THE DEPARTMENT & DIVISION
The Department of Public Works (DPW) is responsible for maintenance activities along approximately 92 miles of public right-of-way. It strives to improve, develop, and maintain public infrastructure essential to the safety, mobility, and quality of life for Orinda citizens. The DPW operates with an approximate annual operating budget of $5 million and has 17 staff members. The Department also administers a CIP budget of approximately $14 million. DPW’s organizational structure consists of two divisions: Engineering Services, and Maintenance & Facilities Services.

The Maintenance & Facilities Division is responsible for the repair and improvement of city-owned public infrastructures including stormwater drainage, roadway, traffic, and pavement, and for coordinating with vendors and contractors on large maintenance and landscaping projects. The Division operates with an approximate annual operating budget of $3.4 million. The Division’s recent reorganization now includes the integration of the maintenance operations of the Parks & Recreation Department, which covers the following buildings and parks:

THE JOB
The Maintenance and Facilities Superintendent is responsible for ensuring that municipal buildings and public facilities are maintained to high standards, remaining safe and functional for employees and the public. The Superintendent will oversee a direct staff of two supervisors, up to eight indirect reports, and the Division’s annual budget. This role involves managing contract and project activities, including multi-year park and landscape maintenance contracts (currently with MCE corporation), multi-year janitorial services, facilities maintenance projects in the Capital Improvement Program (CIP) and long-term maintenance and repair plans for city-owned buildings, streets, storm drain systems, parks, trees, and landscaping. The Superintendent will coordinate with City departments and external contractors; assess and prepare contract documents; participate in vendor selection; administer contracts and evaluate contractor performance; and review and approve billings. Responsibilities also include programming building maintenance, prioritizing tasks, managing safety trainings, coordinating emergency responses, and ensuring regulatory compliance, including adherence to ADA accessibility regulations. Under the direction of the Director of Public Works, the Superintendent will coordinate activities and operations to allocate resources effectively. They will thoughtfully balance daily operational tasks and long-term strategy, ensuring alignment with community needs and goals.

MINIMUM QUALIFICATIONS:

Any combination equivalent to education and experience is likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be:

• Experience: Five (5) years of increasingly responsible experience in building maintenance, facility management, construction management, public works operations or related activity including two (2) years of supervisory responsibility.
• Education: Possession of a bachelor’s degree from an accredited college or university in civil engineering, construction management, architecture, public administration or a related field.
• Possession of a valid California Driver's license with a demonstrated history of safe driving.

Role description

MAINTENANCE WORKER (Full time)

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. Maintenance Workers II may also be expected to assist in the supervision and training of less experienced personnel.

ESSENTIAL JOB FUNCTIONS

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City park and recreation sites as needed. Water, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular and consistent attendance.

 

OTHER JOB FUNCTIONS

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Works as a member of the City pest control crew spraying various fertilizers, herbicides, pesticides, and other related chemicals in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, conduits, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves.  Work cooperatively with others. The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Position 

Under direct supervision of the Natural Resources Specialist and general supervision of the Parks Supervisor and/or Parks Program Manager, the Natural Resources Aide performs a variety of tasks and maintenance activities, including the removal of invasive plants, installation of native plants, trail repair, erosion control, and other related duties as assigned.

This entry-level classification will perform maintenance and labor tasks in support of habitat management and restoration activities under the Sign Hill Habitat Restoration Project. Work may be performed independently or as a member of a crew. Depending upon assignment, work is performed under close to general supervision. Work is reviewed while in progress and by the results achieved. Incumbents may provide limited work direction to temporary or volunteer workers.

Midpeninsula Regional Open Space District (Midpen) has an excellent career opportunity for an experienced and motivated Field Resource Specialist who will plan, organize, manage, oversee, and participate in the implementation of vegetation management, fuel reduction, and natural resource protection and restoration projects on Midpen lands. The Field Resource Specialist participates in long-term and short-term project planning, grant application and administration, coordinates assigned activities with other Midpen departments and outside agencies. This position will supervise staff and will direct consultants, contractors, and volunteers to assist in completing this work. Supervisory and administrative tasks will include budgeting, project management, setting priorities, and providing guidance to multi-disciplinary teams. • Field Resource Specialist will report to the Foothills Field Office (FFO) in the Rancho San Antonio Open Space Preserve in Cupertino, CA, to the Foothills Area Manager.

About the Position:   The Field Resource Specialist is an exempt/salaried position, which is responsible for administering the principles and practices of public land management including: open space or undeveloped park maintenance, resource management including resource protection, managing budgets, prioritizing work tasks, and responding to public; stakeholder agencies; and other department inquiries. The Field Resource Specialist directs the day-to-day implementation of fuel reduction and vegetation management goals of Midpen’s Wildland Fire Resiliency Program. The Field Resource Specialist will support Midpen’s utilization of contractors and act as a point of contact for a wide variety of vegetation maintenance and management tasks. AHA is seeking a Facilities and Maintenance Technician I to perform a range maintenance and alterations on Housing Authority buildings and facilities, HVAC, and other electrical and mechanical systems; identifying and evaluating construction-related problems; performing installation and repairs on plumbing systems; conducting property inspections, and coordinating with vendors on maintenance replacement and repair projects. Under the general supervision from the Assistant Director of Administrative Services, this position will work on tasks that include carpentry, plumbing, roofing, painting, heating & air conditioning, mechanical and electrical trades.

The General Maintenance Worker is essential to maintaining the cleanliness, safety, and overall appearance of our community spaces. This role involves a wide range of responsibilities, including:

• Field Preparation: Setting up and maintaining sports fields, including mowing, watering, infield grooming, mound/plate repair, edging and chalking the field
• Groundskeeping & Landscaping: General grounds maintenance, such as weeding, fertilizing, watering, pruning, and renovating landscaped areas.
• Facility & Equipment Maintenance: Performing minor repairs on facilities like fences and benches, ensuring all maintenance equipment is in good working order, and utilizing a variety of hand and power tools.
• Cleaning & Waste Management: Cleaning restrooms, emptying garbage cans, and removing weeds and trash from parks and walkways.
• Event & Equipment Support: Assisting with the setup and teardown of events, moving and installing park and recreation equipment, and handling heavy objects related to maintenance.

This position is critical to ensuring our community spaces are well-maintained, welcoming, and ready for use by residents and visitors alike.
