The Police Department

The Fremont Police Department serves as the City of Fremont's law enforcement agency. The Ideal Candidate

The Police Department is searching for an effective and self-motivated individual who has the ability to perform first line supervisory duties, as well as provide secretarial support to an executive. The Senior Executive Assistant will be well versed in writing, reporting, supply management, scheduling, organization, time management, equipment maintenance and travel logistics. The incumbent will have strong customer service skills to communicate in a professional and effective manner both verbally and in writing. In addition, the successful candidate will be proficient in Microsoft Office Suite programs (Word, Excel, PowerPoint, Publisher, Outlook).

The Power Resources Specialist I/II position reports to a Principal Power Resources Specialist in the Power Resources Division. This position is part of an exciting, fast-paced team responsible for procuring hundreds of megawatts of renewable energy projects. The selected candidate will have the following duties and responsibilities: 

• Supports the preparation, issuing, and evaluation of solicitations for long term renewable energy, energy storage services, Resource Adequacy, energy and other power products, including overseeing or supporting consultants.  

• Plans and supports the negotiation and execution of power contracts, including facilitating complying with City contract execution requirements. 

• Assists in the management, analyzing, and enforcing of power contracts, including long term renewable energy contracts through development, construction, and operation.  

• Assists in efforts to pursue opportunities for the City to develop City-owned power assets.  
• Participates in completing analysis and prepare procurement plans, including managing consultants, developing procurement strategies.  
• Supports and undertakes projects related to power, procurement, and validation; assists in the approval of energy purchases or sales of surplus energy.
• Collaborates with the regulatory team in drafting required regulatory filings such as integrated resources plans and renewable procurement plans.  
• Collaborates with the account management team to develop new products desired by customers, such as direct renewables and feed-in-tariffs.  
• Participates in joint procurement with other Community Choice Aggregators (CCAs) and CA Community Power.  
• Develops and maintain relationships with power suppliers and consultants. 
• Assures compliance with Federal, State, and local requirements.

Salary Information:

The total annual salary range for a Power Resources Specialist I is $93,868.32 - $114,397.92.The total annual salary range for a Power Resources Specialist II is: $102,145.68 - $124,444.32. These ranges include an approximate five percent (5%) ongoing non-pensionable pay. Actual pay shall be determined by the candidates' qualifications and experience.

What You’ll Do

• Receive on-the-job training, learn, and perform work in the following police records functions:
• Meet and assist the public at the Police Department reception counter and provide information according to City policy and Government Code requirements.
• Answer non-emergency heavy volume, incoming telephone calls.
• Operate machines and technology including but not limited to a computer, facsimile, copier/scanner/printer, calculator, desk-top computer, and a telecommunication terminal accessing County, State and National law enforcement automated information systems.
• Type, process, scan, and file a wide variety of police reports, warrants, subpoenas, citations, registrant files and court ordered record sealings utilizing various types of technology.
• Verify computer entries, process validations and assist with state and federal audits.
• Maintain logs for state and federal computer entries and updates.
• Retrieve and review daily crime reports for accuracy prior to submission to the District Attorney.
• Operate and organize a Department Records Management System to retrieve information such as searches for names, incidents, reports, and calls for service.
• Disseminate records information to department staff, outside law enforcement agencies, the public and other employees according to established laws and guidelines.
• Keep current on continuous changes and additions in report release requirements.
• Handle citizen complaints at the reception counter and on the telephone.
• Assist in training new and other assigned personnel.
• Perform record checks for authorized agencies in strict accordance with the law.
• Process vehicle release forms and collect fees.
• Process mail and order supplies.
• Purge department and citywide files as required.
• Assist in developing procedures.
• Perform other duties as assigned.

If assigned to the Property Unit, duties may include but not limited to:

• Receive and maintain the chain of custody and integrity of, and safely store evidence, found property, and property held for safekeeping.
• Advise staff on proper packaging and submission procedures.
• Conduct inventories and audits of property and evidence.
• Release property to the public or the legally authorized persons in accordance with disposition forms, court orders, or stipulations.
• Check out items needed for court, investigations, and forensic testing; share evidence needed for investigation or review; transport items to and from laboratory and maintain strict records of chain of custody.
• Testify in court to verify chain of custody records of evidence.
• Make arrangements for auction of unclaimed property.

The Position

Under the direction of the Youth and Family Services Administrator, the Senior Program Coordinator plays a unique role overseeing the early childhood mental health program, providing direct counseling services and supervising several staff counselors and interns.

The Senior Program Coordinator typically has specialized experience, training and qualifications that enable the position to work effectively with children 0-8 years, parents and youth caregivers.

The Senior Program Coordinator works closely with the division’s Clinical Supervisors and Quality Assurance Specialist to ensure that clinical services comply with all policies, procedures and legal regulations, and that client services are delivered at the highest standards. The position also coordinates with other key positions in the Human Services Department to help clients have easy and timely access to coordinated services throughout the Human Services Department and/or with other partner agencies.

Examples of Duties

- Oversee and coordinate the direct services under the early childhood mental health program, working closely with the counselors and interns assigned to the program.
- Provide administrative and clinical supervision and consultation to YFS counselors and interns/trainees who are providing direct counseling services to children 0-8 years, parents, and family members, while maintaining close cooperation with the Youth and Family Services Division’s Clinical Supervisors and Quality Assurance Specialist.
- Provide direct counseling and early childhood consultation services to children 0-8 years, parents, and family members.
- Together with the YFS Administrator, understand policies and trends related to the provision of early childhood mental health services; and represent the division at County and/or school district meetings.
- Ensure direct service staff and interns are familiar with and fully utilize client Electronic Health Record System and becomes a key user representative on system implementation team.
- Oversee clinical documentation and compliance with State Medi-Cal documentation standards in partnership with Clinical Supervisors and Quality Assurance Specialist.
- Manage the client intake and referral process for the early childhood mental health program.
- Ensure that staff meet contractual and quality assurance goals and audit requirements.
- In partnership with YFS Administrator, Clinical Supervisors, and the Human Services Department’s Fund Development Officer respond to requests for proposals, develop grant work plans, narratives, and budgets.
- Oversee early childhood grant deliverables and reporting for the division.

The Position

The Police Public Service Assistant (PSA) III is assigned to the Police Department’s Crime Lab and provides support to the Forensic Specialists and Crime Scene Investigators during operations in the Crime Lab. The Police Public Service Assistant III position requires excellent customer service and communication skills.

Examples of job duties include:

• Ordering and purchasing supplies.
• Re-supply evidence packaging area and appropriate lab areas.
• Clerical tasks, to include typing, running stats, electronic filing tasks, etc.
• Pick up and return evidence as needed.
• Pick up and deliver equipment and supplies.
• Arrange logistical operations within the lab and evidence packaging area including but not limited to arranging chemical waste and sharps removal, filter replacement, etc.
• Minor maintenance on office or lab equipment as required.
• Assist in assembling print kits for evidence collection.
• Identify and communicate with police, and outside vendors to complete job duties.
• Escorts outside vendors while they conduct business on the police campus.
• Performs other duties as assigned.

The Position

The Public Service Assistant (PSA) II is assigned to the Police Department’s Red-Light Camera Unit. Under direct supervision of the Traffic Enforcement Project Specialist, the Public Service Assistant II will perform administrative tasks in support of the Police Department’s Red-Light Camera Unit. This position is a temporary/part-time appointment and may work up to 20 hours a week.

Examples of job duties include:

• Order and prepare court packets of red-light violation from Red Flex for review by court commissioner and defendants.
• Research and understand several sections of the vehicle, government and evidence code as it pertains to red light violations.
• Prepare trial by written declaration packets.
• Research and print out DMV information, including photos and convictions for case files.
• Assist with conducting enforcement sign and equipment verifications.
• Assist with verifying yellow light timing with city Traffic Engineers.
• Assist with review and maintenance of court evidence binders.
• Uploading case file evidence.
• Research statistical studies and assist in report preparation.
• Order office supplies and maintain a functional and organized workspace.
• Retrieve, sort and distribute incoming mail.
• Answer phone and return phone and email messages.
• Other duties as assigned
