Primary Responsibilities

As an integral member of the Human Resources leadership team, this position will contribute insights and expertise on a broad range of Human Resources disciplines and issues.  This role includes managing a team of Risk, Safety, and Talent Development Analysts to ensure effective risk management, municipal claims processing, worker's compensation, insurance, occupational health and safety (OH&S) and talent development programs and initiatives.

This multi-faceted role includes the primary oversight of the following:

Talent Development

• Successfully lead the design, development, implementation, evaluation and sustainability of talent development programs and onboarding programs.
• Assess and make recommendations on the best learning methods for a diverse range of learning needs, including in-person/virtual instructor-led trainings (ILTs), e-learning videos, and more.
• Collaborate with key stakeholders to evaluate training needs, and recommend, and develop training solutions, such as incorporating/preparing customized and purchased content.
• Increase organization utilization and integration of the employee Learning Management System.
• Coach and support supervisors and managers in employee learning, talent development, and performance management.
• Develop strategies for leadership transitions and work with departments to identify and develop employees for future leadership positions.

Risk & OH&S

• Drive the development and enhancement of risk management strategies, policies, and OH&S programs to minimize financial exposure and foster a safe workplace.
• Collaborate with cross-functional teams to proactively manage and reduce risk.
• Assure appropriate analysis of claims and loss data to identify trends and areas for improvement while maintaining claims databases and records.
• Oversee claims data, loss experience, and OH&S performance.
• Stay current on relevant regulations and coordinate with legal counsel as needed to ensure compliance.
• Manage the risk and OH&S function budgets and programs.

Share your passion by teaching students! Enrichment instructors lead a one hour class on-site after school. Enjoy the freedom to plan a curriculum on your area of expertise and share that knowledge with a class size of 5-15 students.

DEFINITION: Plan, organize and execute personal curriculum for elementary age children for a one hour onsite outdoor enrichment program. Program hours could include Monday, Tuesday, Thursday, Friday 2pm – 4pm and Wednesday 1:15pm – 3:15pm, preparation hours can be discussed.

The work2future division of OEDCA is seeking a Senior Accountant in its fiscal unit. The successful candidate will assist the work2future Fiscal Manager (Senior Executive Analyst) for the accounting, budgeting, and federal, state, local, grant management functions of the OEDCA work2future Unit. The Senior Accountant assists in formulating policies, and designing, planning, implementing, evaluating, and modifying the program as needed, including short- and long-term planning activities; budget preparation and implementation; analyzing programmatic practices and procedures; and developing and implementing recommendations for operational, policy, and procedural improvements, as well as for all state, federal, city and board financial reports.

The incumbent of this position, under the general supervision of the Finance Manager, is responsible for the preparation of financial reports for WIOA and Non-WIOA Grant, Employment Development Department (EDD) State Reports, and provide management updates on the status of the work2future financial condition. Additionally, this position may be required to assist in the presentation of budget information to work2future Executive Committee Board in the absence of Finance Manager, serves as a liaison to the San Jose City Grant Management Coordination Group and plays a key role in the preparation of the Annual Comprehensive Financial Report and must ensure compliance with City-wide fiscal policies and procedures and governmental accounting and financial reporting standards for financial transactions. The Office of Retirement Services (ORS) oversees the investment of assets and administers the benefits of the two Defined Benefit Retirement Plans for the City of San Jose Employees. One plan is for the sworn police and fire employees called the Police and Fire Department Retirement Plan. The other plan is for all other eligible City employees called Federated City Employees' Retirement System. The assets of the two plans total over $8.0 billion. As of June 30, 2023, there were close to 7,200 retirees and beneficiaries, and close to 5,750 active employees in the two retirement plans. Each of the retirement plans has a Board of Administration that has fiduciary responsibility over their respective retirement plan. The ORS staff has accountability to them as well as City Administration. Retirement Services is seeking energetic, customer-focused candidates for t wo (2) Analyst I/II positions in the Benefits Divisi on to carry out multiple areas of responsibility relating to the administration of retirement and health benefits for over 15 ,000 retirees and plan members . The City of Berkeley invites you to apply for the position of Senior Planner! In this role, you will provide lead direction and conduct complex projects in the area of Transportation, Land Use, or Rent Stabilization. The current vacancy is in the Transportation Division of the Public Works Department.

As a Senior Planner in Transportation, you will lead the Vision Zero Program, aiming to eliminate severe injury and fatality traffic crashes by 2028. With the support of an Associate Planner (Vision Zero Program Coordinator), you will be responsible for managing program elements outlined in the Berkeley Vision Zero Action Plan, including administration, interdepartmental and interagency coordination, capital projects, and public awareness initiatives. You'll serve as project manager for major corridor and "quick build" capital projects on the Vision Zero High Injury Streets, and will lead the conceptual design, public engagement, environmental clearance and Berkeley City Council approval of these projects.

In the Land Use Division of the Planning and Development Department, the Senior Planner is responsible for managing complex and large projects, including General Plan updates, plans focused on Berkeley’s Priority Development Areas, Zoning Ordinance amendments, grant-funded projects, and State-mandated reports and projects.

When assigned to the Rent Stabilization Board, the Senior Planner leads projects and programs associated with Berkeley’s Rent Ordinance, which regulates most residential rents in Berkeley, protects tenants against unwarranted evictions, and is intended to maintain affordable housing and preserve community diversity.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four year college or university with major coursework in city or regional planning, urban planning, or a field related to the work, and four (4) years of professional planning experience, including two (2) years at a level equivalent to that of the Associate Planner.

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

Must be able to attend evening meetings as required. A valid California driver's license is desirable.

TEEN CENTER/ KIDS NIGHT OUT PROGRAM STAFF

Salary Range: $17.37 to $28.95/hour depending on experience.

This is a part-time, temporary, non-benefitted position; 15-20 hours per week (not to exceed 950 hours per fiscal year); predominantly afternoon/early evening schedule with some weekends and concurrent with the school year.

SUPERVISION

General supervision received from the Program Coordinator. May exercise supervision of other staff depending on position.

GENERAL DUTIES

Responsible for general oversight of and ensuring the safety of the after-school youth programming. Specific responsibilities to include:

• Organize and execute a variety of daily and weekly activities for participants ranging in ages 5 –14   including art, crafts, and games
• Mentor and role model, strive to inspire and guide participants towards their full potential
• Maintain accurate attendance records on a daily and weekly basis
• Effectively facilitate and/or lead small and large groups of youth.
• Communicate effectively with participants, co-workers, parents, and supervisors

• Plan and execute duties related to special interest classes, school-year and seasonal programs, and special events.

Our Teen Centers provide a secure and entertaining atmosphere for middle school students to spend their after-school hours. The centers are furnished with the latest game consoles, high-definition TVs, sports equipment, computers with internet access, board games, and other amusing activities. We operate on early release days and select non-school days, but we are closed during holidays.

Youth Services/Kids’ Night Out Program

Under the general supervision of the Youth Program Coordinator and direct supervision of the Youth Program Assistant, Youth Services staff is responsible for supervision and safety within the bi-monthly Kids’ Night Out Program, including implementing a variety of crafts, games and activities for youth ages 5 to 11.

What You’ll Do
The Housing Specialist performs professional level work to implement varied housing programs and policies, grant and City loan management, and community engagement. The current vacancy may be filled at either level based on experience.

Depending upon class level and assignment, duties may include, but are not limited to, the following:

• Review, analyze, and administer federal, state and local programs to meet City housing and community development needs; structure and modify programs to meet specific City circumstances.
• Act as project manager for City sponsored affordable housing projects, carrying such projects from site acquisition through financing to construction and lease-up.
• Conduct outreach and organize and lead in-person and virtual workshops with the public about housing needs in the community and policy related to housing production, preservation, and protection; attend meetings as a City representative, as assigned.
• Support the Housing & Neighborhood Services Manager with implementation of the policies and programs in the City’s 2023-31 Housing Element. 
• Process housing and commercial loans and grants from application through construction completion and loan servicing; determine property improvement needs; originate loans; prepare specifications and coordinate project bidding and management stages; conduct progress inspections and authorize disbursements; mediate disputes between the property owner and the contractor.
• Publicize and prepare marketing information for the City's various housing and redevelopment projects; meet with individuals and groups to disseminate such information.
• Conduct various studies and analyses regarding project feasibility and economic returns; prepare statistical, financial, environmental, and other technical analyses and reports.
• Assist with the acquisition and disposal of real property; assist in the administration of the resale program for City sponsored affordable housing.
• Maintain accurate records and files of assigned projects and cases; monitor funds expended; prepare a variety of periodic and special reports related to grant, loan and City sponsored programs; may provide input into annual budget requests and assist with monitoring the budget.
