The City of Lincoln is hiring for the position of Administrative Analyst I/II in the Information Technology Department.

This position performs professional administrative, analytical and technical duties in providing staff assistance to a City department; develops, implements and administers assigned program responsibilities, including budget preparation and financial management; conducts research, performs grant coordination services; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

Administrative Analyst I

The Administrative Analyst I is the entry-level class in the Administrative Analyst series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex support assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Administrative Analyst II and incumbents may advance to the higher-level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Administrative Analyst II

The Administrative Analyst II is the full professional level class in which the incumbent is expected to independently perform the full scope of administrative analysis and research on new and current program activities as assigned.  Take on additional duties as assigned.

ESSENTIAL FUNCTIONS

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

The GIS Specialist I/II is a data focused position that is responsible for creating, maintaining , and ensuring the integrity of enterprise GIS datasets in support of the Department of Planning, Building, and Code Enforcement (PBCE), as well as providing ongoing support for PBCE GIS projects and applications. The position requires a commitment to building and maintaining quality GIS data, strong cartographic design skills, good attention to detail and customer service , and proficiency with ArcGIS software .

Under the direction of a senior team member, the GIS Specialist I/II will maintain GIS datasets and interface with planners to identify and address mapping and geospatial analysis needs . Key responsibilities and duties may include but are not limited to the following:

• Produce, analyze , and present geographic information utilizing ArcGIS Pro, ArcGIS Online/Portal, and/or related software.
• Create and maintain enterprise GIS datasets using standard spatial editing tools and versioning. Interpret resources such as assessor's maps, discrepancy reports, Council-approved ordinances and resolutions, memorandums, and third-party data sources to enter graphic and attribute data into GIS while maintaining data integrity.

• Perform quality assurance checks on GIS data.
• Produce high-quality print and web maps, demonstrating good design skills and sound cartographic principles.
• Use SQL queries to produce reports on data management work.
• Use ETL (extract, transform, and load), Model Builder, or scripting tools to design and create GIS processes.
• Develop workflows and documentation for various GIS tasks.

The County of San Mateo's Information Services Department seeks an IS Systems Specialist III to serve in the Security Division. Under general supervision, the individual in this position performs the most complex and varied technical tasks related to the configuration, troubleshooting, maintenance, and monitoring of the County's security infrastructure. This position serves as a technical leader and technical subject matter expert in specific security area(s) and is called upon to analyze existing and future computing environments and ensure that all solutions comply with County policy, frameworks and industry accepted best practices.

As an integral part of the Security team, the IS System Specialist III will be responsible for system administration across a variety of platforms and services such as: Firewalls (Palo Alto); Intrusion Detection and Prevention (Palo Alto Threat Prevention and Wildfire); Endpoint Protection Suite/XDR; Security Orchestration Platform (XSOAR); Cloud Security services; XDR SIEM monitoring and management; Vulnerability identification and mitigation/remediation.

The San Mateo County Sheriff's Office is seeking well-qualified candidates for the position of Criminal Records Supervisor.

The Position

Under direction of the Criminal Records Manager, the incumbent will supervise the maintenance of criminal records and related activities in the Sheriff's Records Bureau and provide difficult or specialized criminal records office support. There are four supervisors within the Records Bureau that oversee staff on: day shifts, swing shifts, night shifts, and at substations.

There is currently one full-time Criminal Records Supervisor vacancy in the San Mateo County Sheriff’s Office. The individual selected for this position will be assigned to the graveyard/night shift. Under general supervision, the Maintenance Worker II - Streets is assigned to the Streets Division of the Public Works Department and is responsible for performing a variety of skilled and semi-skilled tasks and operating power-driven road maintenance or construction equipment and trucks.

Positions in the Applications Analyst II classification are flexibly staffed and normally filled from advancement from the Applications Analyst I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of Applications Analyst duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s software applications.
 

EXAMPLES OF DUTIES

Work with department representatives to define and revise system requirements. Manage selection and implementation projects related to new systems purchases. Manage and administer software applications to address functionality, security, and performance requirements. Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

Supplemental Information

Knowledge of:

• All phases of land surveying and map preparation, including GPS and GIS;
• Laws and regulations pertaining to land surveying in the State of California, including the State Professional Engineers' and Land Surveyors' Act, Subdivision Map Act, and County ordinances;
• Principles and methods of supervision, training, motivation, counseling and discipline;
• Project management methods and techniques;
• Engineering principles, practices, and mathematics.

Ability to:

• Plan, organize, direct and supervise the work of subordinates;
• Gather, compile and analyze engineering data and prepare technical engineering reports;
• Interpret and apply the provisions of the Land Surveyors' Act, Subdivision Map Act, and County ordinances pertaining to land;
• Research land titles and determine ownership of property;
• Interpret and evaluate legal descriptions of real property;
• Analyze situations and determine appropriate courses of action;
• Act independently under a minimum of direction;
• Establish and maintain cooperative working relationships with those contacted in the course of work;
• Use AutoCAD or Softdesk and other software applications to produce maps, records, and engineering reports;
• Communicate clearly and effectively both orally and in writing.
