The County of Yuba is recruiting for both Extra-Help and Full-Time Juvenile Corrections Officers I/II, in an effort to fill current vacancies and expand staffing levels. These positions are located on the Tri-County Youth Rehabilitation Campus which falls under the Juvenile Institutions Division of the Yuba County Probation Department.  The primary responsibilities of this flexibly staffed position are to: provide care, custody, supervision, and control of youth housed in the secured detention facilities while they are pending legal action or serving a post adjudication commitment; ensure and sustain a safe and secure environment for youth; and coordinate counseling and behavior modification activities associated with the operation of the facilities.

 

About Detention Services & Yuba County:

Our Department believes people can change and we can be instrumental in supporting that change.  We are  a small workplace family that supports one another to accomplish our mission and allow our team members to live full lives outside the workplace. Our Campus provides youth detention services to the communities of Yuba, Sutter, and Colusa Counties as well as several contract counties through our Camp Singer program.  We operate 24 hours a day, 365 days per year, and includes the Tri-County Juvenile Hall, Secure Housing Unit, and Maxine Singer Youth Guidance Center (Camp Singer), under a Joint Powers Agreement between the three counties. Our Department is the administrative agency responsible for the management and daily operation of the facility. The shared goal of facility staff is to provide youth with support and tools that will assist them with successfully reintegrating back into the community.  Staff are provided with state mandated relevant training, which includes youth trauma; crisis management; cultural competence; mental health awareness; sexual abuse and harassment; and proper use of force.

We are seeking a collaborative, service-oriented individual to conduct a variety of code compliance duties with competence and professionalism. The Code Compliance Officer I/II will be responsible for conducting inspections related to the enforcement of building codes and investigations pertaining to violations of the municipal code provisions in zoning ordinances, sanitary regulations, business license regulations, and nuisance abatement ordinances.  The Code Compliance Officer I/II must possess excellent interpersonal and communication skills, be self-directed, exercise discretion, and excellent judgment.

 

PRIMARY RESPONSIBILITIES

THE DEPARTMENT

The Community Development Department provides timely, public-facing, and internal services related to the review of applications for development and building permits, as well as code enforcement of the City’s development regulations. The Department has primary responsibility for the maintenance and implementation of the City’s General Plan, Local Coastal Program, Zoning Regulations, and Building Code, as well as environmental review of City and private development projects in accordance with CEQA regulations. The Department provides staff support to the City’s Planning Commission, Open Space and Parkland Advisory Committee, and Climate Action Adaptation Task Force.

The Community Development Department is staffed by 14 full-time staff along with the use of outside consulting agencies support as required. The Department is organized into three (3) divisions: Planning, Building, and Code Enforcement, and prides itself on providing a high level of services with a lean but talented team.

The Department

The Parks, Beaches and Recreation (PB&R) Department is made up of support/administrative services and three main program divisions that provide recreation and human services to the community. These divisions are Child Care, Recreation, and Senior Services. The department also has very robust Senior and Youth volunteer programs. The PB&R Department has an adopted budget of approximately $6.3 million, 33.5 full-time positions and approximately 70 part-time staff.

The Department’s Child Care Services is licensed by the State of California Department of Social Services to provide before and after-school care for children ages 5-13 years-old at four elementary school sites and preschool services for children ages 3–5-years-old at five sites in Pacifica. Child Care is funded through participant fees for service and subsidized Child Care grants for income eligible families from the State Department of Education with additional support from the City of Pacifica General Fund, San Mateo County office of Education enrichment grants, fundraising efforts and Pacificans Care grants. 

The Recreation Division administers year-round and special event programs that include youth programming, toddler through adult recreation classes, aquatics programming, and facility reservations. The Division also offers opportunities for participation in community engagement and outreach, including membership in Pacifica’s Youth Advisory Board.  Recreation programs are funded by user fees and the General Fund.

Senior Services operates a multi-purpose senior center Monday through Friday providing a Congregate Nutrition Lunch Program, Meals on Wheels, Transportation, Information and Referral Services, and approximately 40 weekly classes as well as numerous social groups, clubs, activities, and resources for seniors. Senior Services programs are currently funded by Older American Act grants, San Mateo County grants, City of Pacifica General Fund support, Pacificans Care grants, charitable donations, client donations, and in-kind volunteer hours.

 

The Position

The Parks, Beaches, and Recreation Director provides the Executive Leadership to the department and reports to the City Manager. Under general direction, the Director performs professional and technical work in administering, promoting, organizing, planning, and directing the development and operations of the City’s Parks, Beaches, and Recreation Department programs. The Director plans, directs, and coordinates the work of the Department; implements policies and establishes procedures related to department functions; develops and administers the department budget; drives staff development and culture; and establishes and maintains liaison to the public. 

 

Minimum Qualifications

Education and Experience

·Equivalent to graduation from an accredited four-year college or university with major course work in recreation administration, business or public administration, or related field.     

·Five (5) years of professional management experience in parks, recreation, cultural services or a closely related field, which included a high-level budget and finance experience, with at least two (2) years of supervisory or administrative experience in recreation management.  

·Possession of an advanced degree in recreation or public administration is desirable.

·Ability to work a flexible schedule including evenings and weekends as needed.

The County of Yuba is currently recruiting for the position of Deputy County Counsel II/III in the Office of County Counsel. Under the direction of the County Counsel and Chief Deputy County Counsel, attorneys in this series perform professional legal work by preparing and trying civil cases and providing legal counsel and assistance to the County, it’s officers, associated boards and commissions, as well as outside agencies; assist departments in interpreting regulations on a wide range of topics; represent officers and employees in litigation; and perform duties as assigned.  The Deputy County Counsel I/II/III classification is flexibly staffed and depending on background and experience, may be filled directly at the Deputy County Counsel II or III level. Involvement in formal litigation and discretionary authority increases as the incumbent progresses through the various levels.

Examples of Duties Level I:

• Researches, interprets and applies laws, court decision, statutes, ordinances and other legal authorities for use in the preparation of legal opinions, briefs, pleadings, notes, and memoranda; prepares legal reports, opinions, briefs and appeals of average difficulty under general supervision.

• Prepares pleadings and other papers in connection with trials, hearings and other legal proceedings; performs research, investigation and detailed legal preparation for the trial or defense of the County in cases involving condemnation, damage or other civil suits.

• Drafts proposed legislation, analyzes pending legislation and recommends County position on legislation.

SUMMARY DESCRIPTION

Under direct supervision (Assistant Engineer) or general supervision (Associate Engineer), performs professional and technical engineering work in design, land development, or capital improvements.

DISTINGUISHING CHARACTERISTICS

Assistant Engineer - This is the entry level class in the engineering series. Positions in this class possess the applicable educational and training background required of classes in the engineering series, yet typically have only limited or unrelated work experience. The Assistant Engineer class is distinguished from the Engineering Associate by the performance of less than the full range of duties as assigned to the journey level class within this series. This class is typically used as a training class. Incumbents work under direct supervision while learning job tasks.

Associate Engineer - This is the journey level class in the engineering series. Positions in this class possess the applicable educational background and work experience required for classes in the engineering series. The Associate Engineer is distinguished from the Assistant Engineer by the performance of the full range of duties with only minimal instruction or assistance. Incumbents work independently, seeking assistance only as new or unusual situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Engineer class.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.       Perform professional and technical engineering work relative to assigned area of responsibility, such as design, land development, and capital improvements.

POSITION

Perform routine non-hazardous police office activities.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

** These positions work alternate shifts which will cover a 24-hour operation.  Successful applicants may be required to work alternative hours, which may include swing shift, graveyard shift, including weekends and/or holidays. **

 

IDEAL CANDIDATE

The Ideal Candidate will possess an in-depth knowledge of Law Enforcement organizational structure. The Ideal Candidate will also possess good communication, customer conflict resolution skills, and writing skills, as well as be competent with computers and related software, e.g., report management, and MS Outlook, and Excel. Knowledge of principles, codes, regulations and laws governing records management of a police department.  Additionally, the Ideal Candidate will have a strong work ethic, ability to multitask, prioritize, knowledge of complex filing systems, and be available for shift work.

Duties may include, but are not limited to the following:  Processes and maintains a variety of police records, files, forms, and manuals. Issues, receives, types, and processes various applications, permits, and other forms; processes warrants, permits, and citations; collects and processes fees and charges. Entries and modifications into a state and nationwide system. Processes police reports including receiving, reviewing, copying, distributing, filing, and making corrections as applicable. Logs subpoenas; collects, posts, and distributes department mail.  Answers a multi-line telephone system, providing information or routing calls to appropriate individuals. Greets the general public, giving information on the department and answering routine questions. Types, proofreads, and processes a variety of documents including general correspondence, memos, and legal documents. Operates standard office equipment including computer remote terminals. Creates and maintains files and databases. Provides fingerprint services for applicants and voluntary bookings. Performs related duties as assigned.

 

ESSENTIAL JOB FUNCTIONS

File routine reports and correspondence; perform general clerical duties using typewriter and word processor.  Respond to citizen requests for information and assistance.  Complete minor reports as required. Retrieve and input data into computer terminal. Receive calls and take messages. Accumulate data and prepare monthly statistical reports.  Process requests for copies of reports from both citizens and other criminal justice agencies. Inventory supplies and order when necessary.  Process monies and fees via the cash register, prepare licenses and permits, prepare and issue bills, complete citation sign-offs.  Prepare correspondences to victims of crime.  Complete and prepare background and record checks.  Process voluntary bookings and court ordered registrations.  Perform fingerprinting and Live Scan digital printing.  Assist in the transportation of property and evidence. Assist in preparation for the auction of property. Purge files. Provide relief for full-time Community Services Officers.  Regular and consistent attendance.

 

QUALIFICATIONS

Education:  High School diploma or equivalent.

Experience:  One (1) year of general administrative office work experience OR six (6) months of administrative office work in a law enforcement agency. Prefer experience with substantial public interaction.

License or Certificate:  Possession of a valid California driver’s license required upon hire.

SALARY
$4,074.72 - $4,952.86 /month
$1,880.64 - $2,285.93 /bi-weekly

Shift Differential Pay:           
Additional 2% for employees regularly assigned to work Swing Shift or an additional 3% for employees regularly assigned to work Graveyard.
