The West Contra Costa Transportation Commission (WCCTC), formerly known as the West Contra Costa Transportation Advisory Committee (WCCTAC), is recruiting for an Administrative Assistant. The position is a “hybrid” one in that it can involve a combination of in-office and remote work. 

We are a small governmental Joint Powers Authority that serves a Board of Directors comprised of elected officials. As an Administrative Assistant, you will play a crucial role in supporting our daily operations and ensuring smooth workflow within the organization. You will be responsible for a variety of administrative tasks to assist in maintaining the efficiency and effectiveness of our work environment.

DUTIES

Office Support: Provide general administrative support such as ordering office supplies, answering phones and emails, preparing documents, maintaining information on website, processing the mail, interacting with vendors and visitors, coordinating office maintenance, and researching and making recommendations for needed services.

Meeting Support: Post meeting information on the website, conduct quorum checks, assist in setting up for two monthly morning meetings, prepare minutes, coordinate follow-up action as needed and assist with occasional community events.
Document Management: Organize, track, and maintain physical and electronic files, including meeting agendas and packets, resolutions, key agency documents, employee information, etc. Digitize and organize archived files.

Billing: Manage and track incoming invoices, apply finance codes to invoices and checks, collaborate with contract accountant and finance staff, manage the agency credit card, and oversee billing related to specific programs. Regularly deliver invoices and deposits in-person to the City of San Pablo City Hall.

Under the direction of the Controller, provides accounting and fiscal support, including budget tracking, income and expenditure reports, revenue billing and collection, payroll, reviews and reconciles a variety of complex financial transactions for the Peninsula Library System and its multiple contracted agencies.

Distinguished from the Accounting Assistant I by the amount of accounting experience required. An Accounting Assistant II works under general supervision and, within a framework of established procedures, is expected to perform a variety of more complex accounting duties with only occasional assistance.

THE POSITION

The Fiscal Analyst I/II/III position at the Glenn County Health and Human Services Agency performs varied and complex professional accounting and financial analysis work relating to various grants and programs; fiscal and contract management; fiscal program analysis and compliance; prepares analytical, narrative, statistical, accounting and financial reports; develops and monitors budgets; prepares financial statements and reports, and related duties as assigned. Fiscal Analyst II is the journey-level classification in the series and is distinguished from the Fiscal Analyst I by the responsibility and working independently with minimal supervision. Fiscal Analyst III is the advanced level in the series, and is distinguished from Fiscal Analyst I/II by the performance of the most complex accounting and analytical work within the assigned department. This position is full-time and scheduled for forty (40) hours.

WHAT YOU’LL DO

• Provides information for and prepares periodic accounting, fiscal reports, and analysis to internal units, federal, state, and local agencies and/or to private auditing firms as required by governing agencies. 
• Prepares reports and analysis on accounting activities relating to funds, grants and programs. 
• Prepares various financial statements including worksheets, balance sheets, income statements, statements of cash flow, adjusting and closing balance sheets, depreciation schedules, allocation schedules, and cost reports.
• Monitors the status of various grants including analyzing the availability of funds, reviewing expenditures, and ensuring that activities comply with grant regulations.

MINIMUM QUALIFICATIONS

EXPERIENCE:

I - Some professional level accounting or fiscal analytical experience is desirable.

II - At least one (1) year of professional level accounting experience as Fiscal Analyst I in Glenn County, or Two (2) years of professional accounting or fiscal analytical experience in a private or public entity. Incumbents do not automatically promote to Fiscal Analyst II.

III - At least one (1) year of professional level accounting experience as Fiscal Analyst II in Glenn County, or Three (3) years of professional accounting or fiscal analytical experience in a private or public entity. Incumbents do not automatically promote to Fiscal Analyst III. 

EDUCATION:

I/II/III - Equivalent to a Bachelor's degree from an accredited college or university with major course work in accounting, finance, business administration or a related field. Substitution: Additional progressively responsible experience in accounting or financial analysis may be substituted for the required education.

The City of San Jose's Department of Parks, Recreation & Neighborhood Services (PRNS) is seeking qualified candidates for the position of Senior Analyst for BeautifySJ in the Community Services Division of PRNS.

The BeautifySJ is a blight reduction, neighborhood beautification, and encampment management program within the Community Services Division of the Parks, Recreation, and Neighborhood Services Department. BeautifySJ Programs include, the Graffiti Removal Program, Illegal Dumping Program, Neighborhood Dumpster Day Program, Neighborhood Litter Program, Recreational Vehicle Pollution Prevention Program, Encampment Trash Removal Program, Encampment Abatement Program, Clean Gateways, and Cash for Trash Program. These programs work to improve quality of life and neighborhood livability.

This analyst will lead administrative services and functions for the BeautifySJ Program to support our neighborhood blight reduction and encampment management programs. The Senior Analyst will be responsible for leading a team of analyst and administrative support staff, budget and expenditure management, grant writing and fiscal management, hiring and staff personnel functions, contract management, Council memo preparation, report writing, and managing the collection and analysis of program data. The person will report to and support the Division Manager. This person can also expect to work on intra-departmental teams and with interjurisdictional partners. The person selected for the position can expect to work in-person a minimum of four days per week after onboarding and training is completed.

The duties of this position will consist of:

• Supporting the Division Manager and Deputy Director to develop and implement the Annual Division Workplan
• Writing council and committee memos, developing reports, and monitoring program performance

The Human Services Agency (HSA) is seeking qualified candidates for the position of Homeless Encampment Strategies Analyst within the Human Services Agency (HSA) division of Center on Homelessness. to provide a variety of analytical and administrative services related to the Encampment Resolution Funding (ERF) grant.

The County’s $14 Million ERF Grant will fund a wide array of coordinated services to unhoused residents currently living in encampments, with a focus on interim and permanent housing solutions using a multidisciplinary and collaborative approach to services.

The Homeless Encampment Strategies Analyst will conduct a variety of duties such as; conduct program and fiscal planning, contract monitoring and program evaluation; negotiate and write contracts, request for proposals, grants and reports; administer grants; analyze data; coordinate projects; assist in the development and implementation of policies and procedures; provide technical assistance to contractors; and act as a liaison to other County departments and partnering agencies.

Homeless Encampment Strategies Analyst responsibilities generally include the following, but are specialized to each position's focus area: acting as the contract monitor for services such as homeless outreach teams, homeless shelters, rapid rehousing programs, conducting grant administration and grant tracking; working closely with community-based homeless and safety net programs on a variety of projects related to homeless services.

Homeless Encampment Strategies Analyst responsibilities also include data analysis, developing and monitoring contracts for homeless and housing services, reviewing invoices and contractor reports, and working closely with contacted service providers, other County departments, and other community partners. Other duties may include, but are not limited to the following:

• Project management such as creating project documents, tracking status and conducting follow ups to ensure milestones are met.
• Collaborative work with contracted service providers regarding coordination of client services.
• Detailed monitoring of services and outcomes of contracted services.
• Manage and continuously update relevant data in our Homeless Management Information System (HMIS), monitor data quality and clean data as needed.

The County of San Mateo Parks Department is seeking an experienced Park Ranger II to provide a variety of public services to preserve, protect, and enhance the natural, historical, recreational and educational resources of the County. Under supervision, Park Ranger II are responsible for maintaining trails and picnic areas, camping and boating facilities; performing facility maintenance; assisting the public in taking full advantage of the facilities and grounds; and assisting with interpretive and recreational programs. Incumbents also supervise temporary employees and provide guidance and training to staff.

The ideal candidate will have:

• At least two years of experience in park management, forestry, natural resource conservation, law enforcement, construction, emergency response or a closely related field.
• Practical experience in trail building and maintenance; facility cleaning and maintenance; customer service; working with volunteers; handling complaints; performing First Aid, CPR, and other safety procedures; interpreting and enforcing laws, rules and regulations; and performing basic construction and carpentry work.

This position requires outdoor physical labor and may include exposure to hazards, sun, bees, ticks, poison oak, nettles, pollen, etc.

The San Mateo County Parks Department (“Parks Department”) serves approximately three million visitors each year. Visitors have many options when visiting the County’s vast parks system. The Parks Department is seeking highly motivated professionals for the position of Contract Administrator II. The successful candidate will have experience negotiating and executing agreements and contracts for services and strategic sourcing for goods. The candidate will be a self-motivated, highly analytical, and strategic thinker with the ability to solve business problems and deliver insights that enable timely and effective operational decision-making.

Under general supervision, the position will assist management personnel in such activities as purchasing; contract administration; overseeing the regular Board of Supervisors and Parks Department agenda development process, including development, posting, and distribution of agenda items; performance reporting; reviewing and developing policies and procedures; and other related work as required. The position will work with cross-functional teams of the organization to coordinate the development, execution and management of all Parks Department agreements while utilizing County of San Mateo systems efficiently and effectively.
