As the Senior Information Systems Network Administrator, you will lead the network design and network implementation and maintenance needs of the Agency and support all areas of the Agency networks, from Internet and cloud-based communications to internal physical infrastructure communication support. Your technical expertise will provide valuable direction and oversight to a team of professionals who contribute to the real-time communication needs of the Agency. 

Some key initiatives and responsibilities you will have:

• Providing subject matter expertise for a complete redesign and refresh of networks for critical infrastructure.

• Develop a network architecture that furthers the agency’s need for reliable, real-time communication.

• Determine capacity planning for current and future needs for agency networks.

• Incorporate robust security into network infrastructure to reduce risk and protect the agency from malicious actors and accidental damage.

• Ensure proactive support for networks is planned and implemented in a timely manner and with an orderly, predictable procedure.

• Identify, understand, and support, from a network perspective, all communication protocols used by the agency, including in the application layer.

• Administer network firewalls and provide regular audits of security policies.

• Help identify any gaps in network performance, reliability, and security.

The Position
This announcement is for two (2) positions as described below: 

Department of Public Works
The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. The Traffic Engineering Division provides traffic engineering (lead and support for the design and construction of both City and private development projects), traffic impact analysis reviews for private development projects and transportation projects, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City.
The division receives and investigates resident/business inquiries related to street parking, traffic calming, intersection control (i.e., signals, warning beacons, regulatory signage, and crosswalks), and bicycling and pedestrian travel on public streets. The investigations may involve interaction with the residents, field review, traffic data collection, and evaluation of collected information with established city policies to prepare engineering recommendations for possible improvements.
 
The division also focuses on multi-modal planning and implementation related explicitly to the goals and projects included with the City’s Bicycle Plan, Pedestrian Masterplan, and the City’s Complete Streets policy. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. Experience in customer service, traffic design and construction, transportation planning, traffic control device operations, and project management and delivery is essential to success in this position.

Under direct supervision of the Transportation Manager, the Senior Civil Engineer performs the following duties:

• Prepare and manage the preparation of preliminary, final design, and contract documents (plans, specifications, and cost estimates)
• Implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy, and Vision Zero);
• Conduct studies and analyses of traffic engineering projects or problems, and prepares technical reports; 
• Coordinate engineering activities with other City departments and other public agencies in the transportation related matters;
• Track and manage project budgets; 
• Manage operation of City traffic signals, intelligent transportation systems, and traffic control devices.
• Develop and review traffic signal timing parameters and coordination timing plans;
• Supervise, train, and support associate engineers; 
• Check plans submitted by private engineers and other public agencies for compliance with City standards related to public transportation facilities and infrastructure;
• Prepare and administer grant funding applications and reports 
• Conduct field and office work, 
• Supports the City’s Bicycle and Pedestrian Advisory Committee; and
• Work with the public and consultants on various projects and transportation related inquiries. 

Water and Sewer Utilities Department
Santa Clara Water & Sewer Utilities' mission is to provide customers a dependable supply of safe, potable water, environmentally-sound wastewater collection, treatment, and disposal. Furthermore, recycled water is offered for approved uses including irrigation and industrial processes, where available. Programs and services are designed and implemented with economic and environmental benefits in mind. The City of Santa Clara's Water and Sewer Utilities Department seeks an experienced Senior Civil Engineer with excellent project management skills; strong oral and written communication skills; and a proven track record of designing and delivering utility projects and administering consultant and construction contracts.  The qualified candidate will have experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public. The Senior Civil Engineer delivers projects with widely varied scopes, from small, customer-focused, residential projects, to large, high-profile capital improvements with City and Region-wide implications for the delivery of services well into the future.
 
Under direct supervision, the Senior Civil Engineer performs the following duties:

• Perform high-level, fast paced engineering work relating to the permitting, design and construction of water, sewer, and other utilities projects within the City.
• Review proposed public and/or commercial utilities projects for compliance with City, County, State and Federal government construction and environmental standards, design criteria, rules and regulations.
• Be a part of a dynamic small team of engineering professionals, working on delivering projects in the Water, Sewer, and Recycled Water Utilities through their entire project life cycle, including research and design, plan review, construction, operation and maintenance.
• Assist the Principal Engineer in the planning, organizing and management of the work of the Utilities Engineering Division.
• Perform technical and administrative tasks and exercise a high degree of   independent judgment and decision making in resolving problems.

Typical Duties

Duties include, but are not limited to the following:

Under general supervision:
• Conduct studies and analyses of engineering projects or problems, and prepares technical reports on matters of public interest, including City infrastructure and transportation planning activities, public works maintenance programs, public works projects and other municipal or public facilities (e.g., storm drains and sanitary sewer systems, urban roadways, bridges, traffic and transportation system, and  public buildings)
• Prepare and manage the preparation of preliminary, final design, and contract documents (plans, specifications, and cost estimates) for a wide variety of municipal public works projects such as those described above
• May assist with the department’s annual and five-year capital improvement budgets and the operating budget
• Update the City Standard Specifications, Standard Details, and Design Criteria
• Supervise the management and maintenance of engineering records and drawings
• Prepare and administer grant funding applications and reports
• Oversee inspection and testing of public works projects and Encroachment Permit projects
• May manage the City’s Federal Emergency Management Agency (FEMA) Community Rating System (CRS) Program
• May manage operation of City traffic signals and transportation systems

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications
• A Bachelor's Degree in Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET)
• Five (5) years of progressively responsible experience in civil engineering office and field work performing professional level engineering work, and

Possible Substitutions
• A Master's Degree in any branch of Civil Engineering from an accredited college or university may be substituted for one (1) year of experience

LICENSES& CERTIFICATION
• Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment
• Registration as a Civil Engineer in the State of California is required at time of appointment and for duration of employment
• Other licenses and certificates directly related to the Civil Engineering field (e.g. Geotechnical Engineer, Traffic Engineer, Structural Engineer, Land Surveyor, Qualified Storm Water Pollution Prevention Plan Developer (QSD), Qualified Storm Water Pollution Prevention Plan Practitioner (QSP))is desirable
• Current city employees appointed to Senior Civil Engineer prior to September 1, 2015 are waived of the required Registration as a Civil Engineer in the State of California

POSITION

To perform professional accounting and finance work and to assist in the City's budgeting function as assigned.  The Accountant I is an entry-level position and will perform the most basic and routine tasks to assist the department.  The Accountant II is a journey level position and will perform responsible and complex technical assignments in support of the department. The purpose of this recruitment is to fill a current vacancy in the Administrative Services Department, as well as establish an eligibility list for potential vacancies.

Provide responsible professional and technical work in the administration and implementation of the City’s financial, auditing, accounting programs; and preparation, administration, and management of the City’s operating and capital budgets. Assist in planning and developing accounting procedures for bookkeeping and processing of claims, expenditures, purchases, budget data, payroll receipts, debt financings, and subventions. Check appropriation balances, recommend transfer of funds to other appropriation funds as necessary. Prepare and manage contracts, as deemed necessary, and monitor and review to determine that expenditures are made in accordance with terms of the contract. Assist with the evaluation of financing options and alternatives, as well as, the analyses, preparation, execution and recording of debt instruments. Prepare external reports to the State Controller and other Agencies as required. Prepare monthly and annual closing and adjusting entries to the City's general ledger. Prepare a variety of comprehensive and complex financial and expenditure reports and financial statements periodically and as assigned. Assist in development and implementation of internal control functions and appropriate procedures to ensure all City assets are properly monitored and maintained. Regular and consistent attendance.

OTHER JOB FUNCTIONS

Make occasional presentations to City Council and other agencies/groups. Participate in the development of guidelines, goals, objectives, and policies for assigned work unit. Respond to difficult citizen complaints and requests for information. Coordinate accounting activities with City department/divisions and with outside agencies. Perform related duties as assigned.

QUALIFICATIONS

Accountant I and II

Education: Bachelor’s degree from an accredited four (4) year college or university with a degree in accounting or a closely related course of study.

License or Certificate

Possession of a valid California Driver’s License. CPA is desirable.

Accountant I

Experience:  One (1) year of professional accounting experience.  Governmental financial management and auditing experience in desirable.

Accountant II

Experience: Three (3) years of professional accounting experience, including one (1) year of governmental financial management.  Auditing experience is highly desirable.

The County of Yuba is currently recruiting for the position of Public Health Nurse Intern/Public Health Nurse in the Health and Human Services Department. This position provides the full range of public health nursing services including teaching, health assessment, and counseling services in homes, clinics, schools and community centers in connection with the prevention and control of diseases and adverse health conditions. Public Health Nurses are assigned to specific programs such as Maternal, Child and Adolescent Health, California Children’s Services, Child Health and Disability Prevention, Foster Care and communicable disease control. Public Health Nurse Intern: is a recruiting and training level class established to qualify candidates for duties as a PHN in Yuba County Health & Human Services Department. Under close supervision, incumbents learn and perform a variety of public health nursing duties in assigned program areas while pursuing a Public Health Nurse Certification. Upon satisfactory completion of the PHN Certification, the PHN Intern are eligible for promotion to the level of PHN. Incumbents who do not successfully complete the PHN certification as prescribed herein may be released from employment.

Public Health Nurse: is the entry level in this class series. Initially under close supervision, incumbents learn and perform a variety of public health nursing duties in assigned program areas. As experience is gained, assignments become more complex and are performed under more general supervision.

The County of Yuba is actively recruiting to fill current vacancies and establish an employment list for the position of Public Safety Dispatcher within the Sheriff’s Department.  The incumbent receives 9-1-1 system sheriff, fire, medical emergency and rescue calls; dispatches sheriff, fire and medical personnel following established procedures; maintains communication with officers in the field to ensure safety and provide back-up and information; provides relief coverage for the records unit; and performs related work as assigned. To perform a variety of semi-skilled and skilled work involving the trimming, removal, installation and general maintenance of trees.  The purpose of this recruitment is to fill a current vacancy in the Community Services Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate will possess an in-depth knowledge of practices and procedures identified by the International Society of Arboriculture (ISA) as they relate to a municipal setting. The Ideal Candidate will also possess good communication, customer service and writing skills, as well as demonstrate competence working with computers and related software, e.g., maintenance management and MS Outlook. Additionally, they will have a strong work ethic, ability to climb trees, work out of an aerial truck, be available to work overtime and perform standby duty as needed. The Ideal Candidate should have knowledge in operating chain and hand saws, operating a chipper, a background in landscaping with planting trees, and experience with setting-up and tearing-down of traffic control. The Ideal Candidate also has the knowledge of safety & best management practices used in operating and maintaining tree pruning equipment and trucks.

Tree Trimmer I:

This is the entry level class in the Tree Trimmer series.  Positions in this class will usually perform most of the duties required of Tree Trimmers I and II; however, as compared to the Tree Trimmer II, is not expected to function at the same skill level and will usually exercise less independent discretion and judgment on matters related to work procedures and methods.

Tree Trimmer II:

This is the journey level class in the Tree Trimmer series.  This class differs from Tree Trimmer I in that incumbent performs more complex duties.  This incumbent Tree Trimmer II may also be expected to assist in the oversight and training of less experienced personnel.

ESSENTIAL JOB FUNCTIONS

Prune trees and shrubbery to provide clearance of streets, sidewalks, signs, and lights, and as necessary to ensure continued health of the plant.  Remove fallen trees, dead limbs, and other debris resulting from storm damage and general conditions.  Participate in the large-scale application of herbicides and pesticides.  Clean and maintain trimming equipment.  Work both independently and as a crew member in removing trees and stumps.  Plant, stake, spray and inject trees.  Operate a chipper, aerial truck, mist sprayer and miscellaneous equipment which could include routers, loaders, forklifts, and dump trucks.  Use a variety of hand tools including hand saws, pole saws, chain saws, and pole loppers.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

May perform street drainage maintenance or other public works maintenance work when not assigned to tree trimming duties.  Respond to emergency situations after regular working hours.   Perform related duties as assigned.

QUALIFICATIONS

Tree Trimmer I

Education:  High School diploma or equivalent.

Experience:  Six (6) months of work experience involving tree maintenance or landscaping work including some tree trimming.

License and Certificate:  Required upon hire, possession of a valid California driver's license.  Must obtain a valid Class B California driver’s license, Work Zone Safety I certificate from the International Municipal Signal Association (or Department approved equivalent), First Aid and CPR certification prior to permanent appointment.

Tree Trimmer II

Education:  High School diploma or equivalent.

Experience:  Eighteen (18) months of work experience involving tree maintenance work including pruning, trimming and caring for trees.

License and Certificate:  Required upon hire, possession of a valid Class B California Driver's License.  Possession of a Work Zone Safety I certificate from the International Municipal Signal Association (or Department approved equivalent), First Aid and CPR certification prior to permanent appointment.  Possession of a Certified Commercial Applicator license from the State of California and Certification as an Arborist by the International Society of Arboriculture is highly desirable.

ESSENTIAL JOB FUNCTIONS

Library Technical Assistant I:  This is the entry level class in the paraprofessional Library Technical Assistant series.  This class is distinguished from the Library Technical Assistant II level by the assignment of the more routine and repetitive duties that are performed according to established procedures and under immediate supervision.  Under this concept, positions assigned to the classification of Library Technical Assistant II which become vacant may reasonably be filled at the Library Technical Assistant I level.

Library Technical Assistant II:  This is the journey level class in the Library Technical Assistant series.  These positions may be filled by advancement from the Library Technical Assistant I level or, when filled from the outside, require prior library technical experience.  Appointment to the Library Technical Assistant II level requires that the employee be performing the full range of duties and meet the qualification standards.  A Library Technical Assistant II is expected to perform assigned duties with only occasional instruction or assistance, and work is normally reviewed only on completion.  Adequate performance at this level requires the knowledge of general department policies and procedures.

Serve at a circulation desk, check books in and out of library; issue library cards; conduct and oversee inventories and processing of books and other library materials; maintain bibliographic records; and establish and maintain collection files and records. QUALIFICATIONS

Education:  Equivalent to completion of the twelfth grade.
Experience:  One (1) year of experience performing general clerical or related work in a public library system.
