The Town of Los Gatos is accepting applications for the Planning Manager position in the Community Development Department. 

The Planning Manager reports to the Director of Community Development and is responsible for the direct supervision of long-range and current planning activities and functions to guide the physical growth, development, and preservation of the Town of Los Gatos. The Planning Manager supervises a team of four employees, including professional, technical and clerical staff.  The Planning Manager serves as staff liaison to the Planning Commission, and attends Town Council and community meetings. About the Department
The Community Development Department is comprised of Planning and Building Divisions. The services provided by the Department include current and advanced planning; affordable housing; code compliance; building permits and inspections; and other land use services. In coordination with the Town Manager’s Office, the Department also supports the Town’s Economic Vitality Program.

About the Town
The Town of Los Gatos is a general law city operating under the Council/Manager form of government. The Town Manager and Town Attorney are appointed and directly report to the Town Council. The Town’s 150 full- and part-time employees are organized into the following departments: Parks & Public Works, Community Development, Police, Library; and Administrative Services. The Town’s fiscal year 2024/2025 General Fund budget is $56.9 million.  

 

Education and Experience

• Bachelor’s Degree in Urban Planning, Administration, Architecture, or Urban Design from an accredited college or university; and seven (7) years of increasingly responsible significant professional planning experience, including experience supervising Planning staff involved with the General Plan, Zoning, or Development Services. 
• Valid Class C California drivers license. 
• Master's Degree in Urban Planning, Public Administration, Architecture, or Urban Design; AICP Certification and/or Historic Preservation experience are desirable.

What You'll Do

The Public Works Supervisor will organize and supervise work crews engaged in the maintenance and repair of streets, traffic markings, signs, signals, street lights, drains, storm pump, stormwater conveyance systems and sanitary pumps, lagoons, dams, creeks and ditches; to provide technical staff assistance, including safety compliance and implementation.  Duties may include, but are not limited to, the following:

• Recommend and assist in the implementation of program goals and objectives; standard operating procedures; establish schedules and methods for street, traffic and stormwater conveyance systems maintenance and repair; safety compliance and implementation; implement policies and procedures.
• Organize and supervise crews of skilled and semi-skilled personnel in the repair and maintenance of streets and stormwater conveyance systems, including street resurfacing, streetlights, traffic signals and street markings and signs, repairing and patching; street cleaning; sidewalk, curb and gutter removal and replacement; sewer cleaning and repair; weed control and storm drain cleaning maintenance.
• Maintain and interpret time, material and equipment use records; determine and implement adjustments to optimize the effectiveness of the maintenance system.
• Investigate complaints and recommend corrective actions as necessary to resolve complaints.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Participate in selecting, training, motivating, counseling and evaluating staff; participate in monitoring employee performance objectives; prepare employee performance reviews; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate safety training and support Department safety programs including preparation and updating of City safety practices, standard operating procedures and training materials. May be asked to conduct specific safety trainings depending on training and experience. These activities may be required in both the Engineering & General Services and Environmental Services Divisions as requested by the Director.
• Inspect the work of crews while in progress; provide advice and assistance to subordinate supervisors and lead workers.
• Assist in preparing cost estimates for street, sewer, traffic and drainage system maintenance and repair activities; make plans and sketches for minor street maintenance and repair projects.
• Assist in coordinating street, sewer, traffic and drainage system maintenance activities with other City departments, divisions, and sections and with outside agencies.
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for needed equipment and materials; monitor and control expenditures.
• Monitor streets, traffic signs and signals, street lights, sidewalks, curbs, gutters, and drainage facilities for needed maintenance and repairs.
• Issue purchase orders to contractors and vendors; requisition materials and supplies

The Public Works Supervisor receives direction from the Public Works Field Maintenance Manager or other Public Works senior management personnel and exercises direct supervision over crew lead workers, crews, and other staff per program assignment.

DEFINITION

Under direction of the Chief Building Supervisor/Building Official, to assist in inspecting buildings and building construction for conformance with regulations, to perform construction contract management and inspections, and to do related work as required.

EXAMPLES OF DUTIES

Enforces building, electrical, plumbing, mechanical, energy, and fire codes; issues permits for all building activities; does plan checks on all construction, sewer connections, and septic tank installation, to ensure code compliance; investigates violations and checks all complaints regarding building procedures; works closely with Fire Marshall’s office on plan checks and fire code enforcement; enforces zoning code regulations and business licenses; gives information to the public regarding codes and ordinances, and confers with owners, architects, and engineers regarding design construction and filing of records, plans, maps, and similar documents; keeps records and prepares reports.

MINIMUM QUALIFICATIONS

Knowledge of:  State and local building and fire codes and ordinances, provisions of electrical and plumbing regulations, principles and techniques of building construction, principles of structural design and basic engineering mathematics, building materials and accepted safety standards, standard installation procedures for electrical and plumbing facilities, and local zoning regulations.

Ability to:  Analyze, interpret, and check building plans and specifications; understand, interpret and apply laws and regulations; prepare clear and concise written reports; use a computer to record, organize, and monitor all building inspection activities including written reports; maintain cooperative working relationships with engineers, architects contractors, government officials, employees, and the general public.  Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:  Three years of progressively responsible experience in a variety of building inspection or construction work.

Education:  Graduation from high school or equivalent.

Certification:  Possession of a “International Code Council Building Inspector Certification” , is desirable, or ability to obtain within twelve (12) months  of  hire date.

The following certifications are desirable:

• International Code Council, International Conference of Plumbing and Mechanical Inspectors, or equivalent organization: 
  • Electrical Inspector certification
  • Mechanical Inspector certification
  • Plumbing Inspector certification
     

License:  Possession of a valid Class C California Driver’s License.

The San José Fire Department (SJFD) is seeking to fill multiple Senior Public Safety Dispatcher positions in the Communications Division.

Senior Public Safety Dispatchers (Senior PSDs) are responsible for supervising a team of Public Safety Radio Dispatchers (PSRDs) assigned to a shift in the Communications Center. PSRD is the journey-level class for public safety dispatching within the City of San José wherein incumbents are required to handle the full range of telephone answering and dispatch functions.

Responsibilities of the Senior PSD include, but are not limited to the following:

• Supervising PSRDs, including approving time-off and other scheduling requests in accordance with the established guidelines.
• Assigning PSRDs to work the various dispatch positions within the Communications Center.
• Conducting training sessions and drills to maintain the efficiency and coordination of their assigned team.
• Evaluating the performance of team members and giving frequent feedback to subordinates.
• Preparing written training evaluations and performance appraisals.
• Investigating and responding to resident, department, and allied agency concerns or complaints.

In addition to the salary, employees in the Senior Public Safety Dispatcher classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay and a (3.75%) Public Safety Radio Dispatcher Certification Pay.

Salary range(s) for this classification is/are:

• $115,356.80 - $140,358.40 (pensionable)
• $125,450.52 - $152,639.76 ( including non-pensionable and certification pay )

This is an entry level position under general supervision to perform semi-skilled tasks in the maintenance of the sewage collection system, flow equalization facility, lift stations, buildings and grounds maintenance and to perform related work as required.

The City of Orinda is searching for a motivated individual to perform a variety of semi-skilled and skilled duties in the maintenance, repair, and construction of City streets and drainage facilities, sign and striping repair and replacement, graffiti removal, and vegetation trimming and clearing. All full time maintenance personnel in the City are responsible for after-hours emergency call-outs, including weekends and holidays, on a rotational basis.  Special and holiday event (including 4th of July) coverage may also be required.    This position is the entry level in the Maintenance Worker series, reporting to the Public Works Supervisor.

Examples of essential duties:

• Maintains and/or repairs City streets and catch basins; grade, scrape, and level surfaces in preparation for road paving; performs repair of curbs and gutters and paving of streets and alleys using pneumatic tools, asphalt rakes, and other hand tools;
• Removes and replaces road surface material and debris; load, transport and unload stones, gravel, dirt, supplies, and equipment;

• Places traffic control and warning signs; serves as a flagman; sets up lanterns and barricades;

• Performs graffiti removal; and
• Performs preventive maintenance procedures and minor maintenance and adjustments on equipment used.

Minimum Requirements:

Candidates with the following qualifications are encouraged to apply:

Experience: One year of experience performing a variety of maintenance, repair, and construction and equipment operation work; and

What You’ll Do

The Code Enforcement Officer I/II performs investigative abatement work and enforcement work for State and City codes, ordinances, and approval conditions related to use, maintenance and safety of land and structures. The position receives supervision from the Code Enforcement Manager or Senior Code Enforcement Officer or higher-level department personnel.  The Code Enforcement Officer II may exercise technical and functional supervision over lower level staff.

The current vacancy may be filled at either level based on experience. Depending upon class level and assignment, duties may include, but are not limited to, the following:

• Receives complaints of violations of city codes and ordinances for residential, commercial and industrial property.
• Reviews case files, zoning, general plan and tract maps and other documentation relating to property involved in complaint.
• Conducts interviews, field investigations and site surveillance.
• Determines compliance requirements.
• Explains violations and alternative mitigation measures.
• Issues Warning Notices and Administrative Citations.
• Coordinates enforcement activities with other agencies.
