The County of Yuba is recruiting for both Extra-Help and Full-Time Juvenile Corrections Officers I/II, in an effort to fill current vacancies and expand staffing levels. These positions are located on the Tri-County Youth Rehabilitation Campus which falls under the Juvenile Institutions Division of the Yuba County Probation Department.  The primary responsibilities of this flexibly staffed position are to: provide care, custody, supervision, and control of youth housed in the secured detention facilities while they are pending legal action or serving a post adjudication commitment; ensure and sustain a safe and secure environment for youth; and coordinate counseling and behavior modification activities associated with the operation of the facilities.

Our Campus provides youth detention services to the communities of Yuba, Sutter, and Colusa Counties as well as several contract counties through our Camp Singer program.  We operate 24 hours a day, 365 days per year, and includes the Tri-County Juvenile Hall, Secure Housing Unit, and Maxine Singer Youth Guidance Center (Camp Singer), under a Joint Powers Agreement between the three counties. Our Department is the administrative agency responsible for the management and daily operation of the facility. The shared goal of facility staff is to provide youth with support and tools that will assist them with successfully reintegrating back into the community.  Staff are provided with state mandated relevant training, which includes youth trauma; crisis management; cultural competence; mental health awareness; sexual abuse and harassment; and proper use of force.

About the Position:  The incumbent will be a part of a cohesive team of 15 in the Natural Resources Department, which is part of the Visitor and Field Services service line. The Earth Sciences Program is comprised of 4 fulltime program staff, including this position, and a shared intern. This is a supervisory position for the Earth Sciences Program, comprised of water resources, soil conservation, archaeological resources, Native American relations, and climate program. This position will supervise, coordinate, advise, and assist program staff and consultants in implementing the Earth Sciences Program to support Midpen natural and cultural resource management, planning efforts, stewardship and maintenance work, and capital projects.

Work Environment:  This position will report to Midpen’s Administrative Office in Los Altos, CA.  Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding.  In addition to working in an office setting to complete project tasks and at various venues across the San Francisco Peninsula to present information at public meetings, the Senior Resource Management Specialist will often work in the field and hike steep terrain and wildland areas with poison oak and wildlife.

Field Work: Fieldwork is integral to this position and dependent on the season and current projects.  Fieldwork will require driving District vehicles in remote areas on dirt roads, working in all weather conditions, and hiking through steep terrain and wildland areas. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment.

Equivalent to graduation from an accredited four-year college or university with major coursework in environmental design, natural resource management, ecology, biology, or a related field, and five (5) years of supervisory or management level experience in natural resource management preferably in parks, open space, or related field, including at least one (1) year of supervisory and administrative responsibility. A Master’s Degree is desirable. Professional work experience with parks and open space is highly desired.

Licenses & Certifications Required:   Possession of a valid California Driver’s License.

Under direction of the Director of Public Works, or designee, the Associate Engineer or Project Manager performs engineering and project management services in the public setting, collaborating with multiple stakeholders. These roles involve a wide range of management functions, including planning, development, scheduling, budgeting, and implementation of assigned projects. The position(s) are responsible for managing multiple Capital Improvement Projects (CIP) and complex specialized projects or programs. Both classifications provide administrative, professional, and technical assistance to the Department Director, staff, and members of the public as required. POSITION SUMMARY

The Wildfire Resilience Coordinator will manage projects related to the overall MRCA efforts regarding wildfire resilience, including tracking and analyzing existing funding sources related to wildfire preparedness and response, supporting staff project as defined by the early action wildfire resilience plan, coordinating with other MRCA and SMMC staff members working on wildfire related projects and programs, preparing and documenting further regional needs.

This position requires a highly motivated, responsible, organized and self-starting individual who can handle an array of tasks at the same time as part of standard workload, has good judgment and can make decisions, and works well independently and as part of a small team.

This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others. Project managers must also build community and political support, seek funding opportunities, actively cooperate with other government agencies and non­profit organizations, and keep abreast of related planning processes. The work performed will support MRCA’s capital Workprogram for wildfire resilience including improvements, workforce development, ignition prevention and suppression, inspection and monitoring and structure hardening and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development. Special projects assigned or led by the Chief of Staff will be supported by this position.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Implement multiple projects simultaneously: The project manager is the central point of contact on all issues concerning assigned projects and will be responsible for project quality. Perform project tracking, scheduling, and budget management.
• Coordinate between MRCA divisions to track agency-wide wildfire resilience efforts and guide the agency towards accomplishment of big picture wildfire resilience priorities.
• Perform day-to-day administration of grants, prepare required reports and ensure conformance with grant agreements. Analyze, verify and obtain payment approvals for invoices.
• Interagency coordination: Coordinate with Santa Monica Mountains Conservancy grantees to perform tracking and data management on wildfire resilience grants.
• Coordinate with Santa Monica Mountains Conservancy, its grantees, and regional stakeholders to advance wildfire resilience efforts in Southern California.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.
• Demonstrate proactivity to initiate and drive projects, leveraging past experiences, consulting with colleagues, and referencing relevant documentation to successfully launch and manage projects without established precedents.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Write and coordinate grant proposals and research new funding opportunities for wildfire resilience and workforce development related planning efforts.
• Cooperate with other team members to accomplish project goals; provide support to coworkers on other projects.
• Produce written materials including staff reports, text for publication, proposals, progress reports, and a variety of other documents.
• Write comprehensive reports based on samples, summarizing and analyzing information to provide clear conclusions in the sample's format and style
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner's associations, and the public at large.

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, observe site conditions, and operate a computer and other office productivity machinery. Occasionally work in outdoor weather conditions and move between multiple work sites. The employee must occasionally move items weighing up to 20 pounds inside the office.

Required Hours And Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work remotely and out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors.

Public Contact

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position will have contact with members of the public in public areas such as parking lots and shared public/office restrooms, and during public meetings.

THE POSITION

Tri-City is looking for one individual to serve as a Facilities Maintenance Worker for the Facilities Department. The Facilities Maintenance Worker is responsible for independently performing routine and semiskilled maintenance and repair work. This position will report to the Facilities & Safety Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Performs preventative maintenance and repair of Authority and leased properties; responds to work order requests and keeps reports and records of completed job; conducts daily mail runs for Authority staff.

DEFINITION:

Plans, organizes, and supervises the Property and Evidence Section within the Police Department; performs and supervises a wide variety of duties involving the intake, storage, maintenance and distribution of property, evidence and supplies held by the police department.

CLASS CHARACTERISTICS:

The Property and Evidence Supervisor is a single position within the Police Department responsible for facilitating the safe and secure storage of all property and evidence under the department’s control. The position functions with a degree of autonomy that distinguishes it from the Property and Evidence Specialist classification, which primarily functions as a support position.  

EXAMPLES OF DUTIES (illustrative only)

Duties may include, but are not limited to:

• Assign, schedule, train and supervise the operation of the Property and Evidence Section.

• Coordinate the 4th of July fireworks confiscation and destruction with Cal-Fire.

The Position: Under supervision (Public Safety Dispatcher I) or general supervision (Public Safety Dispatcher II) performs a variety of duties involved in receiving, evaluating, prioritizing, and relaying calls for emergency and non-emergency public safety assistance; dispatches appropriate units and coordinates response of emergency personnel; maintains, processes, and distributes police records; operates a variety of telecommunications equipment including radio, telephone, and CAD systems; and performs a wide variety of specialized clerical duties involved in the preparation, maintenance, and release of materials related to law enforcement activities.

We are seeking a creative, dynamic, and passionate Deputy Human Resources Director to join our Human Resources team.  This position requires high-level strategic direction while also engaging in day-to-day operations to ensure successful implementation and management of initiatives and programs.  The Deputy HR Director will oversee talent development, occupational health & safety (OH&S), and risk management to formulate and implement innovative strategies that enhance City-wide employee training and development, safety, and risk mitigation. The successful candidate will be responsible for fostering a culture of continuous learning, high performance, professional development, employee well-being, and safety.

This position will work closely with City leaders to incorporate performance improvement principles into the organization’s cultural, environmental, risk management, and succession strategies to enhance overall job performance and service to our community. 

Primary Responsibilities

As an integral member of the Human Resources leadership team, this position will contribute insights and expertise on a broad range of Human Resources disciplines and issues.  This role includes managing a team of Risk, Safety, and Talent Development Analysts to ensure effective risk management, municipal claims processing, worker's compensation, insurance, occupational health and safety (OH&S) and talent development programs and initiatives.

This multi-faceted role includes the primary oversight of the following:

Talent Development

• Successfully lead the design, development, implementation, evaluation and sustainability of talent development programs and onboarding programs.
• Assess and make recommendations on the best learning methods for a diverse range of learning needs, including in-person/virtual instructor-led trainings (ILTs), e-learning videos, and more.
• Collaborate with key stakeholders to evaluate training needs, and recommend, and develop training solutions, such as incorporating/preparing customized and purchased content.
• Increase organization utilization and integration of the employee Learning Management System.
• Coach and support supervisors and managers in employee learning, talent development, and performance management.
• Develop strategies for leadership transitions and work with departments to identify and develop employees for future leadership positions.

Risk & OH&S

• Drive the development and enhancement of risk management strategies, policies, and OH&S programs to minimize financial exposure and foster a safe workplace.
• Collaborate with cross-functional teams to proactively manage and reduce risk.
• Assure appropriate analysis of claims and loss data to identify trends and areas for improvement while maintaining claims databases and records.
• Oversee claims data, loss experience, and OH&S performance.
• Stay current on relevant regulations and coordinate with legal counsel as needed to ensure compliance.
• Manage the risk and OH&S function budgets and programs.
