The City of Lincoln is hiring for the position of Administrative Analyst I/II in the Information Technology Department.

This position performs professional administrative, analytical and technical duties in providing staff assistance to a City department; develops, implements and administers assigned program responsibilities, including budget preparation and financial management; conducts research, performs grant coordination services; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

Administrative Analyst I

The Administrative Analyst I is the entry-level class in the Administrative Analyst series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex support assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Administrative Analyst II and incumbents may advance to the higher-level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Administrative Analyst II

The Administrative Analyst II is the full professional level class in which the incumbent is expected to independently perform the full scope of administrative analysis and research on new and current program activities as assigned.  Take on additional duties as assigned.

ESSENTIAL FUNCTIONS

• Performs professional administrative, analytical and technical duties in providing staff assistance to a City department.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

DUTIES

Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

POSITION

To perform professional accounting and finance work and to assist in the City's budgeting function as assigned.  The Accountant I is an entry-level position and will perform the most basic and routine tasks to assist the department.  The Accountant II is a journey level position and will perform responsible and complex technical assignments in support of the department. The purpose of this recruitment is to fill a current vacancy in the Administrative Services Department, as well as establish an eligibility list for potential vacancies.

Assist in planning and developing accounting procedures for bookkeeping and processing of claims, expenditures, purchases, budget data, payroll receipts, debt financings, and subventions. Check appropriation balances, recommend transfer of funds to other appropriation funds as necessary. Prepare and manage contracts, as deemed necessary, and monitor and review to determine that expenditures are made in accordance with terms of the contract. Assist with the evaluation of financing options and alternatives, as well as, the analyses, preparation, execution and recording of debt instruments. Prepare external reports to the State Controller and other Agencies as required. Prepare monthly and annual closing and adjusting entries to the City's general ledger. Prepare a variety of comprehensive and complex financial and expenditure reports and financial statements periodically and as assigned. Assist in development and implementation of internal control functions and appropriate procedures to ensure all City assets are properly monitored and maintained. Regular and consistent attendance.

OTHER JOB FUNCTIONS

Make occasional presentations to City Council and other agencies/groups. Participate in the development of guidelines, goals, objectives, and policies for assigned work unit. QUALIFICATIONS

Accountant I and II

Education: Bachelor’s degree from an accredited four (4) year college or university with a degree in accounting or a closely related course of study.

License or Certificate

Possession of a valid California Driver’s License. CPA is desirable.

Accountant I

Experience:  One (1) year of professional accounting experience.  Governmental financial management and auditing experience in desirable.

Accountant II

Experience: Three (3) years of professional accounting experience, including one (1) year of governmental financial management.  Auditing experience is highly desirable.

Future COLAs:                    
4% increase effective January 2025 and another 4% increase effective January 2026.          

Retirement:                          
CalPERS Retirement system (2% @ 60 Formula for Classic CalPERS members and 2% @ 62 Formula for new CalPERS members).  The City does not participate in social security

Deferred Compensation:                 
Choice of deferred compensation plans (Traditional and Roth).  City will match up to 3% of employee’s base salary

Medical:                                
CalPERS Medical Insurance Plans, including HMOs & PPOs.  City gives an allowance toward the cost of insurance

Maximum Family Allowance for 2024: $2,195.79 per month

The City of Menlo Park is recruiting for an Assistant/Associate/Senior transportation planner (2 positions) to help our organization better serve the community and improve the City’s infrastructure. This position will provide an excellent opportunity to gain technical and project management skills and experience. As part of a small city, staff have the opportunity to work closely with the transportation team and community on a variety projects and subject areas.

The transportation division leads multi-modal and safety-focused infrastructure projects; engages with regional transportation partners including Caltrain, Samtrans, Caltrans, and other transit providers; maintains the City’s traffic signals, street lights, traffic signs and street markings; and administers local-serving shuttle and safe routes to school programs. The ideal candidate will have experience supporting or leading transportation studies and plans that may include complete streets plans, bicycle and pedestrian facility development, safety planning, railroad grade separation planning, or others. The candidate should have an understanding of state and national guidance on the design of transportation facilities, and have experience supporting or leading outreach on transportation projects with diverse community members.

Assistant Transportation Planner

This is the entry-level classification in the professional transportation planning series. Initially, incumbents learn and perform a variety of techniques related to the development of short and long range transportation plans and conduct oversight of transportation demand management (both internal and external stakeholders), citywide shuttle, and safe routes to school programs. Positions at this level usually perform most of the duties required of the positions at the Associate level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Associate Transportation Planner

This is the journey-level classification of the transportation planning series, able to perform the full scope of professional transportation planning duties. Positions at this level are distinguished from the Assistant Transportation Planner level by the performance of the full range of duties as assigned, working independently, and exercising judgment, initiative, and problem solving. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Transportation Planner in that the latter is the advanced journey-level class in the series and is responsible for performing more complex planning and project management activities.

Senior Transportation Planner

This is the advanced journey-level classification in the Transportation Planner series responsible for complex transportation planning and project management duties. Incumbents work on tasks that are varied and complex, requiring considerable discretion and independent judgement. Positions at this level conduct the full range of duties as assigned, work independently, and exercise judgment, initiative, and problem solving. The work involves problem solving of unique issues or increasingly complex problems without precedent or simple solutions. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This class is distinguished from the Associate Transportation Planner in that the latter is the journey-level class in the series, performing less complex tasks and project management activities.

About the Position:  The incumbent will be a part of a collaborative, three-person Grants Program team within Administrative Services. Midpen aims to recruit and retain employees who embody professionalism, accountability, and respect, who value working in a purpose-driven agency that aspires to contribute to an inclusive, diverse and equitable community.

The Grants Program identifies and secures external funding and manages a small Grantmaking Program. In this role, the Senior Technician supports the entirety of the grant lifecycle, including identifying funding opportunities, application review and editing, and, once awarded, developing funding agreements, monitoring compliance with the grant agreements, and working with Midpen departments to submit reimbursement requests, reports, and project deliverables. Additionally, the Senior Technician supports the administration of a small grantmaking program. Other duties include administrative and record-keeping functions, including editing board reports, meeting scheduling, contract management, invoice processing, and data management.  This is an advanced journey-level classification, where you will be asked to perform detailed and technical work accurately and in a timely manner.

Work Environment:  This position is part of Administrative Services at Midpen’s office in Los Altos, California.  Midpen offers a hybrid office/telecommute work schedule for this position.

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:  equivalent to the completion of twelfth (12th) grade supplemented by college-level coursework in accounting or finance and five (5) years of experience in the maintenance of financial and accounting records, budgeting, grants support, procurement support, or financial support experience.  Prior experience in the public sector is highly desired.

Licenses & Certifications Required:   Possession of a valid California Driver’s License.
