THE POSITION

Under general direction of the Administrative Services Director, the Human Resources Manager will plan, organize, direct, and supervise the Human Resources Division of the Administrative Services Department; coordinate activities with other divisions/departments, internal and external customers, and other stakeholders; and perform advanced level, professional human resources work.

Description

The Department: 

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Housing and Community Services Division provides strategic leadership for the City’s housing program and facilitates the development and preservation of affordable housing and the delivery of community services for lower income residents.

The Housing and Community Services Division is staffed by nine (9) full-time positions. Specific activities within the Division include administration of the City’s inclusionary housing program for rental and ownership units, loans for new affordable housing development and rehabilitation, the long-term compliance of the City’s affordable housing portfolio, and management of the City’s Redevelopment legacy assets. The Division also administers the City’s federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Program (HOME) entitlement grant programs. These grants are used to promote affordable housing, rehabilitate substandard housing, facilitate neighborhood improvements, remove barriers to persons with disabilities, prevent homelessness and reduce its impacts, and to fund public services for low- and moderate-income residents.

The Position: 

The Staff Analyst II will be essential in administering and monitoring compliance of the City's Affordable Housing Programs. This position ensures that multifamily housing projects comply with local, state, and federal regulations. The Staff Analyst II will review, interpret, and apply these regulations, as well as the City’s affordable housing agreements. Responsibilities include overseeing compliance for the affordable rental portfolio, monitoring both existing and new inclusionary units, collaborating with developers on initial marketing and lease-ups, and assisting with complex issues related to rental compliance and reporting requirements. Additionally, the Staff Analyst II will report directly to the Housing Development Officer and provide administrative and clerical support.

Minimum Qualifications

EDUCATION AND EXPERIENCE

Minimum Qualifications:

• Graduation from an accredited college or university with a Bachelor's Degree in Urban Planning, Public Administration, Business Administration, Finance, or a related area; AND

• Six (6) months of experience performing analytical work.

Acceptable Substitution: 

A Master's Degree from an accredited college or university in one of the above fields may be substituted for the six (6) months required analytical experience.

LICENSES/CERTIFICATIONS

Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.

OTHER REQUIREMENTS

• Must be able to perform all of the essential functions of the job assignment.
• Incumbents of this classification may be required to occasionally work overtime and odd and unusual hours.

Qualifications: 

• Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: 
  • Equivalent to the completion of the twelfth grade supplemented by specialized training in criminal justice or a related field.
  • Two years related clerical or technical support experience in a law enforcement agency. Experience working in property or evidence is highly desirable.
  • Possession of, or ability to obtain, an appropriate, valid driver’s license.
  • Possession of certification as a Property and Evidence Specialist is desirable.

The County of San Mateo Registration and Elections Division of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is looking for qualified candidates for the position of Elections Specialist III.

This highly specialized position performs varied coordinative technical duties to ensure that County and local, city, and special district elections are conducted efficiently and in accordance with laws and regulations. Successful performance of the work requires the use of independent judgment and initiative along with the skill to follow through on multiple projects and details.

Additional skills include expertise working with the community and political groups, exceptional report writing skills, and strong project management skills. Prior experience with elections and basic knowledge of California election laws, regulations, and procedures is strongly preferred.

The ideal candidate will be able to "hit the ground running" due to previous or current employment in an Elections Office, providing technical support to the election process. Ideal candidates would also have a bachelor's degree or a higher degree in political science, business, public administration, policy, journalism, information technology, or another related field. At least one year of experience using GIS software is beneficial but not required. This position may provide indirect technical or functional supervision of employees in the Elections Specialist I/II classification.

THE POSITION:

The City of San Rafael Police Department is seeking a part-time/temporary Police Evidence and Property Technician.  General supervision is provided by the Police Civilian Supervisor.  Responsibilities include processing, storing, and controlling evidence and other property received or confiscated by the Police Department; classifies and compares fingerprints; maintains property and evidence files and records.

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Receives, logs, stores, and maintains property and evidence in accordance with Department procedures; transports evidence for forensic examination; maintains evidence rooms in an organized condition.
• Verifies inventories of evidence and property received and/or confiscated by Police Department.
• Reviews evidence and analysis forms for errors and omissions and assists with corrections.
• Determines purge dates for property and evidence; releases or disposes of property and evidence in accordance with applicable laws and court orders; prepares and sends letters to property owners for claim; releases property to rightful owner; prepares surplus and unclaimed property for disposal or auction.
• Prepares property and evidence for court trials; releases property to authorized persons; tracks chain of custody of evidence items; testifies in court regarding evidence chain of custody.
• Assists in determining evidence analysis requirements; provides training in proper evidence and packaging procedures.
• Evaluates suitability of latent fingerprints for automated system.
• Reviews and files photographic evidence.
• Responds to outside agency requests for evidence, status and chain of custody.
• Prepares a variety of property and evidence reports.
• Assists in other police service support work.
• Establishes and maintains inventory systems.
• Performs related duties as required.

KNOWLEDGE OF/ABILITY TO: 

• Property and evidence storage, filing, retrieval and recordkeeping systems.
• Laws related to processing, storage, release and disposal of property and evidence.
• Information technology, personal computers and related software applications.
• Fingerprinting techniques and procedures.
• Photography and photographic equipment.

What You'll Do

The Dispatch Services Supervisor will plan, organize and supervise the operation of the Dispatch Services Unit in the Technical Services Division of the Police Department.  This position will also assist in the preparation and monitoring of the Unit’s budget, coordinate the Emergency Mobile Communications Van activities, and provide technical staff assistance to Department staff. The primary duties of this position may include, but are not limited to the following:

• Coordinate and assist in formulating policies and procedures for the Dispatch Unit, including the incorporation of procedures required by other local jurisdictions served.
• Direct, coordinate and review the work plan for Dispatch Services, and develop methods for improvement of service delivery.
• Assume responsibility for all dispatch personnel matters including: selection, assignment and prioritization of work; training; evaluation; and effective input concerning disciplinary matters.
• Prepare work schedules to provide for adequate coverage on all shifts; prepare and approve time off and overtime schedules.
• Respond to inquiries and complaints concerning dispatch operations and personnel.
• Perform dispatch duties as needed
• Assist in the development of the Unit budget; monitor and, as appropriate, approve expenditures.
• Establish and maintain effective communications with other Department units, other City departments and applicable agencies at all government levels; and assist in the development of emergency-related plans and procedures.
• Coordinate the maintenance and repair of dispatch equipment with other City personnel, contractors and vendors.
• Prepare various reports of operations and activities; supervise maintenance of operational records and files.
• Serve as the Custodian of Records for Dispatch Services.
• Represent the Unit at applicable meetings and conferences; attend seminars and workshops.

The Dispatch Services Supervisor receives direction from the Police Technical Services Administrator or higher level department personnel and exercises direct supervision over dispatchers and other assigned staff.
