The County of San Mateo’s Information Services Department seeks a qualified IS Technology Business Analyst II.

Under general supervision, this position performs complex and technical systems maintenance, operational duties, and/or modification of application systems; serves as a liaison between system users and information technology staff, vendors, and service providers; provides technical and analytical support and training to system users; performs system administration functions to ensure security and effective operation; develops and maintains a variety of automated files, records, and databases; prepares and distributes new procedures, training materials, and a variety of scheduled and adhoc reports; and performs related work as required.

CLASS CHARACTERISTICS

IS Business Analyst II: This is the journey-level class in the IS Business Analyst series responsible for serving as a liaison between system users and information technology staff, vendors, and service providers. Responsibilities require the use of tact, discretion, and independent judgment and to have full and thorough knowledge of the concepts, practices, procedures, and policies of assigned function. This classification is distinguished from the IS Business Analyst III by the complexity and size of the applications supported and the amount of discretion exercised over problems and resolutions, as well as the latter serves as a technical leader and subject matter expert in specific area(s).

This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan.

Qualifications

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education: Equivalent to graduation from a four-year college with major coursework in public administration, business administration, information systems, or closely related field. Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Experience:

IS Business Analyst I: One (1) year of experience a position that would provide knowledge of department-specific programs, processes, and/or operations and specific to the specialty area assigned which includes report design, writing, and generation; business analysis; technical writing; system administration; vendor relationship management; and/or departmental information security.

IS Business Analyst II: Three (3) years of responsible experience in a position that would provide knowledge of department-specific programs, processes, and/or operations, including at least one (1) year of experience in the planning, implementation, oversight, and/or utilization of automated information systems and applications used to support departmental activities and specific to the specialty area assigned which includes report design, writing, and generation; business analysis; technical writing; system administration; vendor relationship management; and/or departmental information security.

The Finance Department is currently seeking to fill one (1) full-time Investigator Collector I/II vacancy in the Revenue Management division. If you are interested in this position, please apply!

The mission of the Finance Department is to strategically manage the City of San José's financial resources for all stakeholders.
The Finance Department has five core divisions:

The Finance Department works in partnership with the departments of Human Resources, Information Technology, and Public Works as the City's Strategic Support City Service Area to effectively develop, manage, and safeguard City fiscal, physical, technological, and human resources to enable and enhance the delivery of City services and projects. The Finance Department has a $26.2 million operating budget and 130 budgeted full-time equivalent (FTE) positions. The Investigator Collector I/II provides a significant level of support to the City's Revenue Management utility billing services. This position reports to a Senior Analyst and is responsible for timely collection of revenues due to the city. The essential duties of this position include, but are not limited to:

• Collect delinquent accounts and other fees related to Muni Water, Recycle Plus and Storm & Sanitary.
• Collect on Environmental Services Department accounts through the City's Revenue Collection system (RevQ)
• Cross reference between data sources to ensure accuracy and completeness.
• Send delinquent accounts to collection agency.
• Ensure payments are received for Homeowner Associations (HOA)s, city owned properties and government accounts.
• Review outstanding debts to issue requests for payment or letters of satisfaction.
• Interpret City policies and procedures, including City Ordinances and other various City municipal codes.
• Prepare and present delinquent invoice cases in Small Claims Court on behalf of the city.
• Participate in Appeals Hearing Board meetings on behalf of the city.
• Conduct internal audits, as needed.
• Produce Quarterly reports.
• Issue, review, and monitor payment arrangement agreements.
• Administer lien process for delinquent solid waste accounts
• Responsible for Special Assessment 0803 Garbage Liens sent to Property Tax
• Collect on active accounts (Muni Water, Recycle Plus, and Storm & Sanitary). This can include, but is not limited to, Commercial Muni Water accounts and HOA's, as these accounts are more complex to terminate or lien.
• Review and approve low income / vulnerable customer registrations.
• Process and review Late Payment Charges (LPC), notices of termination, and water shutoff notices.
• Investigate prior billings Muni Water and Single Family Disposal(SFD)
• Assist internal and external customers on questions and concerns
• Other Investigator Collector duties, as needed

Investigator Collector I

• Education and Experience: Two (2) years of undergraduate course work from an accredited college or university (equivalent to 60 semester units or 90 quarter units) and two (2) years of experience dealing with the public in enforcement, inspection, investigation, or customer service.
• Licenses and Certification Requirements: Valid California Driver's License (Incumbents may be required to use their personal vehicles in performing the job duties.)

Investigator Collector II

• Education and Experience: Any combination of training and experience equivalent to two (2) years of undergraduate coursework from an accredited college or university and two (2) years of experience comparable to that of an Investigator Collector I.
• Licensing and Certification Requirements: Certification as a Revenue Collection Officer (CRO) and a Valid California Driver's License (incumbents may be required to use their personal vehicles in performing the job duties).

The Department of Public Works is responsible for delivering capital improvement projects for a wide variety of City facilities and infrastructure, maintaining City facilities and fleet assets, facilitating and regulating development activities, and providing animal care and services. The Department is committed to high-quality service, partnering with the community, and providing an excellent environment in which to work.The City of San Jose, Animal Care and Services Division is seeking Veterinarians to work at the Animal Care Center, including one Full-time, part-time, and/or relief in either/or, shelter medicine and/or the shelter's public high quality, high volume spay/neuter clinic. The Animal Shelter Veterinarian may perform all aspects of shelter medicine in a large animal shelter. Duties may include routine spay/neuter surgeries on cats, dogs, and other animals as indicated. This position provides direct care and treatment of homeless animals entering the City of San Jose's Animal Care Center.

In addition, this position is required to diagnose, treat, and/or recommend euthanasia. Registered Veterinary Technicians will be assigned to assist this position with the preparation and post-surgery processes of spay/neuter and other surgical procedures. This is a position reporting to the Shelter Manager of Animal Care and Services. This classification is represented by City Association of Management Personnel (CAMP).
Duties may include, but are not limited to the following:

• Directs, coordinates and performs the screening, diagnosis, and basic and emergency medical treatment of animals in the shelter.
• Performs or supervises the visual monitoring of impounded animals, including those that may be isolated or quarantined for signs of illness or unusual behavior.
• Performs surgical procedures, including spay/neuters and vaccinates animals to prevent diseases.
• Maintains accurate medical records of animals.
• Effectively communicates the condition and status of animals with staff, public and animal groups.
• Advises staff on matters within the veterinary field.
• Orders, maintains and controls the drugs used at the shelter and in the field.
• Trains appropriate staff in administering first aide and vaccinations to animals, the performance of euthanasia and other paramedical duties.
• Performs and directs staff to perform euthanasia of animals that are irremediably suffering from serious illness or severe injury, as necessary
• Ensures that shelter staff participates in a comprehensive disease prevention program for the animal shelter.
• Participates in special spay/neuter or vaccination clinics.
• Supervises staff to include: prioritizing and assigning work; providing technical guidance to staff; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
• Ensures compliance of activities to codes and all legal regulations.

Physical Requirements
Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds while handling animals and equipment. Employees may be exposed to cold and hot temperatures, loud noises, odors, dust, air contaminants, blood borne pathogens while using hypodermic needles on animals and may be exposed to animal scratches and bites.
Education

A degree from an accredited college or university in Veterinary Medicine.

Licensing Requirements (such as driver's license, certifications, etc.)

• Valid California license to practice veterinary medicine in the State of California is required.
• Ability to register with the Drug Enforcement Administration for controlled substances.

The CPM I is assigned to manage small-scale projects or in support of larger scale projects managed by experienced Capital Project Managers.

Capital Project Manager II is the first experienced-level class in the Capital Project Manager series.  The incumbent performs the basic range of engineering review and construction management duties and/or conceptual design in the following areas: capital improvement, open space / public access, land use, and natural resource protection. The CPM II typically performs most of the duties required of the CPM III but are not expected to function at the same skill level.  Applicants with construction inspection, civil engineering, landscape architecture, project management, and/or construction management backgrounds are highly desired.

Work Environment/Conditions:  This position is part of the Engineering and Construction Department at the Midpen’s offices in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position.

The Position
Utility Workers perform a variety of manual tasks such as building and grounds maintenance, minor equipment repair, and transportation of materials, and supplies in a locked facility.
 
As part of their duties, Utilities Workers assist the skilled trade workers including painters, carpenters, and engineers. Other duties include, but are not limited to: operating and maintaining equipment or hand tools used in the maintenance of buildings, grounds, and facilities; assembling, maintaining, and repairing equipment and furniture; providing complete custodial services to areas such as medical examination rooms, public restrooms, and lobbies; utilizing the assistance of and instructing incarcerated individuals, clients, or other staff to perform work; ordering and receiving supplies, tools, and equipment; delivering supplies to appropriate areas; digging holes, cleaning-out gutters or storm drains, and disposing of debris; operating a car, van, or light delivery vehicle to transport materials; operating and maintaining power tools, hand tools, and specialized equipment; and performing related duties as assigned.

Qualifications

Utility Worker I ($27.00 - $33.76/Hourly) is the entry or trainee level class in this series. Initially, under close supervision, incumbents perform the more routine duties while receiving on-the-job instruction and gaining practical experience. As experience is gained, there is greater independence of action within established guidelines. Incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

Utility Worker II ($28.48 - $35.60/Hourly) is the experienced journey level class in this series. Under general supervision, incumbents independently perform the full range of duties. All the positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances. Incumbents should demonstrate a thorough knowledge of operations and procedures and the ability to independently accomplish day-to-day tasks under normal conditions and to instruct others.

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: One year of experience providing building and facility maintenance and minor equipment repair.

Knowledge of:

• Methods, materials, operations, tools, and practices used in moving, loading, arranging, and transporting materials, records, and supplies.
• Principles and techniques used in basic custodial services and minor equipment repair.

The City of Lincoln is hiring for the position of Financial Analyst in the Finance Division. Under general direction, the Financial Analyst performs a variety of professional duties in governmental budgeting, financial analysis and accounting involved in the formulation and maintenance of the City’s budget and develop budget documents; assist in planning and completing long range financial analysis; assist in administrative and technical support relative to the planning and organizing of the City’s financial programs.

DISTINGUISHING CHARACTERISTICS

The Financial Analyst is an advanced journey level class responsible for the full range of assigned duties. This classification is distinguished from the next higher classifications of Budget Manager and Finance Manager in that the latter positions are responsible for management of their respective divisions.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Budget Manager or Finance Manager and only occasional instruction from the Finance Director. May exercise direct supervision over professional, technical, and clerical accounting and administrative staff.

ESSENTIAL FUNCTIONS

• Ensure work is handled on a priority basis, organized, and completed in a timely manner, check for accuracy, completeness and conformance to applicable policies, rules and regulations.
• Calculate, analyze, and evaluate expenditures budgets to help department determine needs for future budget cycles.
• Perform activities related to the preparation and administration of the City’s budget and capital improvement plan (CIP).

• Participate in the monitoring of investment activities for City, bond, and other fiduciary agency portfolios.
• Participate in bond financing, review official statements; provide financial information, review bond disclosure requirements and annual report.
