The City of Pleasant Hill is recruiting for a part-time Administrative Specialist in the Engineering Division to perform a variety of highly responsible and complex clerical and administrative duties.  The ideal candidate will be a motivated and resourceful individual that excels in and fosters a team environment, with a strong customer service orientation, detail-oriented, and proficient in MS Word and Excel.

DUTIES 

Duties may include, but are not limited to the following: perform a wide variety of complex and responsible duties; assist in preparing budget and comprehensive reports; interpret City policies, rules, and regulations in response to inquiries and refer inquiries as appropriate; research, compile and analyze data for various reports; independently respond to letters; prepare and distribute meeting agenda packets, and general correspondence; process invoices for payment; maintain appointment schedule and calendars, arrange meetings, screen calls, visitors, and process mail.

QUALIFICATIONS 

General knowledge of English usage, spelling, grammar, and punctuation; modern office methods, procedures and equipment; City government organization, functions, policies, rules and regulations. The ability to communicate clearly and concisely, orally and in writing; compose general correspondence and letters; interpret and apply administrative and departmental policies, laws and rules. The Administrative Specialist is expected to exercise good customer service, cultivate positive relationships and work cooperatively with co-workers, other departments, City officials, outside and members of the public. The ability to operate a personal computer utilizing word processing software, preferably knowledge of Microsoft Word, Excel, and Outlook. Compile and maintain complex and extensive records and prepare reports. Must be able to type 40 wpm (net). Possession of or ability to obtain a valid California Driver’s license at time of appointment is required.

EXPERIENCE & EDUCATION  

Must have four years of increasingly responsible administrative and clerical experience including one year of supervisory experience. Must have a high school diploma or equivalent supplemented by specialized clerical courses.

SELECTION

The most qualified candidates will be invited for an oral board interview, based on background and experience as evidenced by their application. A written test may also be administered. THE POSITION

ESSENTIAL DUTIES

Also, assist with community engagement events, conducts traffic control and in field equipment delivery, supports patrol staff with equipment maintenance and supply replenishment.

The Department

The Community Services Department strives to improve the health, wellness and quality of life for Fremont residents by offering a wide variety of exceptional educational and recreational programs and services, historic and cultural resources, facilities, unique attractions, special events, park use and urban forestry.

The Position

The Deputy Director oversees the Recreation Division including the Park Rangers, and management of all recreation programs and activities; other department divisions or sections may be assigned.  The incumbent assists in departmental policy development, administrative and budgetary planning, and problem solving for the Community Services Department, and acts as Director in their absence; performs related duties as required.

Examples of Duties

• Assists the Department Director in administration of departmental programs and services.
• Develops and implements strategic vision for the Community Services Department.

• Possession of a valid California Registration as a professional Traffic Engineer or professional Civil Engineer. California Registration as a professional Traffic Engineer is preferred.

When assigned to development review, you will have the opportunity to:

• Review residential, commercial, industrial and public works project plans, traffic impact reports, and other development and design related documents for compliance with City of Berkeley standards and regulations including all applicable local, state, and federal codes and guidelines.
• Evaluate and recommend mitigation measures to address adverse impacts of development projects, review plan checks for small developments, and review traffic control plans for construction projects.

When assigned to capital project design and traffic signal systems, you will:

• Manage capital improvement projects including development of conceptual design options, detailed engineering design, bid and construction administration.
• Prepare council reports, conduct presentations, and respond to project-related inquiries from the public.

An ideal candidate in this role is proficient in scope, schedule, and cost management with managing multiple projects and competing priorities simultaneously as well as working knowledge of complete streets design principles, traffic calming and traffic control elements, civil engineering, roadway design, and Citywide plans including Bike Plan and Pedestrian Plan.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and three years of increasingly responsible traffic engineering experience, one year of which was at a level equivalent to the Assistant Transportation Engineer class.

Progressively responsible related experience may be substituted for the college course work on a year for year basis. A master's degree in Transportation Engineering/Planning or a related field is desirable.

Requirements include:

• Valid California Registration as a professional Traffic Engineer or a professional Civil Engineer.
• Valid California driver's license and a satisfactory driving record.

Distinguishing Characteristics: 

Under general supervision, the Recreation Aide assists in the proper use of a community recreational facility and assist Recreation Leaders in providing a variety of recreation programs. The Recreation Leader classification is distinguished from the Recreation Aide level in the complexity of duties assigned, independence of action taken, the amount of time spent performing the duties, the nature of the public contact made, and its training responsibilities of new staff. THE POSITION

Under general supervision, the Plan Check Engineer performs independent building and plan examinations for construction or alteration of industrial, commercial, and residential structures; determines compliance with applicable codes, laws, and regulations; and performs other duties as assigned.

Senior Civil & Environmental Engineer
Salary Range: $95,900/yr. - $189,900/yr. (Budgeted salary range $95,900/yr. - $142,900/yr.)

Use advanced engineering concepts and organizational objectives to provide leadership and support focused on engineering, project management, and compliance for the Facilities Management: Utilities department. Work with individual Utilities system managers to evaluate system performance and provide technical leadership for deferred maintenance and capital improvement projects. Conduct master planning for future capacity needs. Conduct system assessments to improve the design of physical plant systems. Lead civil system compliance efforts. Regularly work on highly complex issues where analysis of situations or data requires an in-depth evaluation of variable factors.

MINIMUM QUALIFICATIONS
Minimum License/Certification:

• Current registration as a Professional Engineer in the State of California.

Minimum Education/Experience:

• Bachelor’s degree in Engineering from an accredited program, preferably in one of the following disciplines: Civil or Environmental.
• Over ten years of experience in engineering design, master planning, plan review, project administration and facility operation in storm, water, water reuse, sanitary sewer and solid waste systems.
• Extensive experience with interpreting regulations, permitting, and regulatory compliance for water, wastewater, and solid waste operations.

PREFERRED QUALIFICATIONS
Preferred Education/Experience:  

• Experience with Capital Improvement Project (CIP) budgeting and with developing sewer, water and treatment plant master plan documents and condition assessments.
• Experience with water and wastewater system maintenance; understanding of Enterprise Asset Management System (EAMS) principles.

Preferred Knowledge, Skills, and Abilities (KSA):

• Ability to work in a highly collaborative manner with excellent customer service skills; ability to readily assess complex challenges and barriers and recommend effective resolutions.
• Advanced communication skills, both written and verbal, to convey complex information in a clear and concise manner.
• Advanced project management skills needed to assume responsibility for both high quality and timely accomplishment of design and construction projects.
• Advanced interpersonal and presentation skills. Demonstrated ability to lead, motivate and influence others.
