Under general supervision and in concert with other Scheduling Unit staff, this position is responsible for compiling and analyzing a wide variety of ridership, scheduling, operations and field data to develop and maintain efficient fixed transit routes and complex schedules. This position may be the lead for Unit projects of a limited scope and will contribute to larger projects through analysis, recommendations, and review of proposals. The incumbent will develop a high level of sophistication in the use of the HASTUS scheduling software and develop skills in integrating data from other District business systems

Essential Responsibilities

A.  Schedules Development

• Prepares vehicle schedules, crew schedules and constructs driver runs using a computerized schedulingprogram (currently HASTUS) in compliance with the union contract, state and federal law.
• Prepares schedules in accordance with running time patterns between designated points and the availability of equipment.
• Schedules service for transfer opportunities at designated locations. Schedules transit services in accordance to passenger loads, planned service levels and span of service.
• Coordinates bus schedules of bus with schedules of Golden Gate Ferry and other transit agencies.
• Reviews existing run structure in order to improve service, equalize work and reduce costs.
• Develops, evaluates and determines the required resources needed for the implementation of transit service proposals, adjustments and revisions including special projects as assigned.

• Assists with or leads the quarterly Operators Work Bidding and/or annual Operator Vacation Bidding process.
• Assists with the preparation and issuance of forms and documents of Scheduling Department.
• Assists bus operators with using Hastus and/or other bus data systems
• Evaluates passenger load data to determine vehicle type assignments and service frequency.
• Conducts run time and ridership analysis from data generated by automated vehicle location, automated passenger counting, and other systems.
• Perform auxiliary scheduling tasks to ensure all operational data exported to internal and external stakeholders is accurate and timely.

• Administers or assists with data collection and processing for the National Transit Database (NTD) report including data review to ensure accuracy and timeliness of data input.
• Works with internal and external stakeholders in the development or modification of service.
• Assists with training traffic checkers and/or other administrative personnel regarding Scheduling Unit activities.
• Conducts field work as assigned.
• Evaluates and responds to complaints and suggestions from internal and external stakeholders.
• Knows and follows the safety and health rules and safe working practices applicable to the position.
• Performs additional related duties as assigned.
• Regular and reliable attendance and performance is required.

Minimum Qualifications

Education and/or Experience: 

• Bachelor’s degree in Information Systems, Mathematics, Natural Sciences, Planning, Public Administration or related field. Additional position related experience may be substituted on a year per year basis in lieu of degree. A statement detailing qualifying experience must be submitted at time of application.
• Two years of full-time recent position-related experience. Experience with a transit agency or similar public agency is preferred.
• Proficiency with Microsoft Office applications (Word and Excel) or equivalents. 
• Exposure to HASTUS or other computerized scheduling system is preferred.

Hazardous Materials Inspectors perform annual inspections to verify compliance with the California Fire Code, San José Municipal Code, and applicable standards at facilities that use, store, and handle hazardous materials within San Jose. Inspectors evaluate Hazardous Materials Management Plans, closure plans, and hazardous materials system installation plans during the facility inspection process. Facility chemical inventory submittals are evaluated for chemical classification and quantity range calculations. Experienced inspectors may be assigned to participate in installation plan reviews and inspections for the Hazardous Materials Development Services group. Hazardous Materials inspectors routinely provide crossover services as required for backup and customer service needs. Inspectors are cross-trained for customer service enhancement, as needed.

Duties for this position include, but may not be limited to:

• Knowledge of principles and practices of chemistry, biology, physics, industrial hygiene, or geology as applied to the management of hazardous materials, hazardous wastes, and industrial wastes.
• Knowledge of quality assurance programs and procedures, sampling techniques, statistical analysis, laboratory equipment, and its uses.
• Knowledge of methods of inspection.
• Ability to prepare routine reports.
• Evaluation of applicable codes and standards for compliance determination
• Customer education and code enforcement regarding applicable codes and standards.
• Providing technical assistance to facilities, consultants, architects, engineers, contractors, department officers/staff, and Fire Operations staff on the application and/or interpretation of fire safety codes/regulations and on resolution of fire safety and hazardous materials issues identified in the design, construction or operations of buildings and integrated systems;
• Review and analyze hazardous materials inventory statements for chemical classification;
• Review and analyze hazardous materials management plans, construction documents, monitoring, and treatment system plans for compliance with codes and regulations;
• Assisting outside agencies and other City Departments including, Code Enforcement, Building Department, Planning Department, Public Works, and Environmental Services-Wastewater Pretreatment.

Salary range for this classification is:
Hazardous Materials Inspector I: $106,950.48 - $129,926.16 annually
Hazardous Materials Inspector II: $117,914.16 - $143,248.56 annually

• Participating in various aspects of labor negotiations, including attending and/or leading labor negotiation sessions, drafting proposals/correspondence, and overseeing cost analysis of proposals of varying complexity;

• Responding to information requests from the City's bargaining units during and outside of the labor negotiation process.

Employee Relations:

• Consulting with and advising OER staff on employee performance and conduct matters;

Come lead the Homework Center at the San Bruno Library! 

The City of San Bruno Public Library is currently recruiting for a part-time, temporary Library Assistant—Homework Center Supervisor. Candidates must be able to commit from September 2024 to June 2025, for 17 hours per week and availability Monday 2-6PM, Tuesday 2-6PM, Wednesday 1-6PM and Thursday 2-6PM (with the exception of Library and San Bruno Park School District holidays). Under the direction of the Library Services Manager, the Library Assistant—Homework Center Supervisor is responsible for the daily operations of the Library's after-school Homework Center, including classroom management, homework help, supervising and training volunteers, collaborating with library staff, and maintaining accurate records of homework center attendance. The incumbent will be responsible for maintaining a welcoming place for students to do their homework effectively within the larger context of the library, and for planning weekly activities and training/supervising students in the use of the 3-D printer. The homework center is a free, drop-in, after-school program for children in kindergarten through eighth grade.

About the Position

The City of San Carlos is hiring for a Building Inspector I. This is the entry level position in the Building Inspector series. Under direction from the Building Official or designated appointee, the Building Inspector I inspects buildings being constructed, altered, or repaired; Determines conformance with approved plans, adopted codes, zoning laws, statutes and ordinances; Plan checks residential and less complicated commercial projects; Responds to questions from the public at the counter and through other forms of communication; Investigates complaints and prepares notices and reports; Receives applications and issues permits as directed; Maintains and improves computer permitting and record maintenance, and performs other work as required.

The Building Inspector I level is distinguished from the Building Inspector II level due to the level of experience in the field of building inspection and the level of job knowledge.  This is a generalist class wherein incumbents are charged with conducting inspections in the less complicated phases of building construction and plan review.

Reports to the Building Official or designated appointee.

Essential Duties

• Inspects buildings and structures in various stages of progress using approved plans and codes to determine conformance.
• Discusses conformance problems with contractors and permit holders and assists them by indicating needed changes and possible modifications to bring the construction into conformity.
• Issues Stop Work Notices in situations where work is performed without benefit of a permit. 
• Follows a predetermined schedule of inspections in an assigned area and prepares reports of inspections made.  Schedules and coordinates field operations at request of Building Official.
• Maintains records of inspections made and actions taken. 
• Prepares reports of deficiencies with respect to structural stability, sanitation, electrical, adequacy of heating and ventilating facilities, their use, and occupancy.  Submits reports to the Building Official for review.
• Accepts completed permit applications for review.
• Logs applications and updates information in the Building Department computer system.
• Reviews residential and less complicated commercial plans for conformance to adopted codes.
• Prepares plan check comments and correspondence with applicants.  Prepares permit fees and issues permits as directed.
• Responds to questions and information requests from the public regarding building codes, and status of applications or permits.
• Receives and investigates building complaints from the public.
• Investigates NPDES complaints from the public or staff as directed and prepares reports and posts necessary notices as directed by the Building Official.
• Maintains the designated permitting software selected by the City.  Suggests improvements to the overall efficiency of the system.  Relays the use of the system to other members of the Building Division staff and assists them in its use.

The Department of Public Works is currently recruiting to fill a Communications Technician position for the Radio Communications Shop. The Radio Communications shop maintains the communication system for the City of San José that is used by multiple departments, such as: Police, Fire, Department of Transportation, Parks Recreation Neighborhood Services (Park Rangers), and Public Works (Animal Care & Services).

The City of San José public safety and city services depend upon the use of commercial radio communications equipment. For police officers and firefighters, radio communications are the primary means of communicating with the 9-1-1 dispatch center in performing their duties. These vast stand-alone radio systems with fault-tolerant designs are essential to providing the public with reliable emergency response services 24 hours a day, 365 days a year with demand for system survivability through any catastrophic event.

The key responsibilities of the Communications Technician may include:

• Installation, maintenance and repair of mobile and portable radios, base and control stations, microwave systems, dispatch consoles, voting receivers and comparators, digital Microwave system and P25 LMR systems.
• Respond to trouble reports, perform preventative maintenance and project assignments. Update technical documentation including wiring block assignments, CEB programming and configurations, as-built drawings of installed equipment at City radio sites, specialized vehicular installations, and diagrams of the City's various communications systems.
• Provide recommendations for process improvement changes with the input of technical staff.
• Construct and/or modify communications equipment and perform research on new equipment.

Department of Public Works

The City of Half Moon Bay Department of Public Works seeks a qualified individual to perform a variety of professional level duties and responsibilities in support of the Engineering Division and functions including research and analysis for design, land development and capital improvements; to provide information and assistance to applicants, developers, consultants, the general public, and outside agencies and organizations regarding City codes, policies, standards and processes related to engineering, building and capital projects; and to participate in planning and implementation of projects.  The core services of the Public Works Department are to promote safety, livability, and sustainability through effective management of streets, parks, facilities, and utilities.  The department is also dedicated to excellence, integrity, and environmental stewardship.  For more information about the Department of Public Works please visit the department website.  

The Engineering Division is responsible for review of private development, issuance of applicable permits, assisting with environmental reviews, coordination with other divisions/departments, consultant engineers, and other utility providers in the design and construction of new public and privately funded projects and infrastructure.  The division identifies capital improvement needs in consultation with other divisions and departments, coordinates with non-City utility providers on design and implementation of the CIP, and oversees design, permitting, bidding, and construction of those projects.  The division is also responsible for managing the Traffic Safety Committee, related traffic safety regulations.

COMPENSATION & BENEFITS

Assistant Engineer: $7,950 - $9.663 monthly DOQ

Associate Engineer: $9,825 - $11,943 monthly DOQ

Holidays: 14 paid holidays per year.

Vacation: 12 days (96 hours) annually.

Administrative Leave: 12 days (96 hours) annually.

Sick Leave: 12 days (96 hours) annually.

Retirement: PERS Classic employee receives 2% at 55; single highest year and PEPRA employee receives 2% at 62, with highest 3 years. Classic employees pay 7% employee contribution and PEPRA employees pay half the normal costs (currently 6.5%). The City of Half Moon Bay does not participate in Social Security, except the required Medicare.

Health Insurance: Employee can choose from medical plans provided through CalPERS. The City provides an allowance of $1,900 per month, which can be used for medical premiums.  Any unused portion may be taken as additional compensation. Dental and Vision is fully paid by the City up to family coverage.

MINIMUM QUALIFICATIONS

EDUCATION and EXPERIENCE:

Education

Possess a Bachelor's Degree from an accredited college or university, with major course work in civil engineering or a related field; and

Experience

Assistant Engineer - No experience is required, although some practical technical experience or an internship is desirable.  

Associate Engineer - Three (3) years of increasingly responsible engineering experience. 

Licenses and Certificates

Assistant Engineer - Possession of a valid California Class "C" Driver's License is required at time of appointment and for duration of employment.  Possession of an Engineer Training Certificate is preferred.  Registration as a Civil Engineer in the State of California is strongly encouraged within one year of hire.  

Associate Engineer - Possession of a valid California Class "C" Driver's License is required at time of appointment and for duration of employment.  Registration as a Professional Engineer in the State of California is required at time of appointment and for duration of employment.

Must be able to perform all of the essential functions of the job assignment.

Public Employee Disaster Service Worker:  In accordance with Government Code Section 3100, all City of Half Moon Bay employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.

Selection Process: Applicants' qualifications will be evaluated based on the information provided on the employment application.  The exam process may consist of an application appraisal, oral interview, assessment center and/or written exam.  The City reserves the right to use alternate testing procedures if deemed necessary.  CITY COMMUNICATION REGARDING THE SELECTION PROCESS WILL BE VIA E-MAIL.  PLEASE ENSURE THAT YOU HAVE ACCESS TO THE E-MAIL ON YOUR APPLICATION.  Finalist interview/assessment will be held with the City of Half Moon Bay.
