Summary Description

Under the direction of an assigned supervisor/coordinator, the Senior Recreation Leader is responsible for implementing programs at a given site, including administering program curriculum and supervising program staff.  This is an at-will, intermittent, part-time, hourly wage position without City-paid benefits.  Work a flexible work schedule, which may include evening, weekdays, weekends and holidays.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices:

• Implement all daily activities of a given program, including administration of program curriculum, leading program activities, monitoring and enforcing program rules and regulations, maintaining a safe environment and collecting any necessary paperwork.
• Instruct program participants in rules, model appropriate behavior, monitor strict adherence to program guidelines and enforce rules.
•      Exercise sound judgment in addressing behavior problems.
•      Responsible for appropriate use, maintenance and storage of all program supplies and equipment.
•      Establish and maintain a respectful and courteous working relationship with participants, volunteers, staff and those contacted in the course of work.
•      Exhibit enthusiasm and support for the program.
•      Assist with training and directing staff and volunteers to ensure program activities are accomplished.
•      Provide information and open communication with appropriate individuals.
•      Perform other program-related duties as assigned.

THE POSITION

Human Resources Technician I is the entry-level class in this series; work is usually supervised while in progress and fits an established structure or pattern. Human Resources Technician II works independently, exercises judgment and initiative, and performs the full range of duties as assigned with only occasional instruction or assistance as new or unusual situations arise.

City Manager’s Office – 3 positionsThe City Manager’s Office is recruiting for three Management Analysts that will be assigned respectively to the general City Manager’s Office, Mayor and Council Office, and Santa Clara Stadium Authority (Stadium Authority). There will be opportunities for cross-functional projects and assignments.

City Manager’s Office
The City Manager's Office is responsible for providing strategic direction and support to all City departments for day-today operations and planning, as well as support to the City Council with its policy making. In this capacity, the City Manager's Office resolves complex administrative matters, performs City-wide policy analysis, directs city-wide emergency
preparedness efforts; drives strategic planning and organizational development; oversees employee relations; directs the preparation of the budget in conformance with the Council's approved priorities and Budget Principles; and advises the Council of the City’s financial outlook. In addition, the City Manager's Office has direct responsibility for economic
development, community outreach and engagement, property management, sustainability, community grants, legislative advocacy, and special projects.  
 
The Management Analyst in the City Manager’s Office will be responsible for supporting executive staff, working on projects and assignments related to City programs, and managing the department’s budget and financials.
 
Responsibilities may include:

• Assist in the preparation and administration of the City Manager’s Office departmental budget and financials.
• Administer and/or support key programs and initiatives that may include the City’s Legislative Advocacy, Minimum Wage, Community Grant, Smoke-Free Santa Clara, and Safety Programs, the City’s service request platform (MySantaClara), organizational development, homelessness response, sustainability, real estate, economic development, employee engagement, and development of an internship program.
• Assist with the coordination of the annual Priority Setting Session.
• Provide staff support for committees and serve as a liaison to external organizations and community groups.
• Respond to Public Records Act requests and other inquiries from the public. 
• Provide contract management for various types of agreements. 
• Review, analyze, and prepare a variety of work products including agenda reports to the City Council, policies, agreements, correspondence, Request for Proposals, and other documents. 

 
Mayor & Council Office
The Mayor and Council Office is a division under the City Manager’s Office. The division manages the scheduling for Mayor and City Councilmembers, oversees the fiscal management of the Mayor and Council Office budget, supports official travel needs, and responds to constituent concerns.
 
The Mayor and Council Office’s Management Analyst supports City Council Committees, other intergovernmental assignments, reviews Public Record Act requests for the Mayor and Council, provides support for legislative matters, develops ceremonial and recognition reports, and supports special events. Additionally, the Management Analyst may write remarks and speeches and may be assigned to support City Manager’s Office projects and initiatives. There will be occasional evening work required at City Council meetings.
 
City Manager’s Office/Stadium Authority Executive Director’s Office
The City Manager’s Office also operates as the Stadium Authority Executive Director’s Office. The Stadium Authority owns Levi’s Stadium and contracts with the Forty Niners Stadium Management Company (Stadium Manager) for the management of Non-NFL Events and facility operations and maintenance. The Executive Director’s Office is responsible for the day-to-day management of Stadium Authority operations and providing oversight of the Stadium Manager’s responsibilities.
 
The Stadium Authority Management Analyst will assist the Executive Director’s Office with the day-to-day management of Stadium Authority operations and oversight efforts. This may include responding to inquiries from the public and stadium patrons, assisting with the development of the Executive Director’s Office budget, reviewing and preparing a variety of documents including agreements, Requests for Proposals, and agenda reports to the Stadium Authority Board, providing staff support for meetings, coordinating with departments on financial, legal, and/or public safety matters, supporting community outreach and engagement efforts, conducting research, tracking various assignment and project updates, and working on special projects as assigned.

Silicon Valley Power (Electric Department) – 1 position The Electric Department is seeking a Management Analyst to support its Operations Divisions. This position will support the purchasing and contract management activities of the Operations focused Management Team (Purchase Order process management, RFP development and management, budget preparation, contracts management and processing, policy and procedure development and maintenance).  
 
Ideally, candidates will have prior experience working in cross-functional utility teams, utility operations, purchasing and contracts management, and will have a demonstrated aptitude for grasping, conveying, and applying information related to electric or similar technical and dynamic systems as well as interpreting regulations. Experience managing MS SharePoint is highly desirable.
 
Responsibilities may include:

• Develops and manages internal procedures, documents, training materials, and controls related to purchasing guidance and management

Education

SPORTS OFFICIAL (Youth/Adult)

 

DEFINITION

 

The Sports Official is responsible for officiating youth/adult sports programs, including meeting program objectives and participating in program activities.  This is an at-will, intermittent, part-time, position without City-paid benefits.  Sports Officials are typically paid on a per game basis.  Most games are in the evening and weekends.

 

EXAMPLES OF DUTIES - Duties may include, but are not limited to the following:

 

Officiate activities of the youth/adults sports programs as assigned, including administering program schedules, participating in all program activities, monitoring and enforcing rules and regulations, monitoring games to maintain time schedules, maintaining a safe environment, and collecting any necessary paperwork.

 

Assist Recreation Site Manager in carrying out program objectives and collecting relevant data.

 

Instruct adults and youth in sport rules, model appropriate behavior, monitor strict adherence to and enforce sport and spectator rules.

 

Assist with maintaining on-site safety for participants, observers, volunteers and others involved in the program.

 

Exercise sound judgment in addressing behavior problems.

 

Responsible for appropriate use, maintenance, and storage of all program supplies and equipment.

 

Maintain appropriate customer service and sportsmanship at all times.

 

Establish and maintain a respectful and courteous working relationship with participants, volunteers, staff and those contacted in the course of work.

 

Exhibit enthusiasm and support for the program.

Under general supervision, oversees meal service operations including food preparation, menu planning, and inventory and ordering service products and produce; monitors kitchen staff; and performs other duties as assigned.

Essential Duties and Responsibilities

• Establishes rotating breakfast and lunch menus, researches recipes and cooking methods, assem­bles the necessary ingredients, prepares meals for on-site dining, and serves meals to participants.
• Estimates appropriate food requirements for projected number of patrons; places orders for food and non-food items.
• Inspects food and rotates items for use to maximize freshness, discards out-of-date items, and monitors food stocks and supplies to meet patrons’ dietary needs.
• Ensures accurate supply deliveries, proper storage of produce to extend shelf life, and appropriate breakdown of orders for inventory and budget tracking; assigns orders to correct accounts.
• Researches nutritional needs of base customers, attends meetings with vendors, educators and dietitians to expand knowledge of recipe modifications, plate presentation and nutritious food preparation.
• Maintains accurate digital records pertaining to food preparation standards and kitchen proce­dures; maintains clean and sanitary service areas, facilities and equipment in accordance with state health department rules and regulations.
• Provides training and instruction for kitchen staff, including volunteers, on meal preparation procedures and standards, and proper operations of a commercial kitchen according to District guidelines to ensure compliance with all safety and health regulations.
• Accurately collects payments from customers; timely earmarks and directs invoices from vendors for proper accounting of charges.
• Develops and maintains positive relationships with partner agencies and food and supply vendors; interacts positively with customers and volunteers.
• Maintains professional knowledge of food service delivery and serves as commercial kitchen expert to Health Department personnel during annual inspections.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience
A typical way to obtain the knowledge and abilities would be: graduation from high school or GED equivalent, and 2,000 hours of relevant work or volunteer experi­ence related to food-service delivery; or an equivalent combination of training and experience.

Language Ability
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Effectively communicate in English. Prepare routine written correspondence using correct spelling and grammar.

Math Ability
Principles of basic mathematical functions including addition, subtraction, multipli­cation, and division in whole numbers, fractions and decimals.

Reasoning Ability
Effective use of common sense and sound judgement in solving customer-related issues and concerns.

Certificates and Licenses

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance.
• Possession of a Food Handler’s Card or ServSafe Food Handler's Card or the ability to acquire one within the first month of employment.

Summary
Under general supervision, assists in organizing, leading and conducting recreational programs and provides highly responsible and technical professional staff assistance in developing and conducting specialized recreational programs; and performs other duties as assigned.

Essential Duties and Responsibilities

• Plans, schedules, assigns, supervises and participates in a recreation unit of the District typically consisting of part-time employees; organizes and conducts programs in program areas such as fine and performing arts, sports, outdoor activities, therapeutics and inclusion; interprets and communicates District policies to staff and ensures compliance with applicable federal, state and District safety regulations; interviews and participates in selecting new staff; establishes performance requirements; regularly monitors, evaluates and addresses performance.
• Contributes to the development of and monitors performance against the program budget; approves purchases and other expenditures in accordance with District policies and procedures.
• Identi­fies, contacts, selects and prepares documents for contract instructors; provides first-level approval and processes contract invoices.
• Prepares written public correspondence, speaks to school and community groups and promotes participation in scheduled activities through marketing plans and outreach efforts.
• Instructs participants in various athletic and recreational activities.
• Coordinates and participates in equipment and vendor selection, physical setup for special activities and the issuing and collecting of materials.
• Assists supervisor with the research, development, enhancement and implementation of new and existing services and programming; assists in monitoring program effective­ness.
• Prepares and maintains a variety of records and reports on participation, equipment and facility use.

Other Duties and Responsibilities

Qualifications

Education/Experience: A typical way to obtain the knowledge and abilities would be: a bachelor’s degree with emphasis in recreation or a closely related field; and two years of group recreational activity leadership experience including supervisory, public relations or marketing skills; or an equivalent combination of education and experience.

As assigned to Therapeutic Recreation Unit, preferred degree in Therapeutic Recreation and/or two years of experience working with individuals with developmental disabili­ties, prefer­ably with ABA (Applied Behavior Analysis); and the ability to learn/imple­ment applicable laws and inclusion methods and practices. Knowledge of principles and techniques pertaining to the specialized program activities and program marketing and evaluation methods; or an equivalent combination of education and experience.

Language Ability: Ability to read, analyze and interpret documents in area of expertise, technical proce­dures, or government regulations. Ability to write reports, correspondence and proce­dure manuals. Ability to communicate effectively in written and oral form. Ability to present information and respond to questions. Ability to speak Spanish is desirable.

Math Ability: Ability to calculate figures and amounts such as percentages and costs. Ability to determine cost of contractors and provide budget input.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in standardized situations. Ability to interpret a variety of instructions provided in written or oral form. Ability to exercise a high degree of independent judgment.

Certificates and Licenses: 

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance.
• Therapeutics program requires a California Commercial Class C Driver License within six months of employment.
• Aquatics program requires a Certified Pool Operator’s certification or Aquatic Facility Operator’s certification within six months of employment as well as Life­guard training, American Red Cross Lifeguard Instructor Trainer and American Red Cross Water Safety instructor certificates.

Position subject to pre-employment physical and Tuberculosis clearance

Under the direction of the Recreation and Community Engagement Department, the position is responsible for Reception/Cashier duties at City Hall and assisting with City events.

This entry-level classification requires limited time on the job before an incumbent can function at the full journey level. When assigned to the front desk at City Hall, one will perform various clerical tasks, including receptionist duties, basic cashier, customer service, program registration, record keeping, data entry, filing, and support of special events or projects.

When assigned the task of Recreation Assistant, will perform a variety of functions to support the Recreation Department's programs, including working directly with youth participants, assisting with planning activities, and providing customer service. Bocce Referee
As a Sausalito Parks and Recreation Bocce Referee, you are responsible for set-up, management, and cleanup of scheduled Bocce matches. You are the enforcer of rules, an impartial judge, and an advocate for fun and fair play. The ideal candidate will maintain a positive attitude and provide a friendly environment when communicating with teams and keeping score. This position reports directly to the Recreation Supervisor.   The ideal candidate must meet all minimum requirements as listed below and be confident and capable of dealing with conflict and intense games.  

Event Staff

As a Sausalito Parks and Recreation Event Staff member, you are responsible for actively participating in set-up, cleanup, and management of your assigned event.  You must arrive on time and remain until the event leader release you after the event.   Event staff may set up chairs, tables, stages, corridors, and barriers.  You may be asked to perform traffic control or direct drivers to parking.   The ideal candidate will have a can-do attitude, smile often, meet all of the minimum requirements below, remain calm under pressure and in the face of adversity, be cheerful, and love the diversity of people.

Human Resources Technician I

The Human Resources Technician I is the entry level class in the Human Resources office support series responsible for performing assignments within an established procedural framework where there are minimal consequences of error. This classification is distinguished from the next higher classification of Human Resources Technician II by the performance of more routine, repetitive and less complex assignments.

Human Resources Technician II

The Human Resources Technician II is the full working level position in the Human Resources office support series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of office and administrative support duties including, as applicable, lead responsibilities over Human Resource Technician I, organization and coordination of workload, maintenance of a calendar and scheduling appointments, preparation of reports, agenda materials, resolutions and ordinances. This classification is distinguished from the next lower classification of Human Resource Technician I by the greater complexity of assignments and higher degree of independent action.

 

SUPERVISION RECEIVED/EXERCISED

Human Resources Technician I

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs the duties assigned to classes in the Human Resources Technician series including organizing and coordinating work; sets priorities and meets deadlines; performs a variety of office administrative tasks such as purchasing requisitions, ordering materials and supplies, monitoring supply budgets, and keeping current reference materials and files.

• Provides follow-up and research information on inquiries and problems which require knowledge of services and programs of the City; resolves problems and responds to special assignments which require interdepartmental or staff communications; responds to questions and concerns from the general public; provides information as is appropriate and resolves complaints.

• Maintains office equipment and facilities; operates and performs routine preventative maintenance on office machines including data/word processors, copiers etc.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

DEFINITION
Under general direction, the Housing Community Development Manager is responsible for the operation of the Division of Housing and Community Development which includes the supervision of technical staff and policy development and program implementation of the CDBG program, housing rehabilitation programs, and affordable housing programs for the City and Housing Development and Finance Agency.

EXAMPLES OF DUTIES
Oversee the operation of the City's Community Development Block Grant program,
including all reporting to HUD, monitoring of expenditures, preparation and issuance of Requests for Proposals, preparation of funding recommendations, coordination with Public Works on infrastructure projects, and preparation and monitoring of contract/programs; oversee the operation of City housing rehabilitation programs; oversee the operation of the City's and Agency's affordable housing efforts including creation of new affordable ownership and rental units, acquisition and preservation of existing housing, applying for funding, and monitoring of existing units and contracts related to these tasks. Oversee an expanded focus on complex financial analysis, legal research, drafting of regulatory documents and ongoing creation of new programs in response to new affordable housing challenges. Oversight includes development analysis and presentation of policy alternatives, preparation of annual schedules, implementation, creation of a environment for staff, preparation of timely employee evaluations, drafting and review of staff reports, maintenance of excellent relations with County and other agency staff, local nonprofit organizations, City staff, and the real estate community, and participation in the management of the department. MINIMUM QUALIFICATIONS

Knowledge of: The federal Community Development Block Grant program rules and
regulations, affordable housing development and financing, general supervisory principals, principles of operation of municipal government, and general principles of budgeting and accounting.

Ability to: Communicate competently both orally and in writing; prepare cogent analyses and concise written reports for presentation to City Council and the Redevelopment Agency; maintain effective working relationship with Council, Agency, City and other agency staff, and the public; and provide clear supervision, direction, and feedback to staff. interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: A Bachelor of Art or Science degree from a four-year college or university, in
Public Administration, Business Administration, Economics, Planning or related field. A
Master's Degree is desirable.

Experience: Five years of increasingly responsible experience with community
development programs, one year of which must have been served as full-time supervisor. Experience with affordable housing development and finance is highly desirable. Experience in municipal government is desirable. Experience with microcomputers desirable.

License: Possession of a valid Class C California Driver's License.
