DEFINITION

Applications Analyst I: Under supervision, translate user requirements of various software applications into functional programs and/or modifications to existing programs; analyze system and program errors and provide and implement solutions; improve systems through development of procedures and adapt systems to handle additional requirements; define and manipulate management reports within and across databases; perform other duties as assigned.

Applications Analyst II: Under limited supervision, performs complex technical work
Positions in the Applications Analyst II classification are flexibly staffed and normally filled from advancement from the Applications Analyst I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of Applications Analyst duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s software applications.
 

EXAMPLES OF DUTIES

Work with department representatives to define and revise system requirements. Manage selection and implementation projects related to new systems purchases. Manage and administer software applications to address functionality, security, and performance requirements. Manage support and maintenance issues and tasks with system vendors, coordinating and communicating with users. Compose and revise various database reports, communicating with users to ensure accuracy and integrity of information. Troubleshoot and resolve application and reporting problems. Plan, schedule and coordinate maintenance, system upgrade, and backup/restore tasks. Train users on system functionality and provide support and mentorship to ensure applications are used to full potential. Work with IS network administration staff in defining, configuring, and administering infrastructure for applications systems, to include hardware, operating system software, and network capacity. Similarly, coordinate efforts with IS development staff to manage interdependencies of various software applications and reporting methods.

MINIMUM QUALIFICATIONS

Knowledge of: Microsoft Windows server-side operating system and application software, including SQL server, database scripting tools and reporting applications, including Crystal Reports and SSRS; basic understanding of IIS; client-server relationships, including basic TCP/IP skills, web- based connectivity, and current language/application design standards, including .Net; Microsoft client software including current operating systems and Office application suites; project management methods and techniques; general IT principles and practices.

Ability to: Focus on user/customer needs; analyze and evaluate business processes; identify problems and recommend effective solutions; organize and direct the work of others; coordinate and manage project resources; develop and implement effective procedures for software application training; recognize interdependencies and anticipate potential conflicts; refine and maintain technical skills necessary to implement new technologies; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, prioritize work assignments, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:
APPLICATIONS ANALYST I: Five years of responsible information technology work experience with specialization in software application development, implementation, and administration. Municipal government agency experience desirable.

APPLICATIONS ANALYST II: Five years of progressively responsible information technology work experience with specialization in software application development, implementation, and administration. Municipal government agency experience highly desirable.

Education:
APPLICATIONS ANALYST I: Graduation from high school or equivalent. A Bachelor’s degree with emphasis in Computer Science or Information Technology is desirable and may substitute for a maximum of two years of related work experience.

APPLICATIONS ANALYST II: Graduation from high school or equivalent. A Bachelor’s degree with emphasis in Computer Science or Information Technology is desirable and may substitute for a maximum of two years of related work experience

License: Possession of a valid Class C California Driver License.

The Information Technology Analyst is responsible for performing a variety of duties in support of information technology operations including researching, configuring, installing, operating, monitoring, repairing, and maintaining hardware and software for computer workstations, mobile computers, mobile phones, telephone systems, and other related equipment and programs. Duties include:

• Maintaining and updating integrated systems; designing and implementing enhancements and revised functions developing various integrated solutions for database functions; documenting system changes.

• Installing, configuring, upgrading, troubleshooting, and repairing personal computers, laptops, mobile computers, computer components, software, and peripheral devices; maintaining, installing, and upgrading file servers and other network hardware.

• Providing information system user support; responding to questions and inquiries on various hardware and software issues; investigating user problems; identifying source of problem; determining possible solutions and implementing and testing solutions.

• Testing, diagnosing, and repairing computer systems and peripheral equipment including printers, modems, and network devices; troubleshooting equipment to ensure functional operation.

• Assuring functionality, compatibility and stability of assigned systems; monitoring resources, updating and upgrading the software and operating system, and resolving downtime and connectivity issues.

• Maintaining and updating internet site; creating web pages and developing basic intranet and internet upgrades and solutions; analyzing website use and recommends solutions.

• Installing configuring and troubleshooting hardware and software applications and equipment.

• Assisting in the maintenance of telephone systems; completing moves, adds, and changes; diagnosing and resolving phone system issues.

• Testing and troubleshooting local area networks (LAN) as necessary.

Qualifications:

• Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
  • Equivalent to the completion of the twelfth grade supplemented by college level course work in planning, public administration or a related field.
  • One year of work experience involving a high level of public contact including some experience working with the public in an enforcement, inspection, or customer service capacity. Experience that includes the enforcement of municipal codes is highly desirable. 
  • Possession of, or ability to obtain within one month of hire, an appropriate, valid driver’s license.

The City of San Bruno Public Library is currently recruiting for a part-time, temporary Library Assistant—Homework Center Supervisor. Candidates must be able to commit from September 2024 to June 2025, for 17 hours per week and availability Monday 2-6PM, Tuesday 2-6PM, Wednesday 1-6PM and Thursday 2-6PM (with the exception of Library and San Bruno Park School District holidays). Under the direction of the Library Services Manager, the Library Assistant—Homework Center Supervisor is responsible for the daily operations of the Library's after-school Homework Center, including classroom management, homework help, supervising and training volunteers, collaborating with library staff, and maintaining accurate records of homework center attendance. The incumbent will be responsible for maintaining a welcoming place for students to do their homework effectively within the larger context of the library, and for planning weekly activities and training/supervising students in the use of the 3-D printer. The homework center is a free, drop-in, after-school program for children in kindergarten through eighth grade.

* This is a part-time/temporary/seasonal position with the City of San Bruno. As such, employees agree to serve in an at-will capacity and understand that service with the City may be terminated at any time. This position works a maximum of 17 hours per week and does not provide any benefits, except for paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes. Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. Employees may use up to 40 hours (or 5 days) of accrued sick leave in each year of employment.

ESSENTIAL JOB FUNCTIONS

Library Technical Assistant I:  This is the entry level class in the paraprofessional Library Technical Assistant series.  This class is distinguished from the Library Technical Assistant II level by the assignment of the more routine and repetitive duties that are performed according to established procedures and under immediate supervision.  Under this concept, positions assigned to the classification of Library Technical Assistant II which become vacant may reasonably be filled at the Library Technical Assistant I level.

Library Technical Assistant II:  This is the journey level class in the Library Technical Assistant series.  These positions may be filled by advancement from the Library Technical Assistant I level or, when filled from the outside, require prior library technical experience.  Appointment to the Library Technical Assistant II level requires that the employee be performing the full range of duties and meet the qualification standards.  A Library Technical Assistant II is expected to perform assigned duties with only occasional instruction or assistance, and work is normally reviewed only on completion.  Adequate performance at this level requires the knowledge of general department policies and procedures.

The following are typical illustrations of duties encompassed by the job class, not an all-inclusive or limiting list:

Serve at a circulation desk, check books in and out of library; issue library cards; conduct and oversee inventories and processing of books and other library materials; maintain bibliographic records; and establish and maintain collection files and records. Provide general information to the public pertaining to library services and programs. Operate and maintain various library-related equipment and general office equipment. Perform standard office support work such as answering telephones, ordering supplies, maintaining files and operating computer terminals.
