THE POSITION

Under general direction of the Water Resources Division Manager, this position serves as the Chief Plant Operator of the City’s Water Reclamation Plant (wastewater treatment). The selected candidate will plan, organize, direct and manage the operation of the Water Reclamation Plant including wastewater treatment and recycled water production. They will coordinate activities with other sections/divisions/departments, external customers, regional wastewater agencies, and contractors. This position will ensure that all regulatory compliance targets are met and act as a liaison to regulatory agencies. This position requires a valid Grade IV Wastewater Treatment Plant Operator Certificate issued by the State Water Resources Control Board at the time of appointment.

ESSENTIAL FUNCTIONS

• Examines construction plans and related documents for proposed commercial, industrial and residential structures for compliance with codes and ordinances including structural, mechanical, plumbing, electrical and energy calculations, safety and health features, use of material, placements in the property, and setbacks.

• Identifies and makes recommendations for corrections to inadequate plans in order to meet required codes.

• Responds to routine building plan issues and complaints to determine compliance with codes and standards.

• Determine plan examination, permit and other fees and valuation on submitted plans.

• Assists with the resolution of routine problems of proposed projects.

• Coordinates with other departments on project requirements.

• May perform field investigations of structural problems, covering failures, instability, proper installation of unusual designs, materials or equipment, and other unsafe conditions; prepares reports and make recommendations on solutions.

• Responds to questions from the public and other departments, and assists with researching and finding requested construction documents.

• Explains disapprovals or modification recommendations to applicants for permits.

• Assists building permit applicants in completing applications.

• Assists with developing informational literature related to plan check requirements and processing for public distribution.

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management, City staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position requires acute hearing and both near and far vision while performing work including customer interactions, reading and inspecting plans, electronic or physical documents, field work and operating assigned equipment. The need to lift, drag, carry and push documents, equipment and supplies weighing 50 pounds or more is required. Additionally, the incumbent in this position periodically works in all weather conditions, including wet, hot and cold. DEFINITION
Under general direction, the Housing Community Development Manager is responsible for the operation of the Division of Housing and Community Development which includes the supervision of technical staff and policy development and program implementation of the CDBG program, housing rehabilitation programs, and affordable housing programs for the City and Housing Development and Finance Agency.

EXAMPLES OF DUTIES
Oversee the operation of the City's Community Development Block Grant program,
including all reporting to HUD, monitoring of expenditures, preparation and issuance of Requests for Proposals, preparation of funding recommendations, coordination with Public Works on infrastructure projects, and preparation and monitoring of contract/programs; oversee the operation of City housing rehabilitation programs; oversee the operation of the City's and Agency's affordable housing efforts including creation of new affordable ownership and rental units, acquisition and preservation of existing housing, applying for funding, and monitoring of existing units and contracts related to these tasks. Oversee an expanded focus on complex financial analysis, legal research, drafting of regulatory documents and ongoing creation of new programs in response to new affordable housing challenges. MINIMUM QUALIFICATIONS

Knowledge of: The federal Community Development Block Grant program rules and
regulations, affordable housing development and financing, general supervisory principals, principles of operation of municipal government, and general principles of budgeting and accounting.

THE POSITION

This is an excellent job opportunity for individuals interested in law enforcement. 

This is a recruitment for the entry-level class of the Police Services Aide series.  Incumbents perform work according to established procedures and routines, although an employee may be required to make decisions involving emergency circumstances.  Detailed instructions are given on assignments and work is reviewed while in progress.

ESSENTIAL DUTIES

Operates computers, and other communications equipment; answers a variety of questions from the public and handles a variety of front desk services ; receives and processes phone calls for Police assistance; maintains detailed records of Police phone and radio calls and their disposition; types routine reports and miscellaneous correspondence; processes documents and maintains files in accord with standard procedures; maintains files, receives money, and issues receipts; prepares daily reports and transactions; may assist with animal control duties when needed; fingerprints applicants; assist with property room functions including transporting property to and from court; and performs related work as required.

Also, assist with community engagement events, conducts traffic control and in field equipment delivery, supports patrol staff with equipment maintenance and supply replenishment.

The City of East Palo Alto is now actively seeking a compassionate, organized, responsible Secretary I-II for the Community and Economic Development Department. The Secretary I-II learns and performs a variety of office administrative, secretarial, and office support duties, requiring a thorough knowledge of the assigned department, division, or program, its procedures, and operational details. The incumbent will provide administrative support to various departmental staff, clerk meetings, and compose and prepare correspondence using judgment in content and style. The Secretary I-II will perform skilled word processing, data entry and organization, telephone and counter reception, invoice processing, recordkeeping, statistical and technical report preparation, and filing, as well as perform related duties as assigned.
