DEFINITION:

The Administrative Services Technician is a journey level position in which the employee will be assigned a full scope of duties. Required activities of the position include preparing payroll; assisting with the administration of benefits; reviewing and editing reports; coordinating recruitments; assisting with the development of policies and maintenance of records; administering insurance claims; providing internal and external customer service; and other related duties as assigned.

DISTINGUISHING CHARACTERISTICS:

The Administrative Services Technician performs a variety of technical activities in support of the Administrative Services Department. Functions of the department include finance, human resources, information technology, and risk management.

SUPERVISION RECEIVED/EXERCISED:

This position receives general supervision from the Administrative Services Director. Incumbents in this class do not routinely exercise supervision over other staff.

ESSENTIAL FUNCTIONS:

Duties may include, but are not limited to, the following:

• Processes and distributes payroll including verification of timecards, personnel change orders, vacation and sick leave.
• Receives, researches and responds to questions from employees and supervisors and researches issues related to payroll, leave balances, and deductions.
• Prepares supporting payroll reports and payments to various taxing, financial, insurance, and retirement organizations.
• Prepare agendas and minutes for the Town’s Audit and Finance Committee.
• Serve as a Department’s livestream operator for the Town’s Audit and Finance Committee.
• Performs a variety of general office support work including assisting with budget document preparation, organizing and maintaining files, preparing correspondence, reports and forms, proofreading for accuracy and compliance with departmental policies and regulations.
• Receives, researches and responds to inquiries from the public and employees regarding recruitment, salary and benefit information, policies and procedures, employment verification and other human resource issues.
• Assists in the recruitment process; develops and posts job announcements; reviews and screens applications; works with departments to develop and administer selection tools.
• Provides new employee orientation, ensures completion of required paperwork; responds to questions regarding benefits and Town policies and procedures.
• Assists in the administration of Town benefits including the Town’s open enrollment process, making changes to employees’ benefits, and receiving and responding to questions regarding benefits.
• Prepares correspondence to employees regarding health plan changes/premiums and provides ongoing assistance regarding benefit changes.
• Researches and compiles compensation and benefit studies at management’s request.
• Assists in the preparation of documents for labor negotiations as requested.
• Supports Risk Management functions by ensuring vendor compliance with Town insurance requirements and the facilitation of workers’ compensation and other insurance claims.
• Prepares separation packages for employees.
• Administers and monitors the COBRA benefit program.
• Organizes employee wellness activities.
• Establishes positive working relationships with the public, representatives of community organizations, state/local agencies, Town management and staff.
• Performs other related duties as required that are not specifically listed in the job description but are within the general responsibility level associated with this class.

Definition

Under immediate supervision, learns and performs inspection of public works street, highway, bridge and tract right of way construction projects; performs related duties as required.

Class Characteristics

This entry-level classification in the Construction Inspector series reports to a Senior Civil Engineer through a Construction Coordinator in the Construction Inspection Section of the Public Works Engineering Division. It is characterized by the responsibility to learn and to inspect public works construction projects for compliance with codes and specifications. Incumbents' assignments, objectives and work methods are specified; issues of fact are referred to the supervisor; review of work is ongoing and responsibility for achieving work objectives rests with a supervisor. Incumbents' work will gradually be done on a more independent basis subject to occasional review in progress through questions/problems and consultation with the supervisor and the section head. It is distinguished from the next higher classification of Senior Construction Inspector by the latter's technical expertise, performance of fully qualified journey level work with a minimum of supervision, and responsibility to provide training and technical expertise to Construction Inspector incumbents.

 

Essential Functions

• Reviews construction plans, specifications, encroachment permits, and other plans affecting assigned projects.
• Participates in meetings to discuss construction details and resolves issues with contractors and other agencies.
• Conducts on-site inspections of construction materials, grade elevations, underground facilities, construction safety precautions, minor concrete structures, street light installations, traffic signal installations, traffic control devices, and erosion and siltation control installations to determine compliance with contract plans and specifications, and with city and other governmental regulations.
• Makes field measurements.
• Ensures conformance with applicable safety standards and regulations.
• Assists in coordinating materials testing.
• Identifies problems.
• Monitors the correction of project deficiencies.
• Identifies and recommends approval of necessary contract and/or plan adjustments to accommodate field conditions.
• Maintains daily diary and field records of material and quantities used.
• Calculates and recommends formal approval of appropriate progress payments to contractors for work completed.
• Investigates citizen complaints related to encroachment and/or grading violations.

Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge of: Surveying and construction staking (grade-setting) practices; standard construction practices including specifications, methods, materials and equipment; mathematics through plane geometry and trigonometry; methods and techniques of materials testing; soil types and characteristics; standard specifications and construction details book (both City and State); construction safety standards; OSHA and CalTrans Traffic Control Devices Manual; traffic safety.

Skill in: Driving an automobile on paved and unpaved surfaces; operating surveying equipment; and preparing field sketches.

Ability to: Evaluate quality of construction and construction materials; determine safety implications of construction techniques; perform mathematical calculations through plane geometry and trigonometry; read blueprints; read public works construction and topography maps and grading plans; determine and verify elevations using hand level and calculator; communicate effectively with individuals from a variety of cultural and socio-economic backgrounds both orally and in writing; resolve inter-personal conflicts; identify problems, evaluate alternatives and arrive at logical decisions; read and interpret complex regulations and technical documents, including plans and specifications; understand and use standard engineering and hand held tools used in Public Works Construction Inspection; learn city encroachment and underground ordinances.

Education/Experience

Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: Graduation from high school and four years experience in a field related to street/highway construction; 60 semester units of college education in engineering, construction techniques and methodologies or building inspection may be substituted for two years experience in construction.

The Public Works Department is made up of four divisions: Engineering, Building Inspection, Maintenance, and Environmental Services. The City Engineer will be a key leadership position oversees the Engineering Division, ensuring the efficient delivery of public works projects, transportation initiatives, and infrastructure improvements that enhance the quality of life for our residents.

The incumbent in this position will be instrumental in directing the planning, design, and construction of public infrastructure projects, overseeing both city-led developments and private sector contributions. This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department.

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements.
• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection.
• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Human Services Specialist (Family Partner) will work as part of a team with counselors and case managers to provide services to parents and their children in Fremont, Newark and Union City. The incumbent will provide peer support and assist families in navigating systems and accessing needed services while promoting independence and advocacy skills through a respectful and non-judgmental manner. The Family Partner uses their own personal lived experience and ensures that the family’s perspective is represented in the provision of all services which will be conducted in the child’s home or school, at Youth and Family Services’ clinic located at the Fremont Family Resource Center or in other community settings.

The General Maintenance Worker is essential to maintaining the cleanliness, safety, and overall appearance of our community spaces. This role involves a wide range of responsibilities, including:

• Field Preparation: Setting up and maintaining sports fields, including mowing, watering, infield grooming, mound/plate repair, edging and chalking the field
• Groundskeeping & Landscaping: General grounds maintenance, such as weeding, fertilizing, watering, pruning, and renovating landscaped areas.
• Facility & Equipment Maintenance: Performing minor repairs on facilities like fences and benches, ensuring all maintenance equipment is in good working order, and utilizing a variety of hand and power tools.

THE POSITION:

Under the general supervision of the Youth & Family Services Clinical Supervisor and the Community Services Manager, the Intervention Counselor provides crisis intervention, individual and family counseling; identifies appropriate referral services to youth, families and individuals.

CLASS CHARACTERISTICS:

Intervention Counselor is a journey-level professional classification. Incumbents perform the full range of counseling duties within the Community Services division. Incumbents in this position receive occasional instruction as new or unusual situations arise. The Intervention Counselor is distinguished from the Clinical Supervisor in that the latter is responsible for overseeing clinical work, providing direct supervision to clinical staff and interns, responsible for ensuring counselors follow professional guidelines, establishes processes and procedures for the clinical side of the division, researches and provides appropriate training, and is the primary liaison with the school district and police department in regard to referrals, counseling, and crisis support. While the Intervention Counselor provides direct counseling, run group counseling and workshops, and provides intervention services and supportive tools and resources to clients.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following: 

• Provide individual, family and group counseling to children, adolescents, and adults using a variety of therapeutic and counseling techniques. 
• Provide crisis intervention services around a variety of issues including: incorrigible youth/status offenders, child/adult abuse, domestic violence, trauma, individuals experiencing mental health issues, and families in conflict; may conduct visits at homes, schools, and juvenile detention centers. 
• Conduct assessments to identify appropriate resources, provide referral services and connect clients with additional services as needed.

The City of Hayward is currently looking to fill one (1) Utility Worker-Water vacancy in the Water Division of the Public Works & Utilities Department. The Utility Worker performs a variety of semi-skilled tasks requiring a limited knowledge of water and sewer facility installation and maintenance activities. The duties assigned include physical labor and are frequently routine but are more difficult or skilled than work performed by Laborers. The operation of various types of light and moderately heavy automotive or other power-driven equipment as a regular assignment is characteristic of this class.

Experience: One (1) year of experience in the construction and maintenance of water facilities, involving the use of dump trucks, loaders, jackhammers, or related equipment.  

Education: Equivalent to completion of the twelfth (12th) grade. 

License: Licenses and Certificates: Possess upon appointment a valid Class B California Driver's License with a Tanker Endorsement. Depending upon assignment, a valid Class A Driver's License may be required. Must possess at time of appointment, a California State Water Resources Control Board D-1 Water Distribution Certificate.
