The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. The ideal Purchasing Supervisor candidate is a flexible and enthusiastic individual who can develop, mentor, and build relationships with team members and across the various departments they serve. The Purchasing Supervisor guides a team of six staff members located at three different City facilities.

 

The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. These cross-functional teams work collaboratively to improve processes and procedures for efficient vendor management and payments, ensuring effective internal controls are implemented, monitored, and audited.

 

Primary Responsibilities:

• Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Participates in the selection of Purchasing and warehouse staff; provides or coordinates staff training; works with employees to correct deficiencies; conducts staff meetings as necessary.
• Establishes schedules and methods for providing Purchasing and warehouse services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
• Plans, organizes, and supervises the City’s purchasing operations; reviews, monitors, and approves City purchases; approves purchase requisitions, purchase orders, and related documents for completeness, accuracy, and compliance with purchasing and budgetary policies and procedures; ensures effective inventory control and issuance of equipment and supplies.
• Trains other departmental staff on purchasing rules and regulations, meeting with division managers, and one-on-one meetings; conducts procedural research when new issues arise and need to be researched, evaluated, and implemented.
• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.

The Restoration Field Specialist II (RFSP II) position performs a wide variety of skilled landscape and maintenance work in the creation and management of habitat restoration sites and the improvement of park visitor use areas at various locations within Ventura and Los Angeles Counties.  The RFSP II position reports to, and takes direction from, Restoration Field Supervisors, the Restoration Program Manager, and the Chief of Natural Resources and Planning.

This position requires demonstrated three (3) years of experience in plant nursery or grounds maintenance or other relevant field work to demonstrate sufficient expertise with plant identification, installation, monitoring, and maintenance.

Supervision

This position reports to, and takes direction from, Restoration Field Supervisors, Restoration Program Manager, and the Chief of Natural Resources and Planning. This position supervises no other staff and generally works as part of a team of three to four (3 to 4) coworkers.

ESSENTIAL FUNCTIONS

• Follow written and verbal directions from Division supervisors to efficiently and independently conduct habitat restoration, landscape, and clean up assignments.
• Install and maintain native plants and trees with caging protection and mulch as directed.
• Install and maintain various park features including landscaping, irrigation, fencing, signs, and site  furnishings.
• Assume full responsibility for the adequate dry season watering of plantings in restoration sites as assigned.
• Properly operate and care for power equipment including jackhammers, generators, weed whips, blowers, augers, and related equipment.
• Fill, operate, and drive (within agency property) both agency-owned and rented water trucks.
• Maintain assigned MRCA fleet vehicle.
• Demonstrate the ability to distinguish between a majority of native and non-native invasive plants on all work sites.
• Demonstrate an absolute ability to recognize key desired or legally protected plant species on all relevant job sites.
• Demonstrate continuous interest in learning about both native and non-native plant growth characteristics.
• Purchase materials and tools as directed.
• Apply herbicides via backpack or hand sprayers as directed.
• Refine skills to conduct nursery plant propagation and maintenance.
• Conduct site clean ups with hazardous and heavy debris.
• Work in remote areas alone for an entire workday.
• Work cooperatively with other crew members and contractors.
• Maintain assigned inventory of hand and power tools.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to life and carry items weighing up to 90 pounds for 75 feet over rough terrain multiple times per day, frequently operate light- and medium-duty equipment, work in outdoor weather conditions, frequently move about work sites, communicate and exchange information, observe site conditions, transport equipment, materials, and tools between vehicle and work sites on a daily basis, and occasionally ascend/descend a ladder to access areas of work.

Required Hours and Location

Tuesday through Friday, 10 hours per day, 40 hours per week. Occasionally start/end times may vary. Occasional overtime work upon prior approval by Supervisors. The position requires daily travel to various agency locations. The work is spread over numerous job sites from the Santa Clarita Valley, the full length of the Santa Monica Mountains, Simi Hills, Santa Susana Mountains, and the western San Gabriel Mountains. The headquarters of the MRCA Restoration Division is in the Calabasas area at King Gillette Ranch; however, most days employees drive directly to a different job site. Based on vehicle availability, most crew members are assigned a truck and gas card soon after a probationary period.

The majority of MRCA properties are open to the general public. Parking lots, shared public/office restrooms and in-person meeting rooms are open during regular business hours. The MRCA is committed to protecting its staff by ensuring appropriate physical distancing and proper infection control while supporting equitable access to services. The Combination Building Inspector must possess excellent customer service and communication skills, be self-motivated, exercise discretion and independent judgment, and project a very professional image through in-person, phone, and e-mail interactions at all times. The City of Newark is seeking dedicated professionals to be Public Safety Dispatchers and be members of a team providing excellent service to our community. San Mateo County Department of Public Works (Public Works) is seeking a Natural Resource Manager to oversee the Watershed Protection Services (WPS) group in the Utilities and Watershed Protection Section of the Engineering and Resource Protection Division. The Natural Resource Manager position plans, prioritizes, assigns, supervises, and reviews the work of staff and consultants. The position also manages natural resources; establishes methods for supporting all conservation projects during planning, permitting, design, and implementation; supports operations' projects, including capital, during planning, permitting, design, pre-construction, and construction; participates in the development of environmental goals and objectives as well as policies and procedures; and maintains a thorough understanding of the environmental regulations and other requirements and maintains effective relationships with agencies, regulators, and local jurisdictions that administer and enforce environmental programs applicable to Public Works. In addition, the Natural Resource Manager works with all departments in the County of San Mateo to ensure that natural resource objectives are met county-wide, and Public Works projects do not adversely impact the natural resources within or adjacent to public road rights of ways or easements. The successful candidate should have a specialized practice area in natural resources, environmental management, or other closely related field, and a demonstrated track record of successfully delivering projects, managing staff, and consultants.

 

Key Duties:

• Assess the status of the County’s natural resources through field observation and research.
• Conduct research, monitoring and evaluation of site conditions, survey field sites for flora, fauna, and other wildlife.
• Assist in the analysis of environmental impacts of projects and recreational use on County parks or other land.
• Lead the development and implementation of resource management restoration and sustainability plans and programs for specific areas and preserves.
• Compile information for a variety of studies and reports; develop recommendations and prepare detailed technical summaries, statistical reports, and geographic and other informational materials for the staff and public related to natural resources.
• Monitor rangeland, forest and other habitat health conditions, including conducting wildlife surveys, and developing plans for vegetation management projects.
• Provide technical assistance on assigned resource management projects and to field staff, interns and volunteers.
• Work with other County staff or department(s) and professional societies to develop and maintain resource inventories of County parks or other land.
• Monitor baseline conditions of natural resources.
• Assist in the pursuit of grant and other special funding avenues for park or natural resource protection, conservation and restoration programs.
• Respond to questions and inquiries from the general public regarding resource management issues.
• Provide and clarify information relative to land use, environmental compliance, capital improvement and other related issues.
• Coordinate and manage contracts and manage natural resources program budget.
• Coordinate Natural Resources protection, conservation and restoration projects with outside contractors; oversee contractor work to assure compliance with permit conditions, established standards, contracts and specifications.
• Participate in the planning, development, scheduling, design and implementation of construction projects.
• Plan, organize and direct the preparation, distribution, review and approval of environmental permit applications, compliance monitoring, reporting, and grant funding documents, correspondence and related materials.
• Perform related duties as assigned.

 

The ideal candidate will:

• Possess a bachelor's degree in natural resources management, environmental sciences or similar field, or an equivalent combination of education and relevant work experience. Master's degree preferred.
• Have a minimum of five (5) years' experience in functional area with lead worker responsibilities. Three (3) years program and project management experience leading a team of support staff is preferred and can be in addition to or as part of the above work experience.
• Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is graduation from an accredited four-year college or university with major coursework in ecology, biology, wildlife, or related field AND five years of increasingly responsible experience in evaluating, surveying, or monitoring natural resource systems in the field of public works construction and maintenance, and demonstrated experience working with people cooperatively and collaboratively.

• Flora, fauna, geological, aquatic and archaeological resources of California, specifically those found in the County.

• Interpret resource management programs to the general public; identify and respond to issues and concerns of the public, other Parks, Public Works and County staff, boards and commissions.
• Conduct research projects, evaluate alternatives, and make sound recommendations.
• Assess status of natural resources through field observations.
• Plan and prioritize implementation of vegetation management, fire fuel reduction, and habitat restoration projects on County land.
• Monitor changes in natural resource conditions and determine causes.
• Identify and survey local common and rare plants and wildlife species specifically those found in County land.
• Read, interpret, apply, and explain technical regulations and other complex Federal, State, and local policies, laws and regulations.
• Read and understand technical drawings and specifications.
• Perform field measurements and mathematical calculations with precision and accuracy.
• Effectively represent the County Parks and Public Works Departments in meetings with governmental agencies, community groups, and various business, professional, and regulatory organizations and individuals.
• Prepare and present clear, concise, and logical written and oral reports, correspondence, policies, procedures, and other written materials.
• Make sound, independent decisions within established policy and procedural guidelines.
• Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.
• Operate modern office equipment including computer equipment and specialized software applications programs.
• Communicate and effectively work with Parks and Public Works partners such as the various resource conservation agencies, non-profit organizations, “friends of” groups and professional societies.
• Communicate and effectively work with Parks and Public Works staff in articulating the natural resources perspective.
• Use English effectively to communicate in person, over the telephone, and in writing.
• Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Experience:

For Department of Public Works Assignment: Five years of increasingly responsible experience in evaluating, coordinating, or monitoring of natural resource systems in the field of public works construction and maintenance, including three years program and project management experience preferably leading a team of support staff.

Substitution : A Master of Science degree in Natural Resource Management/ Ecology, Environmental Science, Wildlife Biology or related field plus four years of relevant experience.

 

Licenses and Certifications :

• Possession of a valid California Driver License or equivalent.
