The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The Administration Division of HSD specifically supports a robust grants program that administers federal and local funding that addresses the needs of lower income Fremont residents. The Department receives approximately $2.2 million in annual federal funding from the Department of Housing and Urban Development (HUD) and an additional $800,000 in local funding to administer to non-profit and community agencies that provide vital services to Fremont’s most vulnerable residents.

The Position

The Senior Accounting Specialist is responsible for a variety of advanced level fiscal clerical assignments. This position provides administrative support of federal Community Development Block Grant (CDBG) and HOME Investment Partnership Programs (HOME) programs related to affordable housing and services to low income residents.

Examples of Job Duties

• Prepare and execute contracts for CDBG, ESG, HOME, and SSG Grant Programs.
• Provide contract administration/clerical support, which includes keeping and maintaining detailed records and information required by federal grant programs.
• Prepare and execute purchases orders, process invoices, and keep grant accounting records.
• Provide support of the CDBG Citizen Advisory Committee (CAC) meetings and provide assistance through the coordination of the meeting schedule, preparation of meeting agendas, summary notes of meetings, and other materials (requires evening attendance).
• Assist in the Request for Proposal (RFP) Process for all grant programs and provide assistance in operating Zoom Grants for the intake, review, and final scoring of grant proposal applications.
• Provide customer service assistance to subgrantee agencies for a variety of contract administration needs.
• Prepare, organize, and maintain records needed to help programs meet audit requirements.
• Process CDBG Rehabilitation loan payoff and subordination requests. Research and analyze loan agreement regulations on a case-by-case basis.

  Position & Duties

Parks Recreation and Neighborhood Services department (PRNS) is recruiting to fill multiple full time, and potentially some part-time Community Activity Worker positions in the Community Services Division to support the BeautifySJ and Project Hope programs.

   About BeautifySJ and Duties:

BeautifySJ is the home of the City of San Jose’s blight reduction and encampment management programs and services. BeautifySJ works to address and prevent blight including graffiti removal, coordinating neighborhood litter clean-up events and dumpster days and removing illegal dumping. Encampment management services include weekly trash services and abatement activities to ensure that locations and conditions of encampments are cooperative and complying.  

Community Activity Worker job duties for BeautifySJ are focused on providing direct support to address litter/trash related blight in neighborhoods, waterways, and/or encampments.  Duties include setting up, planning and attending resource fairs and neighborhood-based outreach events (e.g. “dumpster days”), developing working relationships with schools, volunteers, internal and external stakeholders and non-profit partners. Job duties also include assisting Community Coordinators with behavior change and encampment engagement strategies including but not limited to   conducting site assessments, removing trash and debris from identified active encampments, submitting outreach requests and working directly with the unhoused community.  You are encouraged to apply for work in this program if you want to work with communities to empower residents to take pride in our City.

 About Project Hope and Duties:

Project Hope is a neighborhood engagement and empowerment initiative focused on nine neighborhoods in San Jose.  Organized into operational teams, Project Hope staff are assigned to specific neighborhoods, where they assist residents to address the conditions and circumstances that exist due to systemic racism such as crime/violence, blight, lack of trust, marginalization, and inadequate services. Project Hope supports residents to create new neighborhood associations or reinvigorate existing ones, develop the organizational and capacity building skills to better utilize and reach key City, and other public/private resources to address ongoing quality-of-life issues.

Community Activity Workers in Project Hope build strong relationships with residents, partners and community. Assist  neighborhood associations/board members with planning for meetings and events. Inform residents of City services, assist neighborhood associations in building strong relationships with City of San José departments and other local government agencies.  Provide in-service trainings and workshops for community leaders to ensure self-sustainability of the neighborhood association.  Applicants should enjoy spending time in the communities directly engaging with residents (e.g. canvassing, door-to-door outreach & surveying), planning and attending community events, bringing people together for positive results, teaching residents how to engage with City and other public/private partners to address neighborhood/community issues.

 Job duties for Community Activity Workers in any of our programs include, but are not limited to:

•         Develops and presents written materials and makes public presentations to inform people about programs and encourage participation.
•         Participates in planning and coordinating in-service training and development of program aids and materials.

The City of San Bruno Community Services Department is seeking a Food Services Coordinator to coordinate the lunch program and assist in the planning, organizing, coordination, and administration of community recreation programs for age 50-plus adults. The position works under the supervision of a Recreation Services Supervisor.

This position will perform food service management, food preparation, cooking, menu planning following Aging and Adult Services (AAS) guidelines; kitchen sanitation procedures, and routine cleaning of the kitchen appliances; purchase necessary supplies from vendors, keep detailed records of expenses and meals served, maintain food and supply inventory list. The position will also assist senior center staff in the development, scheduling, and implementation of a variety of fun lunch time activities and programs, such as the “Variety Show” and “Spring-Time Fun.”

The ideal candidate will be a dynamic individual who can follow recipes, plan and organize menus; prepare food in large quantities and manage kitchen operations to meet a fixed preparation and serving schedule; calculate ingredients and prepare required food quantities with minimum waste; follow safety practices, sanitation requirements and health code rules; maintain a variable work schedule based on needs of program and community center; follow oral and written instructions, and communicate effectively both orally and in writing. Ideal candidate will also be able to safely operate kitchen tools and equipment, including proper use of knives, scissors, and other cooking tools; serve as an Emergency Disaster Worker and respond to other emergencies as needed; supervise and manage employees; demonstrate sound judgement, timeliness, initiative, and independence.

Examples of the essential duties and responsibilities include:

• Perform food service management, food preparation, cooking, menu planning following Aging and Adult Services (AAS) guidelines, and kitchen sanitation procedures and routine cleaning of the kitchen and all appliances. Provide quarterly nutrition education.

• Work with various government agencies on regulations, training, and education surrounding food safety, nutrition, and other guidelines.
• Maintain a variable work schedule based on needs of program and community center.
• May perform needed custodial and general maintenance work as required.
• Perform related duties as assigned.

The Food Services Coordinator will possess the following:

• Associate of Arts (AA) or Associate of Science (AS) Degree from a two-year college or university with a degree in hospitality management, culinary arts, institutional food preparation management, or a closely related field or Certificate in Culinary Arts from an accredited culinary school.
• One year experience in institutional food preparation management or related experience.
• Additional experience and training in institutional food preparation, community center use, nutrition, menu planning, and food preparation is desirable.
• Ability to obtain and maintain valid California State Driver’s License.
• Ability to obtain and maintain the following by the end of the probationary period:
  • First Aid and CPR Certification
  • California State certification in food safety (equivalent to the ServSafe Certificate).

DISTINGUISHING CHARACTERISTICS:

The Administrative Assistant is the journey level in the Administrative Assistant series, in which employees are assigned the full scope of duties in an assigned department with only occasional instruction or assistance as unusual or unique situations arise. Incumbents perform a full range of administrative support duties, including organizing and coordinating workload; preparing reports; coordinating and assisting with the development of technical documents; and explaining Town ordinances, all requiring considerable department/program knowledge. THE POSITION:

The Library and Recreation Department (Child Care Division) is recruiting for a full-time Child Care Instructor II position in their Preschool Programming at Parkside Preschool.  Under the supervision of the Child Care Center Director, this position will provide developmental care and supervision to children enrolled in the childcare program; implement age appropriate curriculum for children; establish and maintain supportive relationships with children and parents; and other related duties as assigned.

• Retrieve and review daily crime reports for accuracy prior to submission to the District Attorney.
• Operate and organize a Department Records Management System to retrieve information such as searches for names, incidents, reports, and calls for service.
• Disseminate records information to department staff, outside law enforcement agencies, the public and other employees according to established laws and guidelines.
• Keep current on continuous changes and additions in report release requirements.
• Handle citizen complaints at the reception counter and on the telephone.
• Assist in training new and other assigned personnel.
• Perform record checks for authorized agencies in strict accordance with the law.
• Process vehicle release forms and collect fees.
• Process mail and order supplies.
• Purge department and citywide files as required.
• Assist in developing procedures.
• Perform other duties as assigned.

If assigned to the Property Unit, duties may include but not limited to:

• Receive and maintain the chain of custody and integrity of, and safely store evidence, found property, and property held for safekeeping.
• Advise staff on proper packaging and submission procedures.
• Conduct inventories and audits of property and evidence.
• Release property to the public or the legally authorized persons in accordance with disposition forms, court orders, or stipulations.
• Check out items needed for court, investigations, and forensic testing; share evidence needed for investigation or review; transport items to and from laboratory and maintain strict records of chain of custody.
• Testify in court to verify chain of custody records of evidence.
• Make arrangements for auction of unclaimed property.
