Examples of Duties 

Duties may include, but are not limited to, the following:  

• Prepare plans and specifications and estimates for the more difficult and complex engineering work in public works improvements, including streets, facilities, sewer, water, storm drain, traffic, and land development.  

• Issue and administer utility permits, street use permits, franchise utility permits, etc.  

• Review and interpret plans, calculations, and specifications for accuracy of design and completeness, and for conformance to applicable codes, regulations, and ordinances.  

• Review and check plans and reports submitted by consultants, architects and engineers for conformance to established standards and specifications.  

• Manage projects.

• Perform field surveys, supervise survey crews.  

• Supervise and assist in the preparation of maps, plans, and layouts; designs, lay out and makes functional studies of the sewage collection and treatment system collection and treatment system, of water distribution and treatment system, and of storm drain conveyance system.  

• Inspect structures under construction.  

• Inspects structural plans and specifications, and makes estimates on time and materials, writes memoranda and prepares reports.  

• Support in the preparation of easements and right-of-way descriptions, assessment district calculations.  

• Prepare correspondence, agreements, contracts, staff reports, and engineering reports relating to city infrastructure or city programs.  

• Support in working with public groups and individuals to resolve community concerns regarding city infrastructure and Capital Improvement Projects. Provide technical engineering information to other City Staff, Agencies, Engineers, Consultants, Contractors and the public.  

• Perform site inspections. • Represent the City with dignity, integrity, and the spirit of cooperation in all relations with staff and the public.  

• Respect and is sensitive towards the cultural and ethnic diversity of the community.  

• Be an integral team player, which involves flexibility, cooperation, and communication.  

• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.  

• Perform related duties as assigned. 

 

In addition to graduation from an accredited four-year college or university with a degree in civil engineering, plus one year of civil engineering experience including fieldwork, the ideal candidate will possess:

SUMMARY DESCRIPTION

Under direct supervision (Assistant Engineer) or general supervision (Associate Engineer), performs professional and technical engineering work in design, land development, or capital improvements.

DISTINGUISHING CHARACTERISTICS

Assistant Engineer - This is the entry level class in the engineering series. Positions in this class possess the applicable educational and training background required of classes in the engineering series, yet typically have only limited or unrelated work experience. The Assistant Engineer class is distinguished from the Engineering Associate by the performance of less than the full range of duties as assigned to the journey level class within this series. This class is typically used as a training class. Incumbents work under direct supervision while learning job tasks.

Associate Engineer - This is the journey level class in the engineering series. Positions in this class possess the applicable educational background and work experience required for classes in the engineering series. The Associate Engineer is distinguished from the Assistant Engineer by the performance of the full range of duties with only minimal instruction or assistance. Incumbents work independently, seeking assistance only as new or unusual situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Engineer class.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.       Perform professional and technical engineering work relative to assigned area of responsibility, such as design, land development, and capital improvements.

2.       Design and prepare plans and specifications for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects; research project design requirements; perform calculations and prepare estimates of time and material costs.

3.       Answer inquiries from realtors, developers, engineers, and the general public.

4.       Develop revised design and construction standards for public works structures and appurtenances.

5.       Serve as construction inspector to ensure compliance on City projects, subdivisions, and encroachments.

6.       Investigate field problems affecting property owners, contractors, and maintenance operations; resolve problems or refer as appropriate; coordinate or perform field work associated with infrastructure projects.

7.       Administer contracts; coordinate and review the work of outside consultants; review and recommend payments and billing for contracted services related to assigned projects.

8.       Write legal descriptions for right of way and easement dedications.

9.       Issue encroachment, water, and sewer permits.

10.    Request and participate in the collection of survey and mapping data.

11.    Prepare estimates and feasibility reports for new or modified services and structures.

12.    Participate in the plan check, review, and processing of plans for private developments affecting City streets, sewers, drains and related public works facilities; assure compliance with appropriate codes, ordinances, rules and regulations.

13.    Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of municipal engineering; incorporate new developments as appropriate into programs.

14.    Prepare visual presentations and reports.

The Capital Project Manager I-II (CPM I-II) is part of the Engineering & Construction department at Midpen and we have two vacancies. The Capital Project Managers work on the development and implementation of a wide variety of capital improvement projects to increase public access and enjoyment of Midpen lands. While both positions will emphasize capital project management, one will focus on construction management and the other will focus on design. Ideal applicants are highly organized, creative, energetic, self-starters with excellent oral and written communication skills, who enjoy working in an outdoor open space setting within a collaborative group dynamic. Midpen’s Capital Project Managers foster communication and collaboration with other Midpen departments to coordinate project requirements, work with local jurisdictional agencies to fulfill project permitting requirements, interact with project design consultants and contractors, and maintain project documentation.  Midpen is looking for well-qualified applicants who have demonstrated expertise supporting projects from conceptual design through construction. The first of the two positions will focus on construction project management – evaluating the constructability of a project during design, assisting with bidding, award of contract and managing construction oversight to completion. The second position will focus on supporting senior staff with in-house conceptual design of public access improvements for Midpen.

Capital Project Manager I is an entry-level position.  The incumbent will have acquired capital improvement, open space planning and design, land use, natural resource protection, and/or public administration experience, or equivalent education and training.  Assignments are generally limited in scope and set within procedural frameworks. The CPM I is assigned to manage small-scale projects or in support of larger scale projects managed by experienced Capital Project Managers.

Capital Project Manager II is the first experienced-level class in the Capital Project Manager series.  The incumbent performs the basic range of engineering review and construction management duties and/or conceptual design in the following areas: capital improvement, open space / public access, land use, and natural resource protection. The CPM II typically performs most of the duties required of the CPM III but are not expected to function at the same skill level.  Applicants with construction inspection, civil engineering, landscape architecture, project management, and/or construction management backgrounds are highly desired.

Work Environment/Conditions:  This position is part of the Engineering and Construction Department at the Midpen’s offices in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position.

Capital Project Managers will often work in the field and hike through steep terrain and wildland areas with poison oak and wildlife.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment.

SUMMARY DESCRIPTION

Under the general direction of the Assistant City Engineer or City Engineer this is the professional engineer classification responsible to perform complex engineering calculations and to review development maps and plans for compliance with Federal, State and Municipal Codes and specifications.

May provide direct supervision as assigned by City Engineer to professional and technical engineering staff within the engineering division; assign daily work and monitor work progress; evaluate work in progress and provide training and technical assistance. 4. Administer development reviews for site plan approval for streets, utilities, tentative final subdivision and parcel maps. 5. Administer public works construction contracts, supervise quality and exercise control on all public works projects; supervise and perform preparation and maintenance of all required legal descriptions and documents necessary to acquire land, rights of way; and easements; process encroachment requests into City Easements and rights of way. 6. Supervise, oversee and participate in the development of Civil Engineering designs and plans including the calculation of the quantity, quality and cost of materials and the development of specifications related to the assigned project. 7. Participate in the review and approval of subdivision plans; ensure that public improvements comply with City standards, applicable codes, local, federal and state legislation, as well as sound engineering practices. 8. Provide administrative and engineering assistance to developers, contractors, consultants, other agencies and the general public to resolve complaints and problems and ensure successful project completion.

QUALIFICATIONS The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of: Engineering principles, programs, procedures, practices, forms, and techniques pertinent to functions within the Engineering Division. If licensed in another state, must obtain California Professional Civil Engineer within six months of appointment.

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four-year college or university with major coursework in civil or traffic engineering and five years of increasingly responsible professional traffic engineering experience, three years of which were at a level equivalent to the Associate Transportation Engineer class.

• Possession of a valid California Registration as a professional Traffic Engineer or professional Civil Engineer. California Registration as a professional Traffic Engineer is preferred.

The Restoration Field Specialist II (RFSP II) position performs a wide variety of skilled landscape and maintenance work in the creation and management of habitat restoration sites and the improvement of park visitor use areas at various locations within Ventura and Los Angeles Counties.  The RFSP II position reports to, and takes direction from, Restoration Field Supervisors, the Restoration Program Manager, and the Chief of Natural Resources and Planning.

This position requires demonstrated three (3) years of experience in plant nursery or grounds maintenance or other relevant field work to demonstrate sufficient expertise with plant identification, installation, monitoring, and maintenance.

Supervision

This position reports to, and takes direction from, Restoration Field Supervisors, Restoration Program Manager, and the Chief of Natural Resources and Planning. This position supervises no other staff and generally works as part of a team of three to four (3 to 4) coworkers.

ESSENTIAL FUNCTIONS

• Follow written and verbal directions from Division supervisors to efficiently and independently conduct habitat restoration, landscape, and clean up assignments.
• Install and maintain native plants and trees with caging protection and mulch as directed.
• Install and maintain various park features including landscaping, irrigation, fencing, signs, and site  furnishings.
• Assume full responsibility for the adequate dry season watering of plantings in restoration sites as assigned.
• Properly operate and care for power equipment including jackhammers, generators, weed whips, blowers, augers, and related equipment.
• Fill, operate, and drive (within agency property) both agency-owned and rented water trucks.
• Maintain assigned MRCA fleet vehicle.
• Demonstrate the ability to distinguish between a majority of native and non-native invasive plants on all work sites.
• Demonstrate an absolute ability to recognize key desired or legally protected plant species on all relevant job sites.
• Demonstrate continuous interest in learning about both native and non-native plant growth characteristics.
• Purchase materials and tools as directed.
• Apply herbicides via backpack or hand sprayers as directed.
• Refine skills to conduct nursery plant propagation and maintenance.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to life and carry items weighing up to 90 pounds for 75 feet over rough terrain multiple times per day, frequently operate light- and medium-duty equipment, work in outdoor weather conditions, frequently move about work sites, communicate and exchange information, observe site conditions, transport equipment, materials, and tools between vehicle and work sites on a daily basis, and occasionally ascend/descend a ladder to access areas of work.

Required Hours and Location

Tuesday through Friday, 10 hours per day, 40 hours per week. Occasionally start/end times may vary. Occasional overtime work upon prior approval by Supervisors. The position requires daily travel to various agency locations. The work is spread over numerous job sites from the Santa Clarita Valley, the full length of the Santa Monica Mountains, Simi Hills, Santa Susana Mountains, and the western San Gabriel Mountains. The headquarters of the MRCA Restoration Division is in the Calabasas area at King Gillette Ranch; however, most days employees drive directly to a different job site. Based on vehicle availability, most crew members are assigned a truck and gas card soon after a probationary period.

The majority of MRCA properties are open to the general public. Parking lots, shared public/office restrooms and in-person meeting rooms are open during regular business hours.
