of city infrastructure and design and construction of new or improved public facilities. Key responsibilities of the Facilities Design and Construction Project Supervisor I/II include project management, liaison, inspection, and contract administration for the design, construction, and modification of over 150 City buildings and structures.

The City of Berkeley is seeking PE-licensed candidates who are passionate about improving infrastructure for a more sustainable and resilient city. As an Associate Civil Engineer, you will function as a project leader for Capital Projects with an emphasis on engineering design.

Located in the Public Works Department and the Parks, Recreation & Waterfront Department, capital improvement teams are responsible for coordinating with stakeholders and managing contracts to get projects ready for bidding and construction. Within the Civil Engineer series, Associate level engineers prepare the more difficult and complex specifications, drawings, legal descriptions and cost estimates.

Minimum Qualifications

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four year college or university with major coursework in civil engineering and three (3) years of professional engineering experience in design and construction work at a level equivalent to the Assistant Civil Engineer classification.

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

Other requirements include possession of a valid California Registration as a professional Civil Engineer and possession of a valid California driver's license with a satisfactory driving record.
