Under direction of the Director of Public Works, or designee, the Associate Engineer or Project Manager performs engineering and project management services in the public setting, collaborating with multiple stakeholders. These roles involve a wide range of management functions, including planning, development, scheduling, budgeting, and implementation of assigned projects. The position(s) are responsible for managing multiple Capital Improvement Projects (CIP) and complex specialized projects or programs. Both classifications provide administrative, professional, and technical assistance to the Department Director, staff, and members of the public as required. We are currently seeking to hire 1-2 new FTEs.

• Leads, coordinates, schedules, budgets, and reviews activities of the Capital Improvement Project team, support staff, consultants, and contractors; includes overseeing road closures, utility encroachments, and traffic control plans.
   
• Plans, organizes, administers, and coordinates the implementation of Capital Improvement Projects or other City projects; involves reviewing and approving grading and encroachment permit applications, and coordinating project-related activities.
   
• Prepares and may present a variety of periodic progress and special reports related to projects and activities; includes preparing comprehensive technical and staff reports in verbal and written form to commissions, Task Forces, City Council, and other agencies.
   
• Confers and negotiates with stakeholders, business owners, and property owners regarding project impacts, potential right-of-way acquisition, and improvements; includes consulting with public and private agencies, and securing various easements on the City’s behalf.
   
• Reviews cost estimates, interprets plans and specifications for contractors, and determines contractual compliance; involves reviewing and approving utility encroachments and traffic control plans for compliance with City standards.
   
• Responds to questions or complaints related to project activities or policy; includes responding to inquiries from the public and resolving citizen complaints.
   
• Conducts contract bid openings, including review and approval of bid documentation, preparation, and analysis of bid summaries.
   
• Exercises sound, independent judgment in the day-to-day administration of specialized or complex projects and activities; includes overseeing project implementation and ensuring compliance with City standards.
   
• Closely coordinates with project or program stakeholders, consultants, contractors, City Council, and project team; includes coordinating with engineers, contractors, and private owners relative to construction and maintenance of private structures and sewer facilities.
   
• Responsible and accountable for designing and delivering projects on time, within budget, and with excellent customer service; includes providing and maintaining data in the City’s asset management and geographic information systems.

The Executive Director (Director) is the chief executive officer of the Madera County Economic Development
Commission (MCEDC), a joint powers agency comprised of the County of Madera, the City of Madera, and the City of Chowchilla.

The Director is charged with the overall formulation and implementation of a comprehensive program of economic development that serves the entire County of Madera; the hiring, training, and supervision of the MCEDC staff, and generating the MCEDC budget. The Director will report directly to and receive supervision from the MCEDC Executive Committee.

Reporting to the Building Official, this specialized classification performs the full range of duties related to building inspection and code compliance activities required to ensure compliance with the City’s Municipal Code as well as the full range of routine to complex inspections of residential, commercial, and industrial buildings; investigates citizen complaints of public nuisances and quality of life issues and seeks voluntary compliance or issues citations and initiates abatement procedures; performs inspections at various stages of construction, alteration, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances, including basic zoning, grading, fire, and safety regulations; reviews applications and conducts inspections on a wide range of business licenses and special events permits such as those for massage establishments, special events, and noise exemptions; and performs related work as required.

City offices operate on a 9/80 schedule: Monday-Thursday for 9 hours, 8-hours one Friday, off/closed the other Friday. This position is located at City Hall, 13777 Fruitvale Avenue; operational hours are 7:30 am-5:00 pm.

The Capital Project Manager I-II (CPM I-II) is part of the Engineering & Construction department at Midpen and we have two vacancies. The Capital Project Managers work on the development and implementation of a wide variety of capital improvement projects to increase public access and enjoyment of Midpen lands. While both positions will emphasize capital project management, one will focus on construction management and the other will focus on design. Midpen’s Capital Project Managers foster communication and collaboration with other Midpen departments to coordinate project requirements, work with local jurisdictional agencies to fulfill project permitting requirements, interact with project design consultants and contractors, and maintain project documentation.  Midpen is looking for well-qualified applicants who have demonstrated expertise supporting projects from conceptual design through construction. The first of the two positions will focus on construction project management – evaluating the constructability of a project during design, assisting with bidding, award of contract and managing construction oversight to completion. The second position will focus on supporting senior staff with in-house conceptual design of public access improvements for Midpen.

Capital Project Manager I is an entry-level position.  The incumbent will have acquired capital improvement, open space planning and design, land use, natural resource protection, and/or public administration experience, or equivalent education and training.  Assignments are generally limited in scope and set within procedural frameworks. The CPM I is assigned to manage small-scale projects or in support of larger scale projects managed by experienced Capital Project Managers.

Capital Project Manager II is the first experienced-level class in the Capital Project Manager series.  The incumbent performs the basic range of engineering review and construction management duties and/or conceptual design in the following areas: capital improvement, open space / public access, land use, and natural resource protection. The CPM II typically performs most of the duties required of the CPM III but are not expected to function at the same skill level.  Applicants with construction inspection, civil engineering, landscape architecture, project management, and/or construction management backgrounds are highly desired.

Work Environment/Conditions:  This position is part of the Engineering and Construction Department at the Midpen’s offices in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position.

Capital Project Managers will often work in the field and hike through steep terrain and wildland areas with poison oak and wildlife.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. The City of Berkeley invites you to apply for the position of Senior Planner! In this role, you will provide lead direction and conduct complex projects in the area of Transportation, Land Use, or Rent Stabilization. The current vacancy is in the Transportation Division of the Public Works Department.

As a Senior Planner in Transportation, you will lead the Vision Zero Program, aiming to eliminate severe injury and fatality traffic crashes by 2028. With the support of an Associate Planner (Vision Zero Program Coordinator), you will be responsible for managing program elements outlined in the Berkeley Vision Zero Action Plan, including administration, interdepartmental and interagency coordination, capital projects, and public awareness initiatives. You'll serve as project manager for major corridor and "quick build" capital projects on the Vision Zero High Injury Streets, and will lead the conceptual design, public engagement, environmental clearance and Berkeley City Council approval of these projects.

In the Land Use Division of the Planning and Development Department, the Senior Planner is responsible for managing complex and large projects, including General Plan updates, plans focused on Berkeley’s Priority Development Areas, Zoning Ordinance amendments, grant-funded projects, and State-mandated reports and projects.

When assigned to the Rent Stabilization Board, the Senior Planner leads projects and programs associated with Berkeley’s Rent Ordinance, which regulates most residential rents in Berkeley, protects tenants against unwarranted evictions, and is intended to maintain affordable housing and preserve community diversity.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four year college or university with major coursework in city or regional planning, urban planning, or a field related to the work, and four (4) years of professional planning experience, including two (2) years at a level equivalent to that of the Associate Planner.

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

Must be able to attend evening meetings as required. A valid California driver's license is desirable.
