The Department

The City of San José Information Technology Department (ITD) seeks a Cybersecurity Analyst (Enterprise Supervising Technology Analyst) to support new and existing initiatives in the Cybersecurity Office. The position will focus on Risk Mitigation as well as Identity & Access Management with exposure and support on all aspects of the Cybersecurity practice, including cross-support.

Work Environment:  This position is part of Administrative Services at Midpen’s office in Los Altos, California and reports to the IT Program Administrator.  The focus is on in-person support to our internal customers and therefore this position will work fully onsite, Monday through Friday and occasional evenings to support in-person public meetings The selected individual may work a 9/80 schedule depending on staffing levels and operational needs. The position will also require work at the various District field offices. Fieldwork will require driving District vehicles in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry.

DISTINGUISHING CHARACTERISTICS

Administrative Analyst I

The Administrative Analyst I is the entry-level class in the Administrative Analyst series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex support assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Administrative Analyst II and incumbents may advance to the higher-level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Administrative Analyst II

The Administrative Analyst II is the full professional level class in which the incumbent is expected to independently perform the full scope of administrative analysis and research on new and current program activities as assigned.  Take on additional duties as assigned.

ESSENTIAL FUNCTIONS

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

The GIS Specialist I/II is a data focused position that is responsible for creating, maintaining , and ensuring the integrity of enterprise GIS datasets in support of the Department of Planning, Building, and Code Enforcement (PBCE), as well as providing ongoing support for PBCE GIS projects and applications. Under the direction of a senior team member, the GIS Specialist I/II will maintain GIS datasets and interface with planners to identify and address mapping and geospatial analysis needs . Key responsibilities and duties may include but are not limited to the following:

• Produce, analyze , and present geographic information utilizing ArcGIS Pro, ArcGIS Online/Portal, and/or related software.
• Create and maintain enterprise GIS datasets using standard spatial editing tools and versioning. Interpret resources such as assessor's maps, discrepancy reports, Council-approved ordinances and resolutions, memorandums, and third-party data sources to enter graphic and attribute data into GIS while maintaining data integrity.

The County of San Mateo's Information Services Department seeks an IS Systems Specialist III to serve in the Security Division. As an integral part of the Security team, the IS System Specialist III will be responsible for system administration across a variety of platforms and services such as: Firewalls (Palo Alto); Intrusion Detection and Prevention (Palo Alto Threat Prevention and Wildfire); Endpoint Protection Suite/XDR; Security Orchestration Platform (XSOAR); Cloud Security services; XDR SIEM monitoring and management; Vulnerability identification and mitigation/remediation.

The position also requires support in ancillary systems that support IAM/ARM platforms such as SolarWinds, Active Directory, OKTA. Additionally, this position will perform intrusion event investigative and reporting activities as required. Similarly, incumbents in this class must regularly analyze requests for new system implementations and ensure that strategies are applied that support best practice security design and integration with existing security infrastructure. Furthermore, this position will be tasked with performing analysis and data production and reporting in support of any identified indicators of compromise, audit and policy compliance across the enterprise.

Qualifications

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of increasingly responsible experience in supporting and implementing information technology infrastructure and/or server administration and specific to the specialty area assigned which includes data center management, IT facilities management, storage and backup, server management and server operating systems, and/or configuration management and event management. Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Licenses and Certifications:

• Some positions may require possession of, or ability to obtain, a valid California Driver's License.
