What You'll Do

The Senior Accounting Assistant supervises and performs responsible technical and clerical accounting work involving the maintenance of financial or statistical records in the Finance Department. This is the advanced journey level class in the Accounting Assistant series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this including supervising and coordinating all of the accounting clerical work of a major department or Citywide functional area and the responsibility for integrating such work with changing accounting practices and electronic data processing capabilities.

Some duties may include: 

• Maintain accounting records or systems such as accounts payable, accounts receivable, payroll, bond accounting, or charge backs.
• Recommend and assist in the implementation of goals and objectives; establish schedules and methods for accounting related functions; implement policies and procedures.
• Open and close accounts; maintain various ledgers, registers and journals according to established account classifications.
• Audit invoices; verify encumbrances; research discrepancies; approve payments and post to the proper account.
• Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
• May operate cash register, reconcile checking accounts, and perform general clerical duties such as typing and filing.
• Initiate accounting transfers.
• Reconcile general ledger accounts with various registers.
• Prepare a variety of financial statements and statistical reports.
• Plan, prioritize, assign, supervise and review the work of staff involved in assigned area; evaluate work of staff and review data input to verify accuracy.
• Assign and supervise the work of subordinate personnel, including shifting assignments in order to provide cross training and meet prescribed deadlines and schedules.
• Evaluate the work load of subordinate personnel and modify it as necessary to comply with changing departmental needs and changing electronic data processing capabilities.
• Manage the City’s procurement processes, such as process purchase orders, supplier contracts, change orders, yearly rollover and review.
• Assist with the maintenance of the City’s budget and development of budget documents.

The Senior Accounting Assistant receives general supervision from higher level management staff and may exercise direct supervision over other clerical positions.

7. Collect information from a variety of documents pertinent to assigned division; compile data for reports; prepare routine reports as required.

8. Maintain and monitor records and files; follow up on due dates; perform other monitoring functions to ensure timely completion of work.

9. May take and prepare meeting minutes as necessary.

10. Perform related duties as assigned.

SUMMARY DESCRIPTION

Under direct supervision (Assistant Engineer) or general supervision (Associate Engineer), performs professional and technical engineering work in design, land development, or capital improvements.

DISTINGUISHING CHARACTERISTICS

Assistant Engineer - This is the entry level class in the engineering series. Positions in this class possess the applicable educational and training background required of classes in the engineering series, yet typically have only limited or unrelated work experience. The Assistant Engineer class is distinguished from the Engineering Associate by the performance of less than the full range of duties as assigned to the journey level class within this series. This class is typically used as a training class. Incumbents work under direct supervision while learning job tasks.

Associate Engineer - This is the journey level class in the engineering series. Positions in this class possess the applicable educational background and work experience required for classes in the engineering series. The Associate Engineer is distinguished from the Assistant Engineer by the performance of the full range of duties with only minimal instruction or assistance. Incumbents work independently, seeking assistance only as new or unusual situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Engineer class.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.       Perform professional and technical engineering work relative to assigned area of responsibility, such as design, land development, and capital improvements.

2.       Design and prepare plans and specifications for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects; research project design requirements; perform calculations and prepare estimates of time and material costs.

3.       Answer inquiries from realtors, developers, engineers, and the general public.

4.       Develop revised design and construction standards for public works structures and appurtenances.

5.       Serve as construction inspector to ensure compliance on City projects, subdivisions, and encroachments.

6.       Investigate field problems affecting property owners, contractors, and maintenance operations; resolve problems or refer as appropriate; coordinate or perform field work associated with infrastructure projects.

7.       Administer contracts; coordinate and review the work of outside consultants; review and recommend payments and billing for contracted services related to assigned projects.

8.       Write legal descriptions for right of way and easement dedications.

9.       Issue encroachment, water, and sewer permits.

10.    Request and participate in the collection of survey and mapping data.

POSITION

Perform routine non-hazardous police office activities.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

The Ideal Candidate will possess an in-depth knowledge of Law Enforcement organizational structure. Logs subpoenas; collects, posts, and distributes department mail.  Answers a multi-line telephone system, providing information or routing calls to appropriate individuals. ESSENTIAL JOB FUNCTIONS

QUALIFICATIONS

Education:  High School diploma or equivalent.

Experience:  One (1) year of general administrative office work experience OR six (6) months of administrative office work in a law enforcement agency. Prefer experience with substantial public interaction.

License or Certificate:  Possession of a valid California driver’s license required upon hire.

The Capital Project Manager I-II (CPM I-II) is part of the Engineering & Construction department at Midpen and we have two vacancies. The Capital Project Managers work on the development and implementation of a wide variety of capital improvement projects to increase public access and enjoyment of Midpen lands. While both positions will emphasize capital project management, one will focus on construction management and the other will focus on design. Capital Project Manager I is an entry-level position.  The incumbent will have acquired capital improvement, open space planning and design, land use, natural resource protection, and/or public administration experience, or equivalent education and training.  Assignments are generally limited in scope and set within procedural frameworks. The CPM I is assigned to manage small-scale projects or in support of larger scale projects managed by experienced Capital Project Managers.

Capital Project Manager II is the first experienced-level class in the Capital Project Manager series.  The incumbent performs the basic range of engineering review and construction management duties and/or conceptual design in the following areas: capital improvement, open space / public access, land use, and natural resource protection. The CPM II typically performs most of the duties required of the CPM III but are not expected to function at the same skill level.  Applicants with construction inspection, civil engineering, landscape architecture, project management, and/or construction management backgrounds are highly desired.

Work Environment/Conditions:  This position is part of the Engineering and Construction Department at the Midpen’s offices in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position.

ABOUT THE POSITION

The City of Gilroy is currently recruiting for a full-time Senior Civil Engineer for the Engineering Division of the Public Works Department. The Senior Civil Engineer will work under the direction of the City Engineer and/or the Public Works Director and will lead the Capital Improvement Program (CIP) Section. The Senior Civil Engineer classification is an exempt, mid-management level position.

Public Works CIP projects involve planning, design, coordination with end users, bid package preparation, and construction management. Therefore, exceptional organizational and project management skills are imperative to achieve department and City goals. Additionally, successful performance requires the ability to independently implement programs, projects, and policies in conformance with generally accepted standards, including possessing thorough knowledge of contract administration, project management principles and supervisory practices.

The Senior Civil Engineer will manage assigned staff and consultants and assist with budgeting tasks within the Engineering Division. Furthermore, the Senior Civil Engineer will provide and participate in critical team leadership to ensure that all engineering services, goals, projects, and initiatives meet the high-performance standards of the Department and City.

This is a department head position und the direction of the City Administrator and coordinator of the City’s efforts in promoting community and economic development. The incumbent reports to the City Administrator who also serves as Executive Director of the Successor Agency to the Redevelopment Agency. The incumbent serves as liaison with local, state and federal economic development agencies, and brings various program activities together into a City-wide coordinated and planned economic development strategy. The Community and Economic Development Director acts with a high degree of independence of action in the assigned area of responsibility to attain objectives according to policy guidelines. The incumbent is expected to develop methods and procedures and solve problems encountered. Except where a deviation in policy is involved, most work is not reviewed directly by supervisor and when work is reviewed, the review is directed toward final outcomes and results

The Director will direct and coordinate the City's economic development efforts that may include financing, site selection, supplemental outreach recruitment and existing business expansion and development entitlement assistance. Prepares and recommends the City's economic development policy goals and implementation plans. Serves as a liaison with local, state and federal agencies responsible for economic development activities. Manages developer selection process and negotiates developmental agreements for commercial and industrial projects. Manages permit processing, planning, building plan checking and inspections, code enforcement, historic preservation and development engineering. Directs research and preparation of various reports, proposals, and studies. Chairs committees comprised of key employees from other city departments in order to respond in a coordinate manner to the development needs of applicants. Represents the City at various meetings. Performs related work as required. 

ESSENTIAL RESPONSIBILITIES: The essential responsibilities of the director are to have knowledge of principles and practices of economic development efforts that may include financing, site selection, business outreach and recruitment, existing business expansion, and development entitlement assistance methods and techniques of permit processing, building inspection and code enforcement; laws, ordinances and regulations governing the operation of municipal government; management theory and practice; spelling, grammar and punctuation; appropriate safety precautions and procedures. 

Have the ability to plan, organize and administer comprehensive economic development programs; coordinate a task force designed to respond to developmental needs of applicants; prepare comprehensive reports, make effective oral presentation and maintain effective public relations; exercise good judgement in the handling of municipal affairs; formulate and administer budget; operate a vehicle observing legal and defensive driving practices; establish and maintain effective relationships with those contacted in the course of work; deal with a wide variety of planning, building and code/zone customers and reaching a satisfactory resolution to difficult and complex problems; maintain confidentiality and determine what information can be dispensed; coordinate with various departments for plans and permits review; manage the performance of others in the department with regards to scheduling inspections, computerized data entry, permit issuance, public relations, complaint, planning and community and economic development conditions and monetary follow-up.

PREREQUISITES: This position requires equivalent to a Bachelor’s degree from an accredited college or university with major course work in business administration, urban planning, economics or a closely related field.

A Master’s degree in one of these fields is desirable.

SENIOR CIVIL ENGINEER

SUMMARY DESCRIPTION

Under the general direction of the Assistant City Engineer or City Engineer this is the professional engineer classification responsible to perform complex engineering calculations and to review development maps and plans for compliance with Federal, State and Municipal Codes and specifications.

DISTINGUISHING CHARACTERISTICS

This is position is the advanced journey level class in the engineering series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing direct supervision over assigned personnel including Assistant or Associate Engineers. Positions in this class are flexibly staffed and are normally filled by advancement from the Associate Engineer class.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Participate in the development and implementation of goals and objectives; implement policies and procedures related to the engineering division. 2. Assist City Engineer in the preparation and monitoring of the capital improvement program. 3. May provide direct supervision as assigned by City Engineer to professional and technical engineering staff within the engineering division; assign daily work and monitor work progress; evaluate work in progress and provide training and technical assistance. 4. Administer development reviews for site plan approval for streets, utilities, tentative final subdivision and parcel maps. 5. Administer public works construction contracts, supervise quality and exercise control on all public works projects; supervise and perform preparation and maintenance of all required legal descriptions and documents necessary to acquire land, rights of way; and easements; process encroachment requests into City Easements and rights of way. 6. Supervise, oversee and participate in the development of Civil Engineering designs and plans including the calculation of the quantity, quality and cost of materials and the development of specifications related to the assigned project. 7. Participate in the review and approval of subdivision plans; ensure that public improvements comply with City standards, applicable codes, local, federal and state legislation, as well as sound engineering practices. 8. Provide administrative and engineering assistance to developers, contractors, consultants, other agencies and the general public to resolve complaints and problems and ensure successful project completion.

Assist in budget preparation and administration; maintain budget records and work performance records. 13. Prepare RFP's for design services of different projects. 14. Prepare legal descriptions related to City rights of way and easements. 15. Prepare comprehensive contracts related to construction projects including construction standards, specifications, project schedules and payments plans. 16. Provide information to the public, respond to and resolve citizen inquires and complaints. 17. Perform contract administration and construction management of Capital Improvement Projects. 18. Supervise and oversee survey and construction inspection activities. 19. Direct the preparation and filing of documents and maps related to the assigned area of responsibility. 20. QUALIFICATIONS The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of: Engineering principles, programs, procedures, practices, forms, and techniques pertinent to functions within the Engineering Division. Laws and regulations governing the formation of assessment districts and public works construction. Budgeting as practiced in public agencies. Recent developments, current literature and sources of information regarding engineering functions applicable to the Engineering Division. Principles and practice as applied to computer usage, including but not limited to Auto CAD, spread sheet programs and word processing programs. Basic principles and practices of project management. Ability to: Prepare plans and drawings neatly and accurately. Make engineering design calculations and check, design and prepare engineering plans. Provide skill in the preparation and presentation of clear and concise written and verbal reports. Deal effectively with engineers, developers, contractors, property owners and general public. Understand and interpret engineering construction plans, specifications and other contract documents. Perform technical research and solve difficult engineering problems.

Conduct comprehensive engineering studies and analyses and prepare reports with appropriate recommendations. Ensure project compliance with State, Federal, and local rules, laws and regulations. Interpret and apply pertinent laws, rules and regulations. Provide direct supervision and training to assigned personnel. Communicate clearly and concisely, both orally and in writing. Establish and maintain cooperative working relationships with those contracted in the course of work. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: A Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. Experience: Five years of increasingly responsible professional public works engineering experience or two years as an Associate Engineer in the City of Ceres, including lead work or supervisory experience. License or Certificate: Possession of an appropriate, valid driver’s license, to be maintained as a condition of continued employment. Possession of a certificate of registration as a Professional Civil Engineer in the State of California is required. If licensed in another state, must obtain California Professional Civil Engineer within six months of appointment.
